ENGAGEMENT OF AMNESTY INTERNATIONAL IN THE GLOBAL ADVOCACY FOR
HUMAN RIGHTS PRACTICES
I. History and Founding of Amnesty International
A. Origins and initial mission
Amnesty International was formed in 1961 and it can be said that it was a turning point in the
sphere of the international human rights organizations. Founded by British lawyer Peter
Benenson; the organization emerged from a simple yet powerful idea: Drawing public awareness
and demanding the governments to adhere to and obey basic human rights. It was prompted by
the idea that two Portuguese students were imprisoned for toasting to freedom; Due to this,
Benenson wrote an article titled “The Forgotten Prisoners” in the Observer newspaper
(Hopgood, 2020). This call to action; mobilized people across the world preparing for what
would be the formation of one of the more impactful human rights organizations in history.
Originally, the main goal of Amnesty was to secure their release though they are detained in
connection with the exercise of their civil and political rights, because of their political activity
or belief, color, race, or ethnic background. This specialization in one vital function was
advantageous to the organization during its initial years as it helped the organization define its
goals, objectives, and scope more significantly than the areas not as directly related to its core
mandate mentioned above (Clark, 2021). In my case, as Amnesty expanded it stayed true to its
non-partisan, independent status, and declined any governmental funds in order to maintain its
option; to speak out against any government or administration, of any political stripe. This
principle was very instrumental in earning the organization the much-needed reputation and
recognition among the international community (Donnelly, 2021). The letter-writing campaigns
by the founders of human rights also paved the way for the grassroots activism where the general
public could be engaged in matters of human rights advocacy hence changing the way people
could take a stand on issues that affected the humanity (Keck & Sikkink, 2019). It evolved over
the years in its areas of work to embrace a wide field of human rights standards‟ protection such
as the abolition of death penalty, prohibition of torture, the promotion of refugees and migrants
rights among others. Such evolution made it possible for the organization to track the new
dynamics of the global human rights regime while holding on to the most important principles
(Wang, 2021). Today Amnesty International remains a highly influential organization;
promoting the protection of human rights abused all over the world; with help of new
technologies and social networks. It will remain a powerful example of activist and the relevance
of defending human rights for everyone today (Dembour, 2020).
B. Key founders and early leaders
The first leaders of the AI were the ones to establish the overall atmosphere and the appropriate
ways of functioning of the organization. As the major founder, Peter Benenson himself was a
lawyer by profession and a champion for justice was going to incorporate this into the
organization. Neier (2020) described him as; envisioning a worldwide organization of citizens‟
2
movements to defend human rights, which was groundbreaking during his time. Apart from
Benenson, Eric Baker and Louis Blom-Cooper served very crucially in the formative process of
amnesty and the principles of cooperation. In the moral handling of human rights violations,
Baker, a Quaker and a conscientious objector, would bring a solid moral fabric to Amnesty‟s
working policy of nonviolence and neutrality (Clark, 2021). One of the leaders of the new
professional life was Blom-Cooper, a famous barrister; who contributed his legal skills to shape
the organization‟s campaigns. Leading personalities of the early organization also comprised
persons such as Seán MacBride who was the first chairman of the organization before being
awarded the Nobel Peace Prize for human rights activism. MacBride‟s reputation in the
international sphere, coupled with his diplomacy, helped in granting Amnesty organization
legitimacy at the international level (Hopgood, 2020). MacBride played a very active role in the
development of the contacts with other international actors and in the mobilization of the support
of political leaders and various relevant organizations. His action made sure that all the efforts
aimed at giving Amnesty the attention and support it needed to bring about the needed change
(Clark, 2021). The secretary Generalship of Martin Ennals elected in 1968 comprised of key
reforms that saw the professionalization of the organization and the internationalization of the
institutions. During his tenure, amnesty adopted better research tools and strategies for
campaigning making it a standard bearer in human rights reporting as pointed by Donnelly,
(2021). Ennals further stressed the need for detailed documentation and the fact that analysts
should not take sides since this was effective in making Amnesty‟s reports popular and
persuasive to policymakers and members of the public. At the end of his mandate, the
organization became a large-scale volunteer movement that could influence domestic and
international public opinion and make the government‟s policies change (Wang, 2021).
Altogether these early leaders set out the firm principles which shaped and would continue to
shape Amnesty International‟s mission.
C. Evolution of organizational structure
It is pertinent in this regard to note that with the passage of time and as Amnesty International
changed from a simple volunteer-based project to international movement; its structural
development also saw many important transition shifts. The first few years were characterized by
a rather loose organization with several people working in a central position and reporting
officers of volunteer groups from all over the world. But as the organization developed, and the
range of its activities grew, it was necessary to systematize the work, and the complexity of tasks
required following the necessary standards and regulating the work of the organization (Clark,
2021). The creation of the International Secretariat in London was strategic because; it became
the research, campaign, and effective coordination center for international activities. On the one
hand, the centralization that developed at this stage provided better control over the joint
message and long-term planning (Hafner-Burton, 2020); on the other, it led to problems with the
search for solutions that would meet both global and local needs. Establishment of National
Sections in different countries led to formation of a network of relatively self-governing
organizations functioning under the umbrella of Amnesty International that translated
3
international campaigns into country specific ones. Bother due to the fact that this federated
structure ensured the institutionalization of broader and more diverse participation but required
some form of orchestration to ensure that they do not get pulled apart (Keck and Sikkink, 2019).
Fund-raising, activities for members everywhere and the putting into effect of international
campaigns were under the control of national sections, so that the situations of each nation could
be properly respected: cultural and political. This flexibility was quite useful since human rights
issues globally are multiple and complicated (Wang, 2021). Subsidiary regional offices
introduced in 1980 and 1990s extended bodies‟ capacity to respond to human rights problems in
the global segments. These offices made Amnesty function closer to the population it wanted to
help and gave a heightened perception of the situation with human rights onsite. This evolution
was due to the realization of the major role of local knowledge and cultural understanding into
human rights activism (Donnelly, 2021). Regional offices also improved the organization‟s
capacity to be reactive to newly developing crises as well as made it more efficient in dealing
with regional institutions/actors. All in all; the issue of evolving the organizational structure of
the Amnesty International, played the leading role in the process of transition to the universal
human rights movement; that would utilize the potential of both the local and global levels for
the effective advancement of the change.
D. Expansion of scope and reach
It would therefore be seen that Amnesty International has metamorphosed from a body dealing
with prisoners of conscience, to a universal human rights organization, which responds to
challenges across the world. As the nature of human rights violation changed, so did the overall
amnesty international‟s objectives change, but gradually reforming itself to capture other areas of
human rights violation. Introducing the limitation by campaigning against torture in the year
1970s shifted the organization‟s perspective embracing the interrelated aspects of different
human rights abuses (Evans, 2019). This expansion proceeded with the integration of economic,
social as well as cultural rights under the Amnesty giving a broader vantage point to the human
rights (Clark, 2021). While its membership was broadening demographically, so was the
organization‟s geographical scope since national sections began to emerge as well as regional
offices around the globe. Thus, the global presence of Amnesty provided for its better local
response to human rights challenges while preserving the international unity (Hafner-Burton,
2020). The role of national sections was to localize the global campaigns; which helped
strengthen the organization‟s capacity to address the problems of a particular region and also
communicate with the stakeholders of these countries. Bureaus of field offices extended such
decentralization, ensured greater sensitiveness to human rights violations and higher adaptability
of advocacy approaches within the regions they were situated in (Keck & Sikkink, 2019). There
are two factors related to development of the late twentieth and twenty-first centuries affecting
Amnesty: opportunities for new media utilization, and difficulties arising from the new media‟s
potential for misuse. The organization incorporated; innovation in its research processes,
communication procedures and ways of engaging supporters. More specifically; social media
turned into effective means to raise awareness and thereby coordinate numerous furthering
4
campaigns of immediate actions. Thus, as a result of the internet and new media solutions,
Amnesty could share information within a short period, reach a wider circle of people, and
mobilize international support for critical human rights violations. But this growth of the scope
and area of operation was accompanied with allegations from the critics who said that Amnesty
International had turned into an over-ambitious human rights organization or has deviated from
its primary objectives. The expansion of the scope of issues that the organization was facing also
introduced a new problem of width versus depth of members‟ expertise (Donnelly, 2021).
Nonetheless, the experience of Amnesty teaches the organization about such values as flexible
option to the object in connection with the changing human rights condition of the world and the
desire to uphold their principle and efficacy as advocates.
II. Amnesty's Core Human Rights Campaigns
A. Prisoners of conscience advocacy
Fundamentally, the advocacy of prisoners of conscience continues to be the essence of the
organization since it upholds the cause of people who are persecuted for their beliefs, identity, or
for engaging in non-violent activities. This basic and thus integral concern not only established
Amnesty‟s mission; but also influenced the world‟s thinking toward political prisoners and also
the freedom of speech. Amnesty has therefore through keen investigations exposed the world to
cases of unlawful imprisonment, in parts of the world where such information is closely held
secrets (Hathaway, 2020). This approach implies; public pressure, legal activities, and appeal to
the authorities, thus providing a kind of Program-A in the dismissal of prisoners of conscience.
