National Response Framework (NRF)
FEMA lays out three key principles for a response plan to be functional and effective.

Engaging partnership with the whole community would be the best function to assist in
helping responders. I feel that if the community is in the know how to respond or prepare for
situations beyond their own knowledge it would help in expected areas, such as saving a
neighbor.
National Incident Management System (NIMS)
The NIMS is a product of Homeland Security Presidential Directive 5, that states “To
prevent, prepare for, respond to, and recover from terrorist attacks, major disasters, and other
emergencies, the United States Government shall establish a single comprehensive approach to
domestic incident management (Nemeth, 2017).

to, and mitigate risk
and harm.
The most useful element would be compliance. I would suggest this because plans are
already prepared on how responders when react or respond to an incident. The most difficult of
these would be the Command and Managerial Structure. It is very challenging to identify the risk
and harm let alone respond to it. For example, when profilers are looking for a suspect, they must
eliminate so many variables or characteristics to identify or have an idea of who the person could
possibly be. I would suggest command and managerial structure due to it being the most difficult
and needs the most attention so potential risks can be identified.
Incident Command System (ICS)
ICS is a standardized on-scene incident management concept designed specifically to
allow responders to adopt an integrated organizational structure equal to the complexity and
demands of any single incident or multiple incidents without being hindered by jurisdictional
boundaries (Nemeth, 2017).
Element Function
Preparedness Integrates training, exercises, personnel qualification and certification
standards, publication management processes and activities,
Planning Provides mechanisms and systems for setting priorities, integrating
multiple entities and functions, ensuring that communications and other
systems are available and integrated
I would suggest planning to be the most useful, because without planning for something,
an agency can’t be prepared to respond to a crisis or any other type of incident if there is no plan
in place.
The bible speaks on being prepared and planning numerous of times. In 2 Corinthians 5:5
reads “He has prepared us for this very thing is God, who has given us the spirit as a guarantee
(ESV)”. The I like to refer to this saying “If you fail to plan, you plan to fail”. This goes without
saying if there is no planning be expecting to fail. In Proverbs 20:18 reads “Plans are established
by counsel; by wise guidance wage war (ESV)”.
