Galaxy Industries Company Description
Logistics
Throughout this course, you will be working on one project that has many components. Each
component is an individual assignment. You will develop and submit the following graded
assignments:
1. Project Charter;
2. Work Breakdown Structure (WBS);
3. Cost & Quality Management Plan;
4. HR & Communications Management Plan;
5. Final Project Plan and PowerPoint.
You will be a consultant to Galaxy Industries and develop a Project Management Office (PMO)
for this company.
Introduction
Galaxy Industries, a traditionally organized company, has asked your consulting firm, Project
Management Consultants (PMC) to define and implement a Project Management Office (PMO)
within the company. The sponsor for the project is the CEO, John Smith. The CIO is Joe Brown,
and the COO is Sue White.
Mr. Smith wants Galaxy to assist him in developing the Project Charter. Mr. Brown will be
working with Galaxy to develop the Project Plan (and sub-plans). Mrs. White has requested that
the plan include the development of a Project Management Intranet Site so that internal staff will
be well informed as it is related to project progress, problems/risks, and issues.
Galaxy Industries Environment
Galaxy is a small company that sells home accessories such as lamps, pictures, end tables, and
rugs. They purchase many of their products from manufacturers in the US, England, France,
Italy, and China. They sell to gift shops in the US and have an Internet site that sells to
worldwide customers. Their Internet sales are now exceeding their US sales. The company is in a
solid financial condition, with sales expected to rise 25% within the next year (because of the
success of their online sales). Because of their revenue and sales growth, they have hired new
staff in their warehouse operations, as well as in their sales and information services. They have
partnered with CISCO for network services, FedEx for shipping services, and
HP/IBM/Dell/Microsoft for computer hardware and software services.
Some of the problems Galaxy is facing are: inability to process orders within 24 hours, rising
transportation costs (due to higher fuel cost), inadequate employee training, increased demand
for internal IT services related to their website, sales, financial reporting, and
warehousing/shipping, inability to keep up with information technology advancements and
trends, and high personnel turnover in IT, marketing, and sales. All of these problems have been
addressed in the company’s strategic plan.

PMC’s Environment
PMC has 55 Project Managers and 275 project support staff. The company mandates that all
project managers obtain their project management professional (PMP) certification. PMC has
assigned 1 project manager and 2 project support staff to the Galaxy account because this project
is very small in size.
Project Pre-Initiation
Galaxy has just completed their strategic plan, and one of the strategies to be implemented is the
development of a PMO. This strategy was given high priority, as it will eliminate and/or reduce
the problems associated with internal projects not being completed on time and within budget.
Successful completion of internal projects is crucial to the continued success of the company, as
these internal projects support the sales, marketing, accounting, and warehousing functions of the
company.
PMC’s Project Manager has met with Mr. Smith and has obtained adequate information for the
development of a Project Charter and Scope Statement. He has learned the following from Mr.
Smith:
1. Galaxy has 3 project managers; however, none of them are PMP certified, and they
are not centrally located. Two project managers work in Information Services and the
third works in the COO’s office. Mr. Smith wants all of the Galaxy project managers
to obtain their PMP certification.
2. Galaxy has 8 projects in progress and 10 projects that have not been approved or
prioritized. One project manager has 4 projects, and the other two have 2 projects
each.
3. Galaxy has no formal project management methodology, policy, or procedures.
Project progress reporting is sent out weekly by department heads (via email).
4. Galaxy does have an empty location for the PMO office (located across from the
Accounting Offices); however, office furniture and equipment will need to be
purchased and phone/fax/network services will need to be installed.
5. Galaxy does not have a software package for tracking projects and has asked that this
be a part of the project plan.

names the project manager and indicates the extent of the project manager’s authority over the

The assumptions made in the decision to charter this project are as follows:
Galaxy Industries is a traditional company facing difficulties processing orders,
rising transportation costs, inadequate employee training, and high personnel
turnover.
The company is in a solid financial condition and is expected to grow next year.
Galaxy Industries has partnered with CISCO, FedEx, and HP/IBM/Dell/Microsoft
for network, shipping, and computer hardware and software services.
Developing a PMO will eliminate or reduce the problems the company faces.
The PMO will be centrally located, and all project managers will be PMP certified.
Galaxy Industries will purchase a software package for tracking projects.
Galaxy Industries has no formal project management methodology, policy, or

E. Project Description, Scope and Management Milestones
1. Project Description
Describe the project approach, specific solution, customer(s), and benefits. The Project Description is located in the
Project Proposal, Section C.
The project approach that PMC will take is first to develop a Project Charter and Scope
Statement in consultation with the Galaxy Industries CEO. Once the Charter and Scope are
approved, PMC will work with Joe Brown (CIO) to create a Project Plan, which will include a
Work Breakdown Structure (WBS), a Cost & Quality Management Plan, and an HR &
Communications Management Plan. The Project Plan will be presented to the Galaxy Industries
COO for approval. Once approved, PMC will implement the PMO at Galaxy Industries, which
will include the development of an intranet site, the purchase of office furniture and equipment,
and installing phone/fax/network services. PMC will also train Galaxy Industries employees on
using the PMO and the project management software package.
The customers of this project are Galaxy Industries and its shareholders. The benefits of
this project include improved project management practices, increased accountability for project
outcomes, and improved communication between project stakeholders.
2. Scope
The Project Scope defines all of the products and services provided by a project, and identifies the limits of the
project. In other words, the Project Scope establishes the boundaries of a project. The Project Scope addresses the

The organization for this project team is a traditional hierarchical organization. A conventional
hierarchical organization is an arrangement with a clear chain of command, where the top
management and the project's sponsor is the CEO, John Smith. The executive is at the top of the
hierarchy, followed by the program manager (CIO Joe Brown). The next step is the project
manager (Sophia Joseph) and the COO, Sue White. The project team at PMC is under Sophia's
command, while Galaxy Industries' internal staff are under Sue's order. The lines of authority are
from the CEO to the program manager to the project manager and the COO, and then to the
project teams. Each project's organization member reports to someone at a higher level in the
hierarchy.

The program manager is responsible for the successful initiation, planning, execution,
monitoring, and controlling of the project related to the PMO within the constraints of time,
budget, and resources. The manager is also responsible for ensuring that the program's
objectives are met and that the program's benefits are realized, as well as communicating with
the program sponsor, the project managers, and other stakeholders.

Project manager: Sophia Joseph
The project manager is responsible for reviewing the plan by the program manager, developing
the project plan for the PMC's team, and ensuring that the project is completed on time and
within budget. She will be responsible for communication between the PMC and relevant
departments at Galaxy.

Sue White will develop the Project Management Intranet Site to allow Galaxy's internal staff to
follow the project and learn about its risks, issues, and progress. She will also be responsible for
communication between the PMC team and the other departments at Galaxy.