In addition to unlocking people‟s freedom, this work has also produced some transformation of
many countries‟ approach to political opposition and freedom of speech (Clark, 2021).
Campaigns like POs have initiated setting of norms regarding fair trial and detainment standards
through advocacy for prisoners of conscience. Through portrayal of individual suffering as
resultant of repressive policies and/or oppressive regimes, the organization has been able to
personify abstract tabling of human rights hence making the walls of policy come to life for the
public and policy makers (Donnelly, 2021). Amnesty has thereby played a vital role in
advocating change of international standards and practices; with regard to the rights of the
political prisoners. Due to the constant campaign and insistence of the organization, governments
of various countries have been compelled to change the justice system and detention facilities
enhancing the rights of human beings in different parts of the world. Also, the campaigns by
Amnesty has led increased awareness and sensitization of the global society and more over
encouraged other human rights organizations to follow the same campaigns as a way of raising
awareness (Keck & Sikkink, 2019). Yet, effectiveness of these campaigns have come under
pressure in the recent years due to authoritarian governments turning hard to respond to the
outside pressure. This resistance has forced amnesty to constantly evolve in its strategies of
operation in order to keep the pressure on. Through the use of social media and other digital
means, Amnesty has been able to widen its coverage, call for supporter and efficiently organize
5
public pressure to certain regimes through international campaigns. Nonetheless, political
repression‟s constant changes let acknowledge AI‟s consistent focus on prisoners of conscience
as the evidence of its constant work to protect human rights and promote justice all around the
world.
B. Death penalty abolition efforts
A major achievement in the fight against the death penalty and perhaps one of the most famous
movements by AI has been the campaign to eradicate the practice. Subsequently, since Amnesty
officially assumed the abolition position in 1977, the organization has continually campaigned
against the inhumanity of the punishment as the works the irreversible violation of the right to
life and human dignity (Cullen, 2022). The approach used is based on; documenting executions
and death sentences across the world and active campaigning at the national/international level.
By using this twin approach, several governments globally have changed their policies and
people‟s perception on matters touching on equality (Tomlinson, 2020). Due to its extensive
coverage of capitalized boundaries, Amnesty‟s annual reports have now turned into the key
references for researchers, policy makers, and media for the condition of death penalty across the
globe. These reports not only provide a record of the said indicators but also incorporate legal
political assessment of the dynamics of abolition or maintenance of death penalty in the countries
(Evans, 2019). These reports have also contributed to; increasing the organization‟s credibility
and building a clear and also detailed basis for preventing specific executions as well as
addressing the systemic problems that exist and hence require changes. For instance, through
documenting cases of wrong convictions and prejudice use of the death penalty; Amnesty has
aided in pointing at the existing serious flaw in the death penalty system and its ability to lead to
irreversible errors. The organization has also encouraged regional and international campaigns as
to abolition including; the United Nations General Assembly resolutions that seek to, put a stop
to the execution of death penalty. Moreover, through rallying as many of its stakeholders as
possible together with engaging other human rights organizations, Amnesty has played a role of
contributing to the creation of the world movement against the death penalty (Donnelly, 2021).
This coordination has thereby reinforced the capacity of Amnesty‟s campaigns in uniting an
international coalition against capital punishment and also promoting the consideration of
abolitionist stances thus by pivotal international organizations. Amnesty has used partnerships in
organizations at the grass-root level and international coalitions to guarantee that the appeal for
the abolition is heard in various cultures and political systems. Still; there are difficulties in
continuing the abolition; especially in the states with highly appreciable death penalty or
considering it as an effective manifestation of fighting against serious crimes. In these cases; the
focus of the work of the organization is dialogue, dispelling myths and calling for the abolition
of capital punishment. In this way; it uses different strategies to influence the; local communities,
policymakers, and opinion leaders to change the attitude towards the death penalty and also to
show that it does not deter crime and hence is unjust. For instance, in the United States and parts
of Asia and the Middle East the approach entails awareness campaigns such as public
appreciation of the fact that the death penalty has not served its generally perceived deterrent
6
role, it is way cheaper to imprison a convicted person for the rest of his life as compared to the
costs incurred in putting him to death and the issues of innocence. Another significant positive
change that can be attributed to Amnesty is the number of countries that have stopped the
practice of administering death penalty. However, this positive change is apparent when it comes
to the countries that have either stopped applying death penalties or put a stop to applying
moratorium on the same. Currently, 106 countries have either provided for the abolition of the
death penalty or are not executing or known to have executed in the last ten years; this means
there has been a positive change as compared to 1977 when Amnesty assumed an abolitionist
posture and only 16 countries had abolished the death penalty. This shift has been marked by the
endurance and proactively applied strategies of Amnesty Institute‟s advocacy. However, in
individual cases, amnesty has proven useful by intervening in execution cases through appeals
for urgent action and pressure. Such attempts has helped in saving people and at the same time
exposing individual wrong within the bigger framing of executing those found guilty of capital
offenses. For example, the involvement of Amnesty in high profile cases particularly those
touching on juvenile defendants or persons with mental capacity like the internationally often
criticized death penalty currently has seen execution being stayed and in some instances death
penalty being commuted to. Therefore, the case of this write-up – an analysis of the campaign of
Amnesty International against the death penalty, is a clear example of how the world can be
changed through persistent use of empirical evidence. Amnesty has also pursued the ideal of
abolitionism with a lot of vigor through documentation, formation of strategic alliances and
continuing pressure, the organization has ensured that the world turns into a hostile place for the
death penalty. However it remains a work in progress especially in areas that remain culturally
hardwired with support for death penalty; where Amnesty continues to work towards changing
the culture of the use of death penalty as a form of punishment, so as to align it with the
international human rights standard where this form of punishment is considered inhuman and
degrading.
C. Torture prevention initiatives
Probably the campaign that has left a long-lasting mark on AI is the fight against torture as this
has been one of the heinous human rights violations that the organization wanted to end. Since
the beginning of the first international campaign against torture in 1972, Amnesty has been
leading the campaign to prevent torture by investigating and documenting cases of torture around
the world (Lawson, 2020). The activities aimed at; relaying information, conducting extensive
research, publicizing campaigns and lobbying for legal and political change on national and
international levels. The work of Amnesty has been thus critical in framing the global fight
against torture; where it plays the role of supporting international legal instruments on torture
such as; the UN Convention against Torture and also Other Cruel, Inhuman or Degrading
Treatment or Punishment. Amnesty being an International organization has adopted very rich
techniques of studying and documenting cases of torture, at times in hostile areas. Thus, this
work has not only contributed to the individuals‟ cases‟ disclosure but also to uncover
regularities of different countries‟ abuses (Gallagher, 2022). The advocacy work of the
7
organization involved; the protection of detainees‟ rights to have access to lawyers and medical
services and the ban on the use of evidence derived from torture. These have resulted in changes
in the legal and policy horizon of many countries; regarding the adoption of mechanisms meant
for the prevention of torture and combating those that perpetrate the same. Amnesty has also
been at the forefront condemning practices such as; extraordinary rendition and the enhanced use
of interrogation techniques since they are inhuman and illegal (Clark, 2021) . Through these
recurrent exposures, Amnesty has not only ensured that the world pays attention to concerns on
the violations of human rights, but also has been able to scourge the violation conductors with
criticism from global economy and public opinion. For example, the organization insisting on
application of torture in the framework of the „War on Terror‟ has contributed to exposing the
abuse of human rights for the sake of security concerns. Though much progress has been made in
the combating of torture in this world, there are still loopholes for instance emergence of new
types of torture and continued justification of use of torture in the fight against terrorism.
