Abstract
There are four emergency management functions: preparedness, mitigation, response, and
recovery. These functions are used in developing plans on a local, state, and national level to
manage threats to homeland security. This paper will give an overview of each function as it
pertains to homeland security. It will integrate the teachings of the Bible as it pertains to each
function’s importance to the homeland security paradigm. The National Response Framework,
the National Incident Management System, Incident Command System, and unified command
will be thoroughly examined to evaluate how each helps prepare for a disaster. Furthermore, the
steps to mitigation will be identified, and the three principles to a response plan will be discussed
to ensure recovery efforts are achieved.
