Proposal #2: Change Agent “In Waiting” Proposal
Definition of project
For the past 19 years, Tan has been an associate at the Housing Development Board in
Singapore, where she had been working her way towards the top and the back office in charge of
estate administration and property. The organization sent her to a transitioning role to be trained
as a change agent. The organization is owned by the government, implying that it derives its
funds from the public funds and is established in 1960. It implemented significant changes
between 2003 and 2007 and, in the process, underwent through CEO's changes, laying off of
workers, development of the new system as the need arose. Despite the changes, the organization
still faces significant deficiencies based on consumer expectations and ineffective internal
measures. The organization made s significant change to incorporate a private entity within the
Tan department, which is tasked to be a new change agent. In the current consumer environment,
Tan ought to address development issues in the department and deliver a cheap alternative and
well-designed homes while integrating interior custom. The proposal will aid her in the change
management process and evaluate key attributes of her position.
Diagnosis of the current situation
The latest change by the authority took a new turn that attracted public scrutiny and
further countered the firm's factors both internally and externally in ensuring they grow to
relentless housing developers for its consumers. The adopted mission and the initial changes aim
to enhance consumer services while ensuring they reach as many consumers as possible. In the
process, they ought to incorporate a private entity and ensure the change adopted yields positive
outcomes on the basis of their investment through a lead change agent. Pottruck (2014)
3
highlights the significance of the desire for change and urgency as the starting point in an
organization. The current situation of the authority requires the improvement of consumer
service through extending the public service and ensuring social satisfaction since, when not
addressed, it can yield public and private organizations outcry and other lethal and undesirable
outcomes. The incorporation of a for-profit private firm raises the customers' concerns as they
view this as a change that means expensive services despite the negative economic impacts and
the inability to acquire the services elsewhere.
The authority incorporation of a for-profit developer aims to provide significant benefits
while ensuring the services offered are of high quality while ensuring efficient and increased
innovations. The government has a role in ensuring and encouraging innovation to improve the
efficiency of the available resources and, in the process, deliver quality services (Pottruck, 2014).
This way, it can address societal challenges such as climate change issues, demographic
pressures, as well as challenges brought about by social and economic disparities. However, as
Tan observes, the organization's current mission is obsolete and associates with heft workloads,
ineffective procedures and policies, insufficient training, and the inability to achieve customer
satisfaction.
Recommendations
Change is inevitable in authority, implying that a change process needs to be continuous
to achieve the objectives. Therefore, Tan needs to develop a new mission statement for the
authority that aligns with its overall vision. A proactive goal for the organization will ensure it
generates continuous goals for its consumers and consequently alleviates future issues. As Jick &
Peiperl (2010) denotes, organizations ought to take into consideration proactive changes that
4
integrate foresight and preparation while acknowledging that an ineffective change can pose
significant risks such as stagnation and complacency.
Another significant recommendation is the incorporation of strategic staffing and a
synergized team that is proactive in the department. A strategic and synergized team stands a
chance of implementing the new change initiative and streamlining the existing system and
process and consequently lead to lesser workloads a synergized team that is proactive and with
the right mindset can streaming the underperforming processes as they strive to meet the new
authority’s mission (Fahey, 2021). Such teams can ensure flexibility while meeting the desired
deadlines through the know-how of the existing and new products and services in the sector, in
spite of tight schedules and times marred with an enormous amount of work.
Significantly, the organizational behavior plan that is aimed at focusing on consumers
ought to be considered. Enhancing the organization's behavior will likely change and provide
long-term sustainability while ensuring the stakeholders get continuous value (Asplund et al.,
2017). As such, the mindset of the employees ought to be changed at all levels to achieve the
new objectives and goals aimed at benefiting the public.
Implementation plan
Initially, in developing a new mission and vision, the frontline associates should be
incorporated based on their passion while ensuring face-to-face interactions to share and evaluate
concerns and the need to develop a vision and a sound mission. This involves incorporating all
the stakeholders in the department that have passion for inefficient services, such as line
supervisors, as they are effective in addressing change initiatives. Significantly, the staffing
ought to be streamlined as well as the system and process. Workloads need to incorporate an
5
agile team that features both internal associates and external associates to achieve long-term
goals (Fahey, 2021). This will ensure time is saved whole, providing the consumers with a
cheaper alternative and efficient utilization of the resources. A strategic and synergized team
needs to be created while ensuring alertness and setting up the deployment system initiated by
the agent. With the implementation of the public outreach programs such as the MAGIC and
PERK, the organization's behavior should be integrated. Tan can incorporate a manager who is
well conversant with the processes and systems of the organization and its existing mission.
Ensuring the participation of the consumers on online platforms and allowing a housing
application through the programs enlightens clients and yields informed and honest feedback
(Lewis, 2019).
Summary
A solution is aimed at addressing consumer issues through improved products and
services that meet their needs. Tan has a vast knowledge of the organization's sector and
demonstrates outstanding performance and the rationale to trust her with the initiative.
Government institutions are tasked with enhancing society and addressing its needs efficiently
and effectively while upholding various rules and regulations. Her strong desire to implement a
new vision and mission is evident for things to change, and incorporating the recommendation
aims to achieve the process. Ensuring a synergized and strategic team who have passion in their
roles as well as enhancing the organizational behavior is aimed at ensuring the change process is
successful.