Amnesty however has not been daunted by these challenges, it has continued to where it can and
also develop new strategies using new technological advancements and collaborations in order to
improve on its torture prevention strategies. This encompasses such practices as; using apps and
technologies to record instances of torture, contacting technology firms to assist in creating apps;
where one can report abuses without being endangered. Another significant effort made by
Amnesty concerned raising awareness of torture among population that has also contributed to
shifts in attitudes towards torture. In specific cases by explaining stories of tortured individuals
and presenting the result of torture on human beings Amnesty has succeeded in generating
compassion and mobilizing pressure. Such campaigns or initiatives may involve compelling
graphics and use of media presentations to a large cross-section of community thus making the
issue of torture more real. Another one of the priorities of Amnesty for the anti-torture campaign
has been in relation to turning its membership into activism. Members have flooded relevant
authorities with letters; through letter writing, signed petitions, and organized demonstrations,
forcing change in governments and institutions with regards to the unfair torture of people. Its
efforts have been instrumental; in maintaining the energy in the battle and ensuring that the fight
against torture does not fade into the background of the global human rights‟ agenda. Also; the
very organization Amnesty has hence played an important role in assisting the tortured and also
assist them in their efforts to reclaim their future and find justice. They also partner with local
groups and forums; to ensure that victims are not left without support in terms of rehabilitation or
legal help and their stories reach the public. This aspect of the campaign reveals the motto of the
organization; as reaching out to offer solution to the plight of those who have been tortured in the
long run and helping them seek justice. Therefore, the campaign against torture is an example of
effectiveness and efficiency of Amnesty International for implementing the long term global
human rights reforms. With; well-documented reports, lobbying, education campaigns and
backing for the victims; Amnesty has played a tremendous role both in the fight against torture
around the world. Amnesty still faces some obstacles in its fight against torture, especially
considering the political aspect in the security of countries; However, its flexibility and never-
8
ending determination ensure that the organization keeps moving forward towards changing the
world for the better.
D. Refugee and migrant rights
Over the years; the activities of Amnesty International with respect to refugees and migrants
have shifted; highlighting the issue of displacement and migration as one of the most critical in
the contemporary world. The organization has acted as an advocate for the refugees and the
migrants, combating policies and prejudices, which manifest themselves in the forms of
nationalistic policies and discourses with repudiation and hostility towards refugees and migrants
as vulnerable subjects (Wang, 2021). Amnesty‟s strategy is based on; documentation of human
rights abuses in refugee camps and along the migration trails and also advocacy work at the
country and global levels. This dual approach helps the organization disseminate refugee and
migrants‟ experience of their ordeal and the same time engage in policy making issues affecting
them (Bennett & Oomen, 2020). One of the focuses in Amnesty‟s work in this area is the
decriminalization of migration alternative practices as to asylum seekers and migrants in an
irregular position. It has been very active in only advocating for polices that that break up
families or send people back to face persecution or danger in their own countries (Donnelly,
2021). Namely, Amnesty has advocated against practices such as the United States “Remain in
Mexico” policy and the EU deals with Libya that have precipitated bad rights for migrants.
Through presenting these topics, Amnesty tries to change the focus on the retributive processes
and punishment; to the protection of the human rights. Another important contribution of
amnesty has been investigative reporting on violations of the rights of refugees and migrants, and
the use of force at the border; the refusal to allow access to asylum procedures and inhuman
treatment during the detention of migrants. Such reports have helped in ensuring that awareness
is created among the population and the pressure created forces governments to honor their
commitments on the international level (Clark, 2021). For example, an awareness campaign by
Amnesty International regarding the deplorable situation of refugees and asylum seekers in the
Greek camps and treatment of refugees by the US border protection force has put immense
pressure on these countries and made them take measures to review their policies. Amnesty also
embraces campaigns that focus on gender and other marginalized people within the refugees and
migrants through targeting women, youths, children and those with unwanted gender and sexual
orientation because commonly they are exposed to highest rates of abuse. By doing so, Amnesty
guarantees that the policy makers and humanitarian organizations take into consideration the
needs of these special populations. However, the organization in this aspect is faced with some
challenges they include the following: The World has become a hostile place for refugees and
immigrants due to nationalist and anti-immigrant sentiments in most countries in the World.
Instead; Amnesty International has ensured that it adopts collaborative working relationships
with other CSOs and also has ensured it puffs its international network; in advocating for
humane and rights-based approaches towards migration and asylum. These partnerships
therefore improve on the organization‟s ability to advocate for change; in policy and to also
increase support from population in various parts of the world. Public campaigns and media
9
works are considered in Amnesty‟s approach to change perception and respond with anti-
xenophobic ideas. Basically; in telling the stories of the refugees and migrants, Amnesty looks at
making these issues more personal so as to gain the necessary support from the community. This
is thus supported by factual stories and also analyses that expose the myths as well as give the
facts to encourage humane and hence efficient policies. Besides, advocacy and reporting,
Amnesty assists refugees and migrants directly by offering them legal, psychological assistance,
as well as information on asylum procedures. Through collaborations with local civil society
organizations, Amnesty also guarantees that refugees and migrants get support, while, at the
same time, building grassroots‟ abilities to help these vulnerable populations. This direct support
is necessary for decreasing the short-term consequences which tend to be caused by restrictive
policies and unfriendly environment. This section provides case studies of AI‟s research and
advocacy on refugee and migrant rights; these plus a widening range of campaigns, media
profiling and service delivery affirm that AI, as a global human rights NGO; demands an
intricate model of intervention. Altogether; thanks to its detailed recordkeeping and publicity
within the global sphere; Amnesty has greatly influenced discussions regarding migration and
asylum, and made attempts at constructing the world; in which the rights and human worth of
those individuals irrespective of their immigration status, would not be violated. Nonetheless,
continued vigor in Amnesty‟s advocacy work and corresponding changes mean that the
organization‟s efforts for refugee and migrant rights still advance improvements in how one of
the most significant phenomena of the present is addressed.
III. Investigative and Reporting Methodologies
A. Fact-finding missions and techniques
Safeguarding is done mainly through Amnesty International fact-finding mission since they are
crucial in offering direct finding on infringement of rights in various countries. They entail
deploying researchers primarily within teams where they may have specialists of certain fields
alongside them in conducting investigations, collecting information from witnesses and victims,
and documenting human rights violations on the scene (Lutz, 2021). These missions thus pose
certain risks; to the members, the individuals providing information and those observed; hence
the organization has standard operating procedures on how to conduct these missions. Over the
decades, the methods used in the investigations have also advanced over the growing use of
technologies and ways of handling the issues at hand as used by Amnesty (Gallagher, 2022).
Regarding the strategies used by Amnesty, it is crucial to pinpoint that Amnesty claims to be
impartial and objective in its work. Scientists and scholars are socialized to cross-check a piece
of information from different sources and/or present the findings in a balanced manner and if
there are shortcomings they are noted. This commitment to high standards has served to create
the reputation for the reliability of information provided by Amnesty (Clark, 2021). The
organization has also pioneered the emergence of fact-finding technologies which include the
satellite imaging technologies for supporting large-scale violation such as forced eviction or
10
destruction of cultural sites. Furthermore, Amnesty has adopted the technological approach of
digital verification of users‟ materials which makes it possible for the organization to search for
human rights violations in geophysical spaces that it cannot physically access (Davies, 2019).
Such technological breakthroughs enable Amnesty to establish facts in hard to reach or
uncharted regions thereby availing a significant asset in demanding justice. For instance, the
violation of Rohingya people‟s rights in Myanmar have been depicted using satellite images
showing the wiping out of Rohingya villages thus drawing the world‟s attention to the ethnic
cleaning being carried out by the Myanmar authorities. This way; the use of digital verification
techniques helps Amnesty to recognize new crises and also promptly delivers reliable
information to the global society. Nevertheless, there are a number of problems in the framework
of fact-finding missions, such as restricted governmental access, security issues in the area where
armed conflicts occur, and witnesses pressure or coercion. Amnesty has had to learn how to
operate in these conditions by always working to attain as much information as possible while
ensuring the protection of the researchers and sources (Donnelly, 2021). In some countries, there
are strict government restrictions regarding freedom of information and the movement of people,
in this case, Amnesty always has to rely on informants who work closely with the organization
and are able to sneak information to them. These adaptive strategies are important in the fight
against human rights abuses since the documentation must occur even in the most oppressive
regimes. Further; the organization has strict compliance measures, rules and guidelines on
training and support of their researcher; with exposure to the psychological and physical
vulnerability realizing the volatile environments of operation. It is important to take care of the
staff as many of the cases may involve witnessing extremely unfavorable events and sometimes
even working in rather risky conditions. A lot of attention is paid to security measures,
psychological preparation, and professional ethics within Amnesty with the view to equip its
teams adequately for the groups‟ tasks in researching facts. The missions conducted to gather
facts by Amnesty have always been helpful in the human rights struggles in the international
community. The information obtained during such missions is often the foundation for
emergency action, campaign and hurried researches and advocacy appealing to governments and
global organizations for action. This is mainly due to the organization‟s capacity to give
straightforward and specific information on the occurrence of human rights abuses the success
include; Changing of UN resolutions, Initiation of probes by the International Criminal Court
and triggering of polices reforms in many nations. To this date; Amnesty employs the
approaches of exhaustive; investigation of violations and inventing the proper technologies, the
principles of neutrality and ethical code to deliver the crucial information to help the global
human rights movement. Nonetheless, due to prior discussion of such factors as access
restrictions, security risks, and control over information flow, one can acknowledge that
Amnesty‟s flexibility and commitment to the cause keep it in a leading world position of human
rights protection. The adoption of new tools and technologies to complement the use of orthodox
investigative techniques has enriched Amnesty‟s work in raising awareness of, and preventing
human rights violations hence fortifying the global human rights crusade. In this manner, the
11
organization sustains relevance and efficiency in the world that is gradually changing, and the
victims can be heard, and delinquents will be punished.
