I. Executive Summary
On May 24, 2022, a mass shooting took place in Robb Elementary School in Uvalde,
Texas, in which nineteen children and two teachers were killed, and seventeen others were
injured. This brought about many inquiries into why it occurred, the action taken in response to
the tragedy, and the intention of the shooter. Based on these investigations, the following
recommendations have been made to prevent similar incidents in the future.
These findings outline multiple action plans classified under short, intermediate and long-
term strategies. The short-term strategies are directed at improving school security measures,
increasing training in emergencies and increasing the effectiveness of gun control. Other
recommendations that can be considered as intermediate include increasing focus on mental
health care, increasing community treatment programs, and improving the background check
system. The long-term prevention methodologies call for law-making changes that include
legislation on the use of guns, public awareness programmes and eradicating causal factors that
lead to the risk factors, such as education and social services.
The primary intended reasons reported are a lack of proper mental health care, subpar
security measures, and lenient firearms legislation. To help eliminate future shootings, it is
critical to take multifaceted steps that target both symptoms and root causes. The
recommendations in this report were based on the author's experience and the current state of
research to establish a comprehensive strategy for mass shooting prevention and protection of
American communities. These measures will be implemented to make the environment safe for
the students and the teachers, minimizing the chances of such incidences and enhancing safety
and health in society.
