Abstract
The issue of quality improvement is an essential subject in the healthcare sector for an extended
period. Some of the critical concerns in quality improvement are the rising issues of constrains in
finances, the safety of patients, and the aging population. The primary concern in the healthcare
sector is on ways on which to best improve the quality of services effectively. The government
understands the importance of quality management, and therefore there is a need to improve the
quality of services. With the growth of the hospital industry, there is also an increase in the
demand for managers with the right skills of management of the health industry.
Healthcare management is an essential part of the healthcare organization. Healthcare
management is a process that tries to check on different elements of the systems of healthcare.
Currently, in the healthcare system, there occurs an increasing proof that Human Resource
Management practices acquired by healthcare organizations tend to have a vital impact on these
company's performance (Cogin, Ng, & Lee, 2016). The study will analyze the effect of quality
management improvement on service delivery to patients. Also, the study will examine the
application of SWOT analysis and Eisenhower Matrix in the improvement of quality
management and productivity in accredited healthcare facilities. This study will focus on the
demand for quality management in the healthcare industry. Currently in most of the countries,
accreditation has been applied as the tool to regulate and ensure quality management in the
health care which provides quality services to the patients, Therefore, the main objective of this
study is analyzing the impact of improvement of quality management in health care for quality
services to patients as well as improved productivity in the health care.

Introduction
Healthcare management is an important part of the healthcare organization. Healthcare
management is a process that tries to check on different elements of the systems of healthcare.
Currently, in the healthcare system, there occurs an increasing proof that Human Resource
Management practices acquired by healthcare organizations tend to have a vital impact on these
company’s performance (Cogin, Ng, & Lee, 2016). Organizational Quality Management thus
focuses on what individuals do, assesses why people do them, and finally employs an evidence-
based strategy of improving what individuals do. The appropriateness of quality management
centers on enhancing the performance of healthcare organizations. For instance, a poorly
designed healthcare system causes several clinical errors. OBM hence gives a practical approach
to address a significant element of each imperfect healthcare system.
Furthermore, health care management tends to guide the hospital staff activities,
regulatory activities, as well as the overall company culture to direct an organization. It thus
ensures patient safety, moral behaviors between clinical practitioners, and patient-centered health
care and effect change in hospitals bound to enhance health care delivery, together with patient’s
satisfaction. Many times, a behavior gets impacted by the healthcare system where it occurs.
However, it gets treated as an individual contributor to multiple clinical errors (Cunningham, &
Geller, 2008). Therefore, certain modifications in a particular hospital staff’s behavior can avoid
medical mistakes. This presentation thus focuses on a given 82-bed hospital situated in a small
city to determine how quality management as a tool got applied to help in resolving conflict
among departmental managers based on an employee's behavior. Health care is currently being
faced by different forces that require changes in the management systems (Neuhauser, D., &

Diaz, M. 2004). In order to meet such challenges, the organization needs to come up with a
better management and improvement system.
Background to the study
This study will focus on the demand for quality management in the healthcare industry.
Currently, in most countries, accreditation has been applied as the tool to regulate and ensure
quality management in health care, which ensures quality services to the patients. New strategies
have been developed in order to help in the development of quality services in health care
facilities. The process of accreditation is voluntary, and many health care facilities are
considering it essential in improvement of the quality of services in the organizations (Fleming,
2018). Studies indicate that, globally, the accreditation is most likely to be accepted within the
more extensive health care facilities. This may be a strategy for improving the quality of services
in all health care facilities.
In any country, the goals of quality management of health care revolve around financial
contribution, responsiveness as well as good health. According to studies, the health care
facilities globally are said to be excellent, although still there is a gap that exists in the delivery
of quality services (Mishra, 2011). As a result of an increase in competition, advancement in
medical sciences, as well as the high expectations of patients, the management of the health care
facilities, is becoming a complicated task. There is a need to ensure a balance between the use of
resources and also the satisfaction of the patients through quality health care services.
The organizations can utilize total quality management as a way of improving the quality
of services as well as productivity in the organization. Total quality management involves
activities that are directed towards the achievement of customer satisfaction, employees that are