B. Documentation of human rights abuses
Anchoring the work of this organization is the documentation of acts of human rights violations
as the primary piece of information supporting its campaigns and reports. The organization has
the elaborate procedure for the collection, cross-checking and reporting of information on human
right abuses that has served as a benchmark in other Human Rights organizations (Gallagher,
2022). Amnesty‟s framework of documentation pays a lot attention to; comprehensiveness,
verifiability, and procedural concerns; with respect to the possible repercussions of its
discoveries that may involve persons and groups. Short bio-sketch the organization uses a variety
of methods, from the more standard ones such as interviews, field observations to the modern
digital approaches in order to accumulate systematic information about the states of human rights
issues (Lutz, 2021). This flexible approach of personal account and analysis of patterns is one of
the biggest strengths of Amnesty in its documentation process as this enables it to collect
information on any general trends of violation of human rights. Besides, it also offers focus on
particular cases of violations and understanding the dynamics and conditions causing human
rights issues, or characteristics of the human rights situation (Clark, 2021). In this way, Amnesty
can extend these first and individual social constructions of the respective issues with a second
social construction that is capable of informing more adequate advocacy strategies. Amnesty has
also been very much active in the use of technology for human rights documentation. To enhance
the security of data and provide protection to the identity of sources the organization has come
up with online tools for data collection and storage. Such tools facilitate the collection and
organization of data; and such data collected are accurate and secure. Also, Amnesty has
developed OSINT capabilities; Amnesty uses already available information that is freely
accessible to complement traditional research (Davies, 2019). This entails; “truthfulness
checking” of allegations of human rights violations; through online data such as; social media
and satellite photos. Most notably, OSINT has been used in conflict areas and in autocratic
nations, the societies of which are traditionally the most deprived of real-time information.
However, there are difficulties and obstacles that a-rise when documenting human rights abuses
and these include; Statecraft and the level of professionalism in the concealing of human rights
abuses and an increase in risk factors due to digital journalism. Sometimes; governments and
other actors use complex strategies to ensure that they do not document the abuses and also
attempt to discredits those who document such incidences. In return, Amnesty also adapts its
security measures and increases efforts in the capacity-building of its researchers and sources
(Ulrich, 2021). This entails; the application of the secured communication apps, storage systems,
and risk analysis and management to guard the organization against virtual and physical risks.
The organization also works closely with other technologists and cyber security professionals to
hence meet new risks and threats. In addition, due to high ethical standards that are followed by
Amnesty when documenting abuse, the rights and dignity of the abused and the witnesses are
protected. This entails the acquisition of informed consent, protection of the identity of the
12
people involved and minimizing re-victimization of the people providing testimonials. All these
ethical concerns are closely interrelated to the organization‟s framework and contribute to
gaining the trust of the concerned population. Documentation by Amnesty not only helps in their
advocacy work but is also useful to other human rights body, scholars, and policy makers. The
organization therefore disseminates its methods and also results to other entities in the human
rights struggle; enhancing cooperation as well as the flow of information. Many international
bodies, governments, and media use its reports; thus, the above aspects prove that it is
influential. On this note, the records of human rights abuses as followed by Amnesty
international is a core activity of this organization whose aim is to fight for human rights.
Consequently; Amnesty puts effort into activating the most appropriate structure of research and
technology and maintaining strict ethical requirements; for the evidence it employs to advance its
campaigns. Since state concealment becomes an issue as well as high tech policing and
surveillance the organization as well as people remain effectively represented by Amnesty which
remains relevant as one of the key authorities on record of human rights abuses. The practical
methods of work and standards develop gradually; the organization not only improves its work
every day but also becomes the model for the humanitarian field.
C. Publication of annual reports
AI‟s annual reports are thus now some of the key symbols of the organization‟s activities as they
thereby provide extensive accounts on the state of human rights worldwide. These reports which
are prepared from the information gathered from the organization‟s continuous research and
monitoring throughout the year highlight the country based human rights abuses, occurrences
and development (AI, 2021). It is also important to note that these annual reports are not simple
collections of data and statistics, but rather, they are planning documents that can help affect the
dialogues and directions that have local, national, regional, and global human rights discussions;
contemporary human rights policy formulation; and future human rights advocacy initiatives.
Publishing these reports is the result of very extensive coordination among the global network of
amnesty since it needs both regional and global approaches (Clark, 2021). The main advantage
of Amnesty‟s annual reports consists in their annual periodicity and the possibility to compare
data from different years, thus, to reveal trends in human rights situations. This longitudinal
perspective is highly beneficial for; researchers, policymakers, and activists that study the human
rights‟ developments and effects of certain interventions (Kelley, 2020). It also refers to other
purposes, self-justificatory in nature; whereby the reports constitute the basis of Amnesty‟s
interactions with governments, international organizations, and media. In this perspective, the
reports propose the complex and objective analysis of the human rights conditions; they promote
discussion and the study of the positive advancements in human rights while, at the same time,
they put pressure on the countries or individuals who abuse those rights (Donnelly, 2021). There
are issues tied to its production – how the academic depth can be translated into a format that is
comprehensible to the general audience; the potential conflict between timeliness of the report
and thoroughness of research; or accuracy of the fact-checking which leads to a timely release of
the report. It has been asserted that issue-area dynamics have forced Amnesty to refine its
13
reporting approach to address ever-evolving global processes and to include new types of human
rights abuse – technological and climate-related ones in the case at hand (Hafner-Burton, 2020).
Overall; the computerization of ASIC‟s documents, has brought more timely and accurate
recording process; however it requires more attention to analyze the provided information to
avoid misleading and manipulation. In addition; climate change has added another layer of
reporting to the human rights violations; the organization records how climate change practices
and disasters amplify human rights violations. This includes following cases like climate
refugees, effects of hurricanes on different groups of people, and the effects that resource elites
give to people driving them to act violently against their neighbors. Nevertheless; the companies
like Amnesty International continue to release their annual reports; which are a mainstay of
human rights activism, as well as direct precise investigations and research to enhance people‟s
awareness. It is thus an important work; given they are the watchdogs of governments and also
the sources of information on international human rights legislation and programs. They are
popular for their detailed and neutral tones, which are outcomes of strict confirmation procedures
that the organization covers and its policy to report comprehensively on human rights situations.
This has placed the annual reports among the essential tools that are quite useful for; diplomats,
NGOs, academic researchers and journalists; who usually want to get accurate and
comprehensive information about human rights situations in various parts of the world.
Therefore, while the immediate aim of the annual reports is advocacy, the publication achieves
more by helping in the monitoring of the progression and changes in human rights situations
over time. Thus, reports that contain a record of small but continuous successes as well as
persistent obstacles are critical to assessing the impact of human rights interventions as well as to
designing the strategies for the future. The reports also contribute to raising the awareness and
also providing accountability; since they form the public record that could hence be helpful in
assessing the activities as well as responsibilities of those involved in international human rights
politics. For this reason; they contribute to provision of constant cherish for the issues of human
rights and create the constant pressure towards improvement. In sum, AI‟s annual reports far
from being encyclopedias of quantitative data are the key tools of organizational management
and an independent instrument of reporting by an NGO that seeks to appeal to the conscience of
the world. Made with extensive evidence; cooperation with global actors, and adherence to
methodologies‟ strict scientific criteria; these reports offer a vast and balanced picture of global
human rights. Nonetheless; there is immense pressure in developing these annual reports;
implying that amnesty has to adapt to new forms of violations and also the changing
international environment; nevertheless, amnesty‟s annual reports are a valuable tool in
analyzing and cataloguing human rights. They support activists, raise awareness among the
policy makers, punish offenders – in this way, participants support the main principles of the
Amnesty organization.
D. Utilization of digital technologies
It must be noted that the use digital technologies has drastically transformed Amnesty
International‟s methods in; researching, advocating for and mobilizing human rights defenders.
