Case Study One
Introduction
Organizational behavior and management is the study of how people interact with
their peers and other members of the public. This study investigates people's mannerisms in
certain environments and how their behaviors can be managed for the effectiveness and
efficiency of processes.
Essential Facts in the Case Study
The Demopolis agency has had a community policing program running for two years,
which has not been successful. A recent community assessment report has indicated that there
are communication issues that should be addressed to improve communication. This
problematic communication is between the agency and the community they serve. Police
personnel feels they need more training in solving the problems that the community calls
them to solve. The public, on the other hand, is raising issues about police service delivery.
The issues raised are public safety concerns, and calls for services are not answered
satisfactorily.
Due to the evolving situation, the Chief has assigned Assistant Chief Roland Larson
to form a task force to prepare a five-year plan to salvage the community policing project.
The plan is to address the issues raised by the community and the agencies' personnel. The
agency is divided into departments that handle their respective mandate. For instance, fifty-
two percent of the workforce is uniformed and is used to respond to calls for service; the rest
of the personnel is divided into the following specialized units; bias-related crimes,
community crime prevention, among others.
Patrol personnel have been vocal and against the current policing approach and prefer
to improve the quality of life in the community. The officers feel that their plight is being
ignored. Officers claim to be underequipped to solve problems under the community policing

approach. The officers also highlight time as being insufficient to effectively and efficiently
address the community policing issues at hand. The investigative division and staff units of
the agency have readily adapted to the current community policing approach. The units feel
that lack of co-ordination with the patrol unit is to blame for the failure of the policing
approach. The police union has concerns over the training of the personnel and
implementation of the approach.
Decisions Made in the Case Study and Assumptions
The Demopolis Police Department conducted a community assessment to determine
the underlying issues in the community policing approach. This decision is critical since it
has enabled the department to identify the issues that jeopardize the community policing
strategy. This decision yielded the report that brought to light the problems that ail the
community policing approach.
The Demopolis Police Department Chief has delegated to their Assistant Chief
Roland Larson to form a task force to prepare a five-year strategic plan to tackle the issues
undermining the community policing approach. The taskforce is to liaise with the police
department and the community to draft the measures and policies to govern the Demopolis
Police Department. This decision will incorporate all stakeholders in the process of
formulating the strategic plan to address the challenges the police department is facing.
The decisions made by the Demopolis Police Department are in good faith but not
sufficient. For the successful implementation of community policing, in the long run, the
Demopolis Police Department should employ temporary measures to try and mitigate the
problems happening at that moment. The standards should be in light of the issues
highlighted by the involved parties in the policing approach. This would also be helpful in the
whole process of implementing the policing strategy.

Alternative solutions on the Identified Problem
According to (Vito, Walsh, & More, 2020), when dealing with disputes in law
enforcement agencies and its units, the responsible parties should be careful to thoroughly
investigate the situation at hand before proceeding to formulate solutions to curb the
problems encountered. The taskforce should invite the views of an external party on the issue
at hand. This exterior view will provide more insight into the underlying issue and, therefore,
will help the agency solve the problems with ease.
The Demopolis Police Department should use small incremental measures to tackle
the issues affecting the policing approach. The agency should consider a pilot program of the
community policing strategy by using the investigative unit. This would go a long way,
insufficiently preparing the agency to implement the desired approach since it will have a
glimpse of what the behavior of the unit will be regarding the process.
Conclusion
Following the community assessment report, The Demopolis Police Department
should employ more measures to investigate and solve the problems faced by the agency. The
standards should be applied to calm the current situation as the task force prepares the
strategic plan to address the issues permanently.

Essential Facts in the Case Study
Everyone in the realm has a right to express the rights and freedoms that one is
entitled to conferring to the constitution. Liberty of speech is a right that every individual
should exercise, whether at their home settings or work. Employees should be given the right
to express their feelings as long as there is no malicious intent in their speech (MacIntyre,
2014). In the case study, Officer Evans expresses his thoughts through a newspaper
publication read by most of the officers in the force concerning the gay parade and how the
taxpayer's taxes were used to settle expenses. He takes the gay issue as immoral and against
his religious beliefs.
Decisions Made on the Case Study and Assumptions
Various decisions have been made in the case study. The decision by Officer Evans to
take the issue deems as immoral to the Police Protective League so that he could share his
concerns with different people. This type of decision should be encouraged. People should be
encouraged to communicate issues affecting them and let others try and help them.
The second decision was the issue concerning the Police Protective League, who
undertook to publish an issue that would be controversial. Same-sex rights have been a big
issue in that some people tend to be against it as it is deemed immoral, while others advocate
for it. In some realms such as the US, it is legalized, and publishing of issues affecting the
well-being of others should be avoided.
The decision to pull the officer from the field was made due to public opinion. He was
later restored to the field as it was decided that he used a publication that was not official to
the police force. This decision, to some extent, feels like it was due to public pressure. There
should have been a trial to find out if he contravened any laws by expressing himself through

the publication. The city attorney was right by stating the rights and freedoms of Officer
Evans could not be usurped.
Alternative Solutions Regarding the Identified Problem
Sexuality issues should not be brought to work, especially if it concerns matters that
not all the public agrees with should be done away with. Officer Evans should have used
internal means to show how the gay parade was wrong, and through this, a means to find
solutions amicably could have been reached. Since not everyone agrees with the gay issue,
the parade should not have happened. Managers should avoid bringing sexuality issues at
work, and everyone should be allowed to do what he or she likes in their personal lives.
Those who were offended should be assured such behavior will not happen again. Evans
should not be punished due to public opinion. An innocent person may be wrongly
prosecuted due to people believing in a certain thing. Everybody should be given a chance to
illuminate his or her actions before any judgment is passed. If one is found guilty, then justice
will be served.
Managers in the modern world should encourage everyone to express the rights and
freedoms that employees are entitled to and should set up channels upon which the members
who feel are aggrieved should follow to express their dissatisfaction. The chief of police
should be neutral as he is the leader of many officers. He should not be seen publicly favoring
a certain issue, especially if there are some of his or her juniors have problems. Religion and
beliefs that people hold should also be respected. The respect accorded to each party should
be of equity. Religious beliefs that people have faith in can result in divisions, especially if a
given faction of people believes in a thing the others do not. As Christians, homosexuality is
a sin that people should not be tolerated, and those found engaging in such acts should be told
to change their ways. Therefore, the parade conducted by the chief of police is seen as an
insult to his faith.

The chief of police should have made preparations that would oversee that the gay
parade take place at unofficial hours if it was a must for him to attend to the function.
Resources that would have been used to meet the expenses incurred should not take much of
public money as it would be seen as if the chief was promoting gay rights among the officers.
On the other hand, if the chief of police is seen criticizing the same gay people, it would be
seen that he has a personal vendetta against them. This will lead to problems with the
activists who stand for it. Religious practices should not be the reason that an institution
should judge others. As a result, this can be avoided if a spiritual practice is one that not
everyone agrees with; it should not be allowed to be practiced in the premises of the
institution.
Conclusion
Expression of oneself should be encouraged as through sharing of what one believes
in; it is easier to understand what one stands for (MacIntyre, 2014). However, people should
also be told that before saying something, they should be mindful of what the other parties
will feel. Homosexuality has been an issue that has been contentious for a long time, and
even though one disagrees with it, he or she should respect it. Practices that not everyone
agrees with, especially religious issues, should be avoided within the premises of an
organization since encouragement of these activities will cause resentment among the
members of the institution.