empowered. Also, with total quality management, higher revenues are generated will low costs
(Mishra, 2011).
Objectives of the study
The study will analyze the impact of quality management improvement on service
delivery to patients. Also, the study will examine the application of SWOT analysis and the
Eisenhower Matrix in the improvement of quality management and productivity in accredited
healthcare facilities. Therefore, the main objective of this study is analyzing the impact of
improvement of quality management in health care for quality services to patients as well as
improved productivity in health care. The research will answer the following research questions:
a) What is the importance of SWOT analysis and Eisenhower Matrix in quality
management and productivity?
b) What are the quality management practices that need to be improved for quality
delivery of services to patients?
Literature review
Eisenhower Matrix application in health care
The Eisenhower matrix is made up of four quadrants, which provides a guideline on how
to come up with the best decision on performing a given task, which is of equal importance. The
Matrix is a time management model comprised of urgent activities on one end and assignments
that are important on the other side and may be applied in setting priority activities. The
guidelines indicate that in order to achieve quality management, the management should
determine what is essential and urgent, which should be done first.

With effective time management in health care facilities, productivity may be increased
while limiting burnout, which improves personal satisfaction as well as patient satisfaction.
Using the EisenHower matrix, health care management may improve productivity through
effective time management among physicians. Poor time management leads to poor quality of
services to the patients as they have wait to be attended to, leads to stress, the work is not
enjoyable and may lead to inadequate time for family as well as personal time. However, with
excellent time management, the quality of service is improved, employees are productive, and
stress is avoided as well as enhancing personal satisfaction. Eisenhower Matrix will be used in
analyzing how to improve productivity as well as quality management in health care.
SWOT analysis applications in health care
SWOT analysis is an important tool in improving quality in health care as well as
improving productivity. The application of SWOT analysis is currently used in hospitals as an
effective method of improving productivity. Data should drive health care facilities in order to be
highly productive. In healthcare, the application of SWOT analysis entails the collection and
assessment of important data such as health records of patients or registries o diseases. The data
have to be accurate, which helps in determining the capabilities of the healthcare facility. The
data will assist in determining the areas of management that need to be improved in order to
ensure high productivity. For instance, it may help in determining whether the response in the
emergency room is slow or high.

The data collected is then subjected to SWOT analysis and organized into the four
categories in terms of strengths, weaknesses, opportunities, and also weaknesses. This helps in
understanding the position of the organization and determines the areas that are good and areas
that need improvement. In some cases, it is essential to perform SWOT matrices in which the
focus is accorded to each department to understand how each department is performing rather
than focusing on the generalized picture of the organization. Finally, healthcare is expected to
conduct an analysis based on the findings, which will assist in developing a strategic plan to
improve the delivery of quality services as well as improve productivity. In this research, a
SWOT analysis will be used in analyzing how well healthcare facilities can best improve the
quality of service delivery as well as productivity.
Conceptual model development
The study will present a model on quality management in healthcare, which focuses on
factors like management processes for quality service delivery, quality outcomes, management,
and leadership as well as customer satisfaction in healthcare. According to studies, using this
model will help healthcare facilities in determining what needs to be done in the improvement of
the delivery of quality services to patients. Quality outcomes can also be achieved by placing the
patients' interest in the health care center (Nolland, J. (2018).
The study will focus on the commitment of top management delivery of quality services
to the patients, development of a framework that supports quality assurance, measurement, and
analysis of quality improvement outcomes and analyzing the commitment of the organization in
ensuring quality management programs such as the accreditation of the organization. The study
will also focus on the role of nurses in improving quality management in healthcare. This is

because the patient's care is mostly dependent on nurses and most of their working hours in
taking care of patients. For this reason, nurses are most likely to analyze the impact of strategies
on quality management improvement.
Methodology
The study will use a multiple case study design that will be used employing a cross-
sectional approach. The choice of multiple cases is more compelling as it helps in reinforcing the
validity of the collected data, which is insightful to the research. The research will use a
structured survey as an instrument in assessing the impact of quality management and
productivity improvement since there is less information on instruments used in the measurement
of the impact of quality management on centered patients. This will comprise a questionnaire
with a scale of 7 on leadership and management, utilization of the human resource, strategic
planning on quality, as well as the importance of accreditation of the hospital (Shortell et al.).
Collection of Data and Sampling
The research will mainly target the health care providers as well as administrators in
accredited hospitals. A list of the target population will be obtained from the human resource
department from each hospital. The staff member to be eligible in the research must have worked
in the institution for at least three years as a well of ensuring the participants were involved in
more than two accreditation surveys. Sampling will be done using a stratified technique in which
sub-groups will be selected from each population to eliminate biases in the sampling. The
participants will be provided with the questions to fill and return them while sealed. The data
collected will then be subjected to analysis to determine the effectiveness of the quality
management and productivity in the selected healthcare facilities.
