Abstract
This research proposal addresses the history of discrimination against black students in the
American education system. A critical review of the literature reveals a significant portion of
school counselors have failed to address institutional racism. This has possibly contributed to
feelings of disconnection among black students that have adversely affected their college
aspirations. This study seeks to uncover if school counseling programs yield different results for
Black male and female students, and do they affect college enrollment.

Literature Review
There is a history of discrimination in the American education system against Black
students. To shed light on this issue Beasley et al., (2023) designed a study to examine how often
school counselors use small groups to break down institutional racism in their schools. This
study revealed that 40% of the school counselors surveyed did not attempt to address the racism