14
The organization has capitalized on developments in technology in the broadening of its reach
and the efficiency of its operations including data gathering, data analysis and communication of
campaigns and relationship with supporters (Davies, 2019). This has thus been perhaps one of
the most groundbreaking domains thereby in the case of the application of digital investigation
techniques. Amnesty has convened experience in the contemporary way of investigating known
as open source intelligence which entails using sourced materials through the internet in a bid to
assemble evidence. It has been especially useful where the physical environment is inaccessible
or even hostile with the ability to investigate human rights violations remotely adding value to
the organization (Gallagher, 2022). The organization has also employed satellite imagery
analysis and GIS technologies in the production of huge human rights abuse, such as destruction
of cultures or presence of detention camps (Lutz, 2021). Such technologies have offered
undeniable and also convincing photographic support for Amnesty‟s reports and advocacy; that
has influenced the governments and international organizations to act on the documented
violations. Moreover; digital has also helped Amnesty in tracking and confirming cases of;
violent attacks, forced displacements, environmental disasters and thus many more; extending
the organization‟s abilities to respond to human rights abuses across the world. Looking at the
aspect of advocacy, Amnesty has embraced the new age of social media and gone online to post
its causes and gain support across the world. This has facilitated campaign fast response
activities and consistent updates on human rights conditions to enhance the organization‟s
pressure on decision-makers (Bennett & Oomen, 2020). Social media campaigns have also
empowered grassroots activism for Amnesty as individuals from all over the world can be used
as activists by signing the petitions, spreading information, and coming up with local events. The
social sharing of information has hence offered elevated awareness of time-sensitive human
rights violations and also mobilized people‟s support. Nevertheless; the phenomenon of the
digital revolution is not devoid of pitfalls, such as; the protection of information, the presence of
a digital trace as well as fake news. Up to date, Amnesty has had to have strict measures and
policies such as safe programming codes to safeguard the identities of its sources and researchers
as well as contemplate with the many ethical issues concerning online activism as described by
Clark (2021). Concerning the above challenges, the following measures have been put in place:
Amnesty has endeavored to employ robust data encryption measures and secure communication
ways to protect the data. The organization also ensures its human main capital of staffs and
volunteers are trained on practices that can lessen cyber threats and surveillance risks.
Furthermore, Amnesty participates in international campaign for enhancement of regulations in
the sphere of digital rights and preventing dictators and autocrats to turn technology into toolbox
for repression. Digital technology application in Amnesty‟s operations has also improved its
functions on reaching out to the diverse society as well as flexibility in operations. For example;
the increase of digital technologies has enabled Amnesty to engage in; virtual training, webinars,
and conferences, meaning that the group of stakeholders is also more diverse. These virtual
engagements have been especially helpful in combating the COVID-19 pandemic because
Amnesty‟s advocacy and capacity building does not have to cease. In addition; on the strategic
15
management level, it has been noted that using data analytics has helped Amnesty address
challenges regarding the outlook on trends in public opinion and supporter data. Therefore, they
are in a position to determine which trends and reactions appeal to the audiences more and adjust
the campaigns to be even more effective. It has also facilitated for Amnesty to quickly pinpoint
new human rights concerns to address as statutorily aspired. However, Amnesty cannot lose
sight of such aspects as the ethics of using the possibilities of digital technologies for its
activities. The organization has a principle; to guarantee that its technology instruments are used
professionally with regards to the policies of; privacy, consent, and dignity of all the persons
involved. This involves getting consent from the sources and such issues as the effect of
publishing such sensitive data. Amnesty also engages with other human rights NGOs; it firms,
and universities in order to exchange the experiences and research possibilities of effective
approaches, to the arising difficulties. To sum up it can be assumed that the digital technologies
applied to Amnesty International‟s strategy have marked a substantial improvement in the
organization‟s research, advocacy and mobilization processes. In this way; OSINT, satellite
imagery, social media and data analysis helped Amnesty to record cases of; violations more
effectively, attract people‟s attention, and respond to crises. However, with the changes brought
by the ongoing digital revolution, threat such as cyberspace threats and malicious information
can be still felt and these forces are countered by Amnesty International‟s stringent procedures
and the organization‟s ethical stance to deliver it a place among the world‟s leading human rights
organizations. In this manner; Amnesty continues to evolve in response to technological
progression and managing the risks that come with it; thus staying relevant as humanity‟s
advocate in the new technological era.
IV. Global Advocacy and Lobbying Strategies
A. Engagement with international organizations
The collaboration with international organizations by members of Amnesty International is
another important strategy adopted in the global advocacy of the organization since it is an
effective way of influencing the human rights policies and standards at international levels.
Amnesty International has good working relations with the UN, regional human rights
commission and international court judiciary, using these formations to give voice to the
organization and champion reform (Freeman, 2021). It has consultative status with the UN
Economic and Social Council (ECOSOC) which has been most important as this gives Amnesty
direct access to most of the UN structures and mechanisms. This status enables Amnesty to
present written statements, give speeches, and engage in distensions regarding human rights
matters within the UN framework (Reus-Smit, 2020). Amnesty thereby does not only participate
in sessions, meetings, debates and votes but also politicizes itself discreetly by offering expertise
on drafts of resolutions and treaties as well as partnering with delegations on human rights‟
agendas. It has provided technical assistance as well as political and advocacy support
throughout the conception and ratification of these IHR instruments (Clark, 2021). In the
16
regional levels, Amnesty effectively participates in organizations like the European Court of
Human Rights the Inter-American Commission on Human Rights and the African Commission
on Human and Peoples‟ Rights. This multi-level approach enables the organization to handle
human rights challenges via different platforms: enhancing strategies‟ versatility considering the
peculiarities of the mechanisms and politics of different forums (Donnelly, 2021). At the same
time, working with international organizations has its drawbacks: it is necessary to adhere to
diplomatic niceties, and fight for the attention and resources of the organization with other
interested parties. Amnesty has had to improve it approach over the years, being principled
advocacy organization while at the same time being pragmatic diplomacy to increase its
effectiveness in these spheres (Hafner-Burton, 2020).
B. Collaboration with national governments
Overall; AI‟s modus operandi in engaging with governments of nation-states can be described as
a combination of cooperation with adversities. Therefore; the organization understands that on
the one hand; governments are most frequently the violators of human rights while, on the other
hand, governments remain the primary promoters and implementers of human rights. Other
tactics that the EU employed include direct talks with migrants‟ countries of origin or transit, as
well as the use of pressure. Thus, this approach requires a complex operation and conduct at once
dialogue and pressure (Landman, 2019). Amnesty communicates with governments in various
ways; direct contact with the government officials, participating in policy advocacy and in
national human rights forums. The organization sometimes renders technical cooperation to
governments for compliance of domestic laws and measures with IHRL standards (O‟Flaherty,
2020). At times, Amnesty has provided input to TJ initiatives where it designed the truth and
reconciliation commissions; it has also been lobbying for justice for the violations that took place
in the past. This has been endorsed due to the fact that it is particularly helpful in the countries
that are in the process of transitioning or are in the process of reforming on the democratic and
legal systems respectively (Clark, 2021). Nevertheless; it is independent and proactive
organization that does not shy away from public criticism of governments‟ actions, violating
people‟s rights. The organization uses methods such as private diplomacy and public advocacy,
contributing to the activists‟ struggle and adjusting their actions by the government‟s openness to
human rights problems (Donnelly, 2021). Difficulties of cooperation with the government are to
build trust with the authorities and the target population; to avoid conflicts of political nature;
and not to contribute to the legitimization of the use of violence. This means that Amnesty has
had to build solid policies and ethical standards as to how it deals with governments especially
where humans‟ rights are not recognized (Vreeland, 2020). Balance in each of these areas is
crucial to the organization and if one is compromised then it weakness the overall standing of the
organization. In the cases where possible, Amnesty should actively participate and contribute to
the positive changes working hand in hand with governments to help them change for better
concerning their respect for the human rights. However, the attitude of being always ready to
criticize means that the organization does not indirectly contribute to human rights violations or
compromise its stand on issues of human rights. Thus; Amnesty retains comprehensiveness to
17
trace hues and often conflictive contexts of human rights activism, contributing to temporary and
sustained human rights advancements around the world.
C. Partnerships with other NGOs
The collaboration with other nongovernmental organizations (NGOs) has become one of the
crucial trends in the Amnesty International activity as observers noticed the understanding of the
importance of partnership in the present conditions of the HDR. These collaborations help
Amnesty benefit from the wide range of backgrounds, reach more people, as well as increase the
effectiveness of campaigns (Keck & Sikkink, 2019). The cooperation between the organization
and other bodies can also be of different level of density: from the issue-based loose coalitions to
long-term strategic partnership. These collaborations are usually formed by two organizations
where one can have Amnesty‟s international fame and analysis capacity, and the other one can
have the national or specialized NGO‟s practical experience and contacts (Clark, 2021). Thus,
one of the major areas of synergy has been in advocacy that involves collective campaigns in
which Amnesty partners with other organizations. Such coordinated actions can be more
impactful in raising calls for human rights change and synchronized resistance to subversions
(Finnemore and Sikkink, 2021). For instance in human rights violation in war operating zones or
in dictatorships; Amnesty International coalitions, with its local and international NGO
counterparts, have boosted its capacity to demand policy reforms and ensure accountability
among the violators. In this way, through combining the messages, such partnerships create more
pressure on the decision-makers and, therefore, bring a higher chance of getting significant
changes. Amnesty has thereby also partnered in joint studies and thus shared objectives; to
conduct large-scale research on intricate subjects, within the realm of human rights. These
partnerships have proved useful especially with dealing with the emerging issues that can only be
solved through interdisciplinary manner for instances the human rights and climate change or the
use of technology (Bennett & Oomen, 2020). Interdisciplinary works thus facilitate a better
understanding of such problems and also the generation of diverse solutions; due to the use of
different approaches. However; the management of NGO partnerships also has its limitations; in
terms of integrating figures‟ organizational cultures, ensuring coherent messages and hence
potential rivalry for funding and publicity. In order to avoid losing its neutrality and
independence, while working with partners from different spheres; Amnesty has to establish
certain guidelines for partnership and communication. It means that partnership management is
more like juggling with several balls as it concerns equal interests of several organizations and
active preservation of the forming human rights agenda.
