Purpose/Mission Statement
I spoke with a middle-aged lady, Roxann Buckles, who is an Eligibility Counselor at the
Department of Human Services for Hawkins County, Tennessee. She agreed to let me interview
her, and I enjoyed learning about the role she plays in assisting African American persons. Their
mission statement is, “to build strong families by connecting them using financial, employment,
and other supportive resources.”
Services Offered
Roxann told me that the services offered to include food assistance, cash/funds all
assistance, job training and job placement, access to information on higher education, childcare,
and more. Roxann made it a point to me that services are not withheld from any race/ethnicity.
She told me that so much more goes into the services than you would think. For example, she
said that job training and placement involves completing skills questionnaires with the clients,
helping them write resumes, picking out an interview outfit (and usually purchasing it for them),
and practicing interviews and call-backs.
How Members Made Aware
Roxann told me that the department distributes informational fliers in the community via
snail mail, email, social media, and news media. She said that the information is also posted on
