FEDERAL POLICY REVIEW 2
Miguel Cardona, the Secretary of Education delivered a speech that points out children’s
and youths’ mental health issues and the necessity for work-related training in schools. It is
important to commend Cardona for emphasizing these topics; however, it is much better if we
assess these propositions and see the possible challenges in line with implementing them
successfully.
In relation to mental health, Cardona begins by highlighting the alarming suicide rates
among young people in the US before going on to say how numbers were affected by covid-19.
He also highlighted state-level efforts and mentioned 22 states where Medicaid reimburses
mental health services. However, this tends to limit access to mental health support as it is
specifically applicable for children who are covered under Medicaid or CHIP. Was he to have
included strategies like prevention, early intervention and support services fora all-inclusive
arrangement irrespective of insurance status, Cardona would have further strengthened his point?
The second area that was addressed in the transcript is about education and workforce
development interconnection. For instance, Cardona uses Intel’s investment in Columbus, Ohio
as an example where K-12 schools and a community college work together to ensure that the
company gets workers with good skills. This is certainly a laudable arrangement but it is
important to identify some possible difficulties related to expanding this model on a larger scale.
Inadequate resources, contrasting regional backgrounds, and diverse sectorial demands can
impede the success of such partnerships. Furthermore, focusing education solely on corporate
objectives raises queries about wider educational goals which include developing artistic
abilities, critical thinking and holistic beings.

Moreover, Cardona points out major federal funding sources like C.H.I.P.S and Science
Act and the Inflation Reduction Act that are available for supporting workforce development
programs. Although the potential financial resources are promising, it is vital to ensure fair
distribution of these funds among the states. It is commendable that the Secretary intends to offer
technical support and resources for state governments. Nevertheless, there should be an all-
inclusive plan which addresses different needs of various regions including rural areas that may
face different challenges in human labor force.
Cardona, however, stated that involving families is a crucial strategy for success in
education. These include difficulties in managing work schedules, having young children to take
care of and travelling long distances to get to work. Solving this predicament would call for
innovative methods that are open and adaptable enough for the family’s convenience. For
instance, participation of community members as well as technology-based communication
platforms will enhance parent accessibility to available resources or educational choices. Still, it
is important for all educators to note that it is essential to approach these families with cultural
competence. Psalms 34:17 states, “When the righteous cry for help, the LORD hears and delivers
them out of all their troubles. The LORD is near to the brokenhearted and saves the crushed in
spirit. Many are the afflictions of the righteous, but the LORD delivers him out of them all. He
keeps all his bones; not one of them is broken” (English Standard Version Bible, 2001, Psalms.
34:17). The Bible verse relays the message that God is attentive and hears the cries of the
righteous, empathetic towards those experiencing emotional distress, and committed to
delivering and protecting them from their troubles. This verse relates to the speech delivered by
the Secretary of Education because they hear the distress and are aware of the support that the
children and youth of today need after the pandemic and in general.
FEDERAL POLICY REVIEW 4
In summary, the speech by Miguel Cardona brings out notable concerns related to the
American education system with special emphasis on mental health issues and alignment
between learning institutions and job markets. Nevertheless, while the overall message may be
powerful, the particular strategies suggested need critical examination considering potential
challenges ahead. This way, through considering wider aspects about implementation processes
fostering collaboration and implementing equitable strategies; states can move towards an
inclusive and successful education system.