D. Public awareness and media campaigns
The Central Organization Practice of Amnesty International The public awareness media
campaign is a key part of Amnesty International‟s strategic plan in the fight for human rights
causes around the world. These campaigns are to educate, mobilize and empower the society;
challenge complex human rights concerns and present them in appealing stories that fit various
demographics (Davies, 2019). Communication in Amnesty is well coordinated and
18
comprehensive where they have adopted modern communication strategies together with
traditional means of informing the people. The campaigns that are run by the organization are
usually fact-based but also accompanied by stories, which make an emphasis on the people and
their plights hence cultivating an empathy point in people and therefore producing positive
change (Clark, 2021). Amnesty has been great in this area because it is well equipped to fund
quick reaction to emerging human rights issues thus launching highly specialized appeals that
tact on the attention of the general public. These rapid response efforts work in cooperation with
various countries and mobilize Amnesty‟s International network; to apply compelling public
pressure. The organization has also come up with the creative ways of using the digital and
social media since it has formative multimedia content, record interactive tools and the online
activism opportunities that encompass younger generations and facilitate the solidarity actions
internationally (Bennett & Oomen, 2020). However; public awareness campaigns pose a
problem in today‟s society; due to the proliferation of information and media outlets. Amnesty
has the challenge of how to get the people‟s attention with so many others charity organizations
in existence and how to filter and address the fake news amidst the post-truth culture. The
organization has had to label and re-label and mobilize and demobilize its campaigns in an effort
to remain relevant within the 24-hour streaming news (Donnelly, 2021). Thereby, the focus on
the affecting and effective storytelling also comes into play along with the consideration of the
dignity of subjects and communities that people of Amnesty want to support.
V. Impact on International Human Rights Laws
A. Contributions to UN conventions
Amnesty has been a key participant both in the devising and the reinforcing of the UN human
rights protocols: offering professional input, activism, and testimonial backup during and after its
formulation and ratification. It has been most active in the creation of major tools including the
Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment
and the International Convention for the Protection of All Persons from Enforced Disappearance
(Freeman, 2021). Amnesty‟s work starts at the genealogy level or formulation, especially of
treaties by contributing to the draft or providing input during experts‟ meetings, and rallying
support for international human rights instruments. The organization‟s identification and
documentation of violations have often provided crucial data to inform the necessity of new or
articulated international norms (Clark, 2021). Besides direct participation in the formulation of
treaties, Amnesty has played an active role in the calling for, and support of the accustoming of,
UN conventions. The organization organizes advocacy campaigns to encourage states to ratify
human rights treaties and usually supports governments in realizing domestic legal harmony with
the international norms (O‟Flaherty, 2020). Amnesty involvement goes as far as the monitoring
and pursuing of the UN human rights conventions and standards since as a member of the
coalition of core respondents it provides shadow reports during the review processes. These
activities assist in; making states to conform to their treaty commitments and also facilitate the
19
enhancement of the implementation of human rights norms, on the ground. However, the process
of putting pressure on the adoption of UN conventions is not easy and a lot of resistance is
common due to other states that want to restrain their international legal commitments. Amnesty
has had to deal with politics and power while maintaining its principal goals and interests in
order to achieve positive reforms in the sphere of international human rights law (Hafner-Burton,
2020).
B. Influence on regional human rights treaties
Amnesty International's influence extends beyond the global stage to regional human rights
frameworks, where the organization has played a crucial role in shaping and strengthening
treaties and mechanisms across different continents. This regional engagement allows Amnesty
to address human rights issues with greater specificity, taking into account the unique cultural,
political, and legal contexts of different regions (Green, 2019). In Europe, Amnesty has been
particularly active in supporting the development and implementation of the European
Convention on Human Rights and its protocols. The organization's advocacy has contributed to
the expansion of rights protections under the Convention and has supported the work of the
European Court of Human Rights in interpreting and enforcing these standards (Clark, 2021). In
the Americas, Amnesty has engaged extensively with the Inter-American human rights system,
providing input on the development of regional treaties and supporting the work of the Inter-
American Commission and Court of Human Rights. The organization's efforts have been
particularly significant in addressing issues such as forced disappearances, violence against
women, and the rights of indigenous peoples (Zalaquett, 2019). In Africa, Amnesty has
supported the evolution of the African Charter on Human and Peoples' Rights and its protocols,
advocating for strong regional mechanisms to protect and promote human rights across the
continent. The organization has worked closely with the African Commission on Human and
Peoples' Rights, providing expertise and support in addressing pressing human rights challenges
(Donnelly, 2021). Amnesty's regional treaty work often involves building coalitions with local
and national NGOs, leveraging combined expertise and advocacy power to influence treaty
negotiations and implementation processes. This collaborative approach has been particularly
effective in ensuring that regional instruments reflect the realities and priorities of affected
communities (Keck & Sikkink, 2019). However, influencing regional treaties also presents
challenges, including navigating diverse political interests and addressing tensions between
universal human rights standards and claims of regional exception. Amnesty has had to adapt its
strategies to these regional dynamics while maintaining consistency in its global human rights
messaging (Hafner-Burton, 2020).
C. Shaping national human rights legislation
Amnesty International‟s activism to incorporate international norms into individual countries‟
legislation; concerning human rights is perhaps one of the significant areas of its operation. The
organization participates in different activities aimed at shaping the human rights laws within
particular nation-states at the development, adoption as well as implementation stages
20
(O‟Flaherty, 2020). This combination can work in various ways and sometimes Amnesty
simultaneously engages in lobbying and campaigning by submitting legal opinion to a
government and letting people know about this government‟s actions respectively. It entails the
preparation of comprehensive well- researched reports and policies that provide governments
with a road-map on how to harmonize domestic laws with the international human rights
standards (Clark, 2021). More often than not, Amnesty has provided a noble service of pushing
for assimilation of international human rights instruments into the realm of the national law. It
entails lobbying for treaties to be ratified and deposited, but also for the legalization of the
provisions of the treaties at the national level and their enforcement on the ground (Landman,
2019). OC and its work are thus most effective in procedures with a direct relation to its
specialized topics of criminalization of; torture, abolition of death penalty, and freedom of
expression. Amnesty‟s lobbying in many countries has manifested into passage of drastic legal
changes for the better on human rights (Donnelly, 2021). Also, Amnesty backs the creation and
development of national human rights institutions as they are responsible for the supervision and
implementation of human rights norms at the national level. The organization offers
recommendations to these institutions concerning best practices while at the same time defending
their independence and efficiency (Vreeland, 2020). However, the lobbying of the national laws
is not an easy process as it is usually met by stiff opposition from, political elites. Amnesty has to
operate in various legal environments, political and social climates, and address each society
differently, although staying unified in human rights values (Hafner-Burton, 2020).
D. Promoting accountability for violations
The campaigns are crucial to AI since holding officials accountable for human rights abuses-is
its principal objective in the fight against impunity. For instance, the organization uses
campaigning, partnering with legal experts and lawyers, and supporting particular international
legal systems to fight for human rights approximately the world (Ulrich, 2021). Amnesty has
used advocacy as one of its most effective major techniques in this way documenting and
broadcasting human rights abuses to compile a record that can be used by future investigative
and accountability measures. Such work requires the detective to carry out intelligent
investigations and extensive research often in hostile and adverse terrains (Gallagher, 2022).
Amnesty has been a forceful supporter, demanding for and promoting the creation as well as
consolidation of international justice, specifically in the form of the ICC and ad hoc international
criminal tribunals. These bodies are availed with information on human rights abuses and the
organization pushes for the states to support international probe and trial (Clark, 2021). On the
matters of international level, Amnesty contributes to the improvement of domestic justice
mechanisms; adopts the concept of the universal jurisdiction, according to which individuals
guilty of severe breakthroughs of human rights may be prosecuted no matter the location of the
offence. It has participated in many other well-known cases and offered legal assistance as well
as people‟s support for accountability work (Donnelly, 2021). Amnesty International also
supports for the use of advanced transitional justice mechanisms in all the transitional societies.
This entails advocacy for granting funds for operations of commissions for the telling of the
21
truth, the provision of compensations and for reformation of institutions to avert future
violations. The organization also underlines the approach that focuses on victims because the
concept of justice has to be served and reconciliations as well as social integration has to be
restored (Hathaway, 2020). However; there have always been political and practical challenges
in holding people to account. Amnesty works in the context of power relations, continued
violations of human rights, and varying levels of political commitment to address human rights
violations in the countries of operation. Due to these factors, the organization had to come up
with the strategies of how to fight the realization of justice while engaging in post-war rebuilding
and political transformation, (Hafner-Burton, 2020). Nevertheless; Amnesty‟s activity has
resulted in certain achievements, which have not remained unnoticed. The organization owes
most of its legal triumphs to; its documentation and its fight for justice have provided several
legal victories bow and the creation of precedent cases, in the international human rights law. For
instance through research on war crimes, crimes against humanity in International Human Rights
body in conflict areas has compiled strong docket for the prosecution of perpetrators at the court.
Also, persistent lobbying by the organization has focused on cases that are otherwise ignored or
receive minimal coverage and pushed governments into acting against human rights offenders in
their nations. Amnesty also has an accountability department although it operates outside a
traditional judicial system. The organization is aware that justice to victims of human rights
abuses entails a change of the society. For this reason; Amnesty gets involved in supporting
processes that involve or entail the telling of the truth, compensation, and changes in public
institutions‟ structures. Truth commissions; for instance; have crucial functions of establishing a
wide range of violations and also ensuring the victims‟ testimonies. Amnesty‟s advocacy
guarantees that such commissions; are endowed with the necessary authority to carry out a
profound probe and their findings produce actual change. Other important activities are
reparations programs; which are also among the major areas of work for Amnesty. Such
programs; seek to offer reparation and other types of remedies to the human rights abuses
victims. It protects the victims not only by providing them with a monetary satisfaction or
compensation for the injustice done but by supporting the reparations policies that include
psychological help, social integration, or regard to their harm. Thus institutional reforms are
thereby necessary for avoiding the tendencies of such abuses in the future. Amnesty carries out
advocacy for changes with the governments as well as other civil society organizations in order
to advance the rule of law as well as accountability and justice for the people. This involves; the
issuing of recommendations regarding the change of laws, policies, and practices that lead to the
abuse of persons with a disability. Thus through applying the accountability that is broad and
complex Amnesty aims at having an enduring result that will transcend cases. The organization‟s
endeavors to; catalogue abuses, advocate for international justice apparatus, enhance national
jurisdictions and hence advocate for holistic transitional justice endeavors; are all a part of a
larger vision in justice and human rights protection. Nevertheless, continual commitment to
achieve the organizational goal of accountability defining Amnesty‟s mission and vision remains
22
a beacon of hope in the promotion of justice for all the victims of human right abuse despite the
numerous challenges as affirmed above.
VI. Challenges and Criticisms Faced
A. Accusations of cultural bias
Perhaps the biggest criticism alongside the organization is the recurring claims of cultural
imperialism; aimed at the organization‟s handling of human rights questions in the developing
world. The latter criticizes that the organization often fails to put enough effort in understanding
other cultures and contexts and adapt the human rights standards and their promotion to these
realities (Hirsch, 2021). This criticism usually revolves around Wash‟s perspective of human
rights violations and its incompatibility with cultural relativism where certain critics accuse
Amnesty International of being culturally insensitive. The organization has been questioned
concerning aspects like women and children rights, the rights of gays and lesbians, religious
rights which clash with the universal cultural rights (Clark, 2021). Amnesty also has criticism as
most times it orients its reports according to geographical location or countries thus have created
a perception that it is bias in its coverage. Others have criticized the array claiming that it is
influenced by geopolitical considerations or cultural bias and not necessarily the state of human
rights in the corresponding countries (Donnelly, 2021). Amnesty has tried to counter some of
these criticisms; through staffing and leadership changes as well as expanding its methods of
research. The organization has also initiated dialogue with every stakeholder and has tried to
premise its human rights advocacy with respect to the culture of the organization‟s country
(Hopgood, 2020). Nevertheless, there are still quite obvious issues with the relationship between
the culture of human rights‟ universality and the protection of cultural differences. Amnesty has
to develop the strategy at which organizational culture is taken into account alongside the robust
commitment of the human rights standards while advocating for the prisoners‟ rights
internationally. This balancing act of „talking rights‟ calls for sophisticated approaches to
communication and readiness to discuss the properties of human rights and uses of relevant
norms (Hafner-Burton, 2020). In response to these criticisms, Amnesty has shifted its solution to
developing relationships with locals, especially other human rights groups and activists, because
it would be more effective for those within a certain community to understand and work for the
improvement of their human rights via methods reasonable to them. This approach will entail;
the use of local actors in a quest to augment the extension and also acceptance of their
perspectives in the Amnesty‟s overall strategies towards human rights. Nevertheless, due to its
adherence to the principles of international human rights, sometimes, local populations feel
clashes to do so since the organization is purely international it means that it has to adhere to the
international laws of the country. For instance, amnesty, a human rights organization supporting
the rights of the lesbian, gay, bisexual, trans, and queer individuals in areas where they are
criminalized or their rights are heavily encroached on must work in conclusively cultural
contexts while upholding the truth that no one should be discriminated against because of their
23
sexual orientation. It can cause cultural colonization, despite the efforts made by the organization
to advocate for acceptance of different people‟s identities (Clark, 2021). Moreover, being an
internationally recognized organization, Amnesty‟s priorities must be directed and its resources
distributed consciously; this can cause people to feel as if some causes are being ignored or even
favored. In response to this, the organization has tried to increase the level of openness in its
decision making and organize its work in such a way that the focus is placed on deserving
Human Rights abuse cases rather than location (Donnelly, 2021). Cultural bias is an issue that
Amnesty International has not been immune to completely, although the organization has made a
progressive effort in its fight against this vice. The organization also persists in including; the
organization‟s employees in the organization‟s cultural proficiency and awareness training as it
aim to promote culturally sensitive advocacy of the organization to the world. Thus, through
organizational culture which includes opening the organization to people from different cultures
and continuous learning, Amnesty International will ensure that its human rights work addresses
the different cultures in the society. Finally, the complex that Amnesty International has is to
protect human rights for everybody and be sensitive and erudite with cultural aspects. This
essentially entails a fair dose of reverence to unwavering, cross-cultural values on the one hand
while at the same time possessing multicultural sensitivity on the other.
B. Funding and resource allocation issues
Concerning funding and resource distribution; AI has been the focus of dramatic discussions,
which point to the problems of management of large international NGOs and the issue of their
impartiality. Being an NGO majorly reliant on donors‟ support, Amnesty is to fundraise more
without compromising its impartiality and ethical foundation regarding this matter. Some of the
concerns have thus revolved around funding from donations; especially the dependence from
Western countries; which has resulted in allegations of bias in the causes and advocacy
supported by the organization. The presented funding structure is problematic and can lead to
concentration of Amnesty‟s work on topics and locations favored by the main donor countries, as
the critics suggest. Another area of concern has been the distribution of resources given having
multiple programs as well as running the programs in different regions. The decisions where the
resources should be allocated depend on the nature and scale of violations, regions that should
remain strategic at the same time. They can at times create impressions of bias or selective
attention to some topics or parts of the world (Donnelly, 2021). Also, like many IHOs, Amnesty
has had problems with properly reorganizing its funding for newly arising human rights
concerns, for instance, those concerning technology or climate. The organization faces pressure
to constantly readjust its goals and its ability to provide relevant knowledge as the world is in a
state of constant development (Bennett & Oomen, 2020). The organization has also struggled in
internal deliberations on the best ways of utilizing its resources; whether to go for more;
research, advocacy, or public campaigns. Such decisions affect the organization‟s reach and
capacity to address new situations involving human rights abuses promptly (Hafner-Burton,
2020). Amnesty has had to deal with the aforementioned challenges; by striving to find more
funding to support the organization‟s activities from different sources besides governments and
24
also ensuring that the organization has published detailed financial reports. The organization has
also adopted even tougher procedures in strategic development and management of resources
with the hope that the priority focus of an organization should be the global human rights needs
not the donor‟s preference (Hopgood, 2020). However, the financial sustainability that should go
together with absolute organizational ethicality is still hard to achieve and sustain; this is due to
the tough NGO competition and number of economic challenges, changes as well as shocks
witnessed globally. The pursuit of financial support might result in sometimes challenging
choices regarding what initiatives to support and how to allocate the funds in the best possible
way without forfeiting the Canadian Centre for Volunteer Organization‟s mission or the
excellence of the work that it does. It is this fine tension that is vital to solidity of organization
and actual effectiveness of the organization, as the „guardian of human rights‟. As for the
strategy of risk minimization, Amnesty has also tried to avoid bias and over-concentration of
funding sources by diversifying them. Currently, Amnesty is in the process of diversifying the
sources of financial support; thus, the organization plans to involve both individual and
foundation sponsors as well as non-governmental grants. It reduces the organization‟s
vulnerability to fluctuations in the economy and the changes in donors‟ priorities hence only
funding for the many activities the organization undertakes (Whelan, 2020). Transparency; in the
conduct of financial business, yet another area that must be used in a bid to enhance
accountability among the leaders. Amnesty has attempted to improve the way it reports on its
finances with increase in the submission of details on how the funds are sourced and how they
are utilized. Transparency for this, not only assists in establishing trust with the sources of
funding, but also with the organization‟s management and future planning (Hopgood, 2020). The
second major difficulty is in effective prior preparation for the presence of spheres requiring
adaptation to a constantly evolving global environment. New generations of human rights
concerns arise in the world for instance; digital surveillance, artificial intelligence, climate
change and among others which Amnesty must be in a position to meet these challenges. This
means that responding to emergencies should not be fixed and rigid to the type of resources,
particularly as the emergencies themselves may be of diverse nature while human rights
violations continue to be a daily occurrence in many parts of the world. Discussions within
Amnesty concerning the most effective utilization of funding show the general questions that the
organization has to answer. Choices as to the amounts that can be expended on research as
opposed to advocacy or public campaigning can be far reaching with regard to impact. A good
research capacity helps to guarantee the factual base of reports and campaigns; hence, it is
beneficial to invest in it for the organization. However; advocacy and campaigns are just as
crucial as policy formulation; since they help create awareness and engage the communities. This
means that there must be efficient coordination of these elements and perhaps, constant checking
of strategies and their effectiveness.
C. Balancing neutrality and activism
New generations of Human Rights issues are being witnessed across the world for example in
issues of digital surveillance, use of Artificial Intelligence in governance among others due to
25
climate change. For Amnesty International to achieve its objectives the organization must be
well prepared to meet the above challenges. This means that the emergency response should
have a dynamic and powerful configuration because the emergencies can vary in their nature and
because the human rights abuses consequently continue to be a constant reality in the different
areas of the globe. Therefore, the structure that is applied by the Amnesty concerning the
distribution of the resources should not be standard but they should be flexible. It is thus
essential for the organization to be able to adapt to the global changes and also fight existing as
well as new human right abuses. Ideas that are discussed internally about the manner in which
funds are to be effectively utilized are broader strategies, which Amnesty as an organization
cannot avoid. Prioritization of activities that involve research, advocacy, as well as public
campaigning requires the consideration of resource allocation decisions since they define the
extent of influence of the organization. A strong research capacity is critical; since it provides the
fact-based foundation for the organization‟s reports and campaigns therefore making them
authoritative. Spending time on effective and detailed research; contributes to establishing a
strong base for all the Amnesty-related actions hence strengthening the organization‟s image as a
credible source of human rights data. The foundation to any good advocacy is research; which is
essential in providing the data that would help to, change the policymakers and also the general
public. Nevertheless, advocacy and rallying for the course are just as important. These are not
only initiatives in policy development; but in raising awareness and hence including
communities. Thus advocacy is huge business since it may have impacts on policy change and
may also enable enlisting of support of the public to human rights causes. It is thereby
understood that public campaigns can hence reinforce Amnesty‟s message to the target audience;
raising awareness of pressing human rights issues and mobilizing people en masse. The functions
of advocacy and campaigning are mostly sensed through changes in policies, public awareness
programs, and society. As such, the organization is obliged to strike a right mix in implementing
research and advocacy activities. Work and also information management demands the efficient
coordination of; research, advocacy and campaigning. All these factors must function
appropriately if the strategies planned and implemented by Amnesty are to cause the intended
impact. Such strategies need to be thus constantly reviewed and also modified to suit the ever
changing conditions of human rights. This entails; the ongoing evaluation of the outcomes of
various practices and hence the readiness to embrace new opportunities and challenges. It can
also attend to large emergencies; while maintaining focus on executing its long-term strategic
plan, such as; King and Cornwall‟s Quadruple Helix Model. Resource allocation also takes into
account the greatest human rights requirements in the whole wide world. This, in turn, means
that Amnesty has to find ways of maintaining pressure on human rights crises in need of urgent
intervention while at the same time engage in campaigns for long-term system changes. This
entails; resource mobilization and distribution; in such a way that the organization is able to
quickly direct resources to new areas of human rights violations, while continuing to work on
traditional causes. It accords the necessary balance in the way Amnesty achieves its objectives so
it can solve both the symptoms and the causes of human rights violations. Also, new threats of
26
human rights violations appear that require updating priorities and competencies – this is true
due to the emergence of new types of threats related to digital technologies and climate change.
This means that Amnesty must be in a position to establish that it has capacity to deal with such
issues of human rights abuses adequately. This entails; acquiring skills in new technologies and
also techniques that are applicable; establishment of cooperation networks and thus the general
trends in those fields. Thus, Amnesty can improve the ability to examine and counter novel types
of human rights abuses.
D. Measuring long-term effectiveness
Evaluating the sustainability of AI‟s tasks is relatively difficult due to the long-term, intricate,
and frequently qualitative and qualitative nature of human rights advancements. It is much more
challenging to analyze its impact over the general state of human rights in the world as an entire
because, while the organization can mention certain achievements like the freeing of prisoners of
conscience or the alteration of legislation, evaluating the degree of the organization‟s
contribution to the overall paradigm is a considerably more complex affair (Kelley, 2020). To
begin with, one challenge is the ability to link the improvements in human rights practices with
Amnesty‟s work as such positive changes could have stemmed from a variety of factors given by
other groups and organizations not forgetting the ever shifting political and social dynamism in
the world we live in. This makes it necessary for the organization to design elaborate assessment
tools that would be able to capture the organization‟s value-addition when it comes to intricate
processes of change, as distinguished by Clarke (2021). A major challenge is that carrying out
work in the area of prevention is a very challenging goal to quantitatively evaluate the extent of
Amnesty‟s contribution. While recording the violations that have happened in the world can
easily be carried out, measuring the number of violations that have been stopped or eliminated by
Amnesty is relatively harder (Hathaway, 2020). The organization also has challenges in
measuring the outcomes of the awareness and education it conducts in areas it operates, as these
may take years or even generations, to become evident. Amnesty has continued to evolve
broader approach in the assessment of the impact and the approach uses a mix of the numerical
data and other methods of analyses. Such initiatives involve documenting the patterns of human
rights over periods, systematic HRE reports and feedback from the various stakeholders, and
case documentation of the particular campaign or intervention (Donnelly, 2021). It has also boost
up its level of adaptive management, which integrates continued monitoring and assessment of
the management to enhance its performance with time (Weyermann, 2020). Nevertheless, it has
not been easy to achieve the proper combination of a strict focus on impact measurement and the
organization‟s readiness to respond to new acute human rights violations. Amnesty cannot afford
to get complacent and must constantly fine-tune its strategy in order to prove beyond reasonable
doubt that the organization‟s efforts towards the promotion of human rights are indeed helpful to
society. To that end, quantitative and qualitative techniques are used so that the achievement of
Amnesty International‟s human rights progress is well described. Quantitative measures can
comprise the number of campaigns run, petitions made or policies affected. Such concrete
numbers; give a glimpse into the organization‟s undertakings and the consequences of these
27
processes. But they seldom provide insight into the changes at the structural level, which is what
Amnesty craves for (Clark, 2021). While quantitative analysis, provides specificity on the impact
of Amnesty‟s work; qualitative analysis, shows the overall results. This may entail conducting
analyses of various programs or projects in which the intervention was implemented, surveys
with the major players in the intervention process, and observation of shifts in the population‟s
perception and behavior towards human rights. Thus, the mentioned approaches help Amnesty
construct a more complex picture of the organization‟s success, noting that long-term work on
human rights is often needed (Donnelly, 2021). There is a method which Amnesty has pilot, and
it consists in studying tendencies of violating human rights over time. They can serve as a source
of useful information; on the changes that occurred in certain matters and also reveal trends as
well as determine the efficiency of measures. For instance, observing the rate of torture or
unlawful detentions in the course of several years will show whether Amnesty‟s constant
lobbying has resulted in a decrease in these practices (Hathaway, 2020). The other assessment
tools that are applied in Amnesty are related to feedback from stakeholders. Amnesty can get a
more detailed opinion from those people for whom it fights for rights during their campaigns and
other local stakeholders and colleagues in other NGOs. This feedback can point out strengths any
weaknesses which may need to be filled or areas that may be problematic (Weyermann, 2020).
Another major principle used at Amnesty when it comes to the management of impact is called
adaptive management. This encompasses a process of increasing and steady checking on the
suitability of approaches and amending these as they are either effective or ineffective. Amnesty
International can increase its effectiveness based on the given situation and new information
obtained, as well as adapt the organization‟s actions to the contemporary human rights-
globalization context.
