(U) WHAT INSIGHTS ARE DERIVED FROM NCO ROLES IN PANAMA IN REGARD
TO THE NCO COMMON CORE COMPETENCIES (NCO C3) OF READINESS,
OPERATIONS, AND LEADERSHIP? (MLC 008-23)
(U) NCO Common Core Competency: Readiness
Description: The readiness competency entails making sure that all the human and
material resources are always ready for deployment and operations. The concept of
readiness is very important in military operations because it enables forces to be prepared
to respond to any eventuality.
Explanation: Readiness entails activities such as equipment maintenance and repair,
training sessions, and guaranteeing that all team members are capable of performing their
tasks (Darling, 2016). It is a never-ending process that demands the capacity to learn and
respond to new threats and innovations. Readiness is not only the physical readiness but
also the mental and logistical readiness, which means that all aspects of a mission are
ready to be executed at any time.
Transition Statement: The case of NCOs in Panama is a clear example of how readiness
is essential for the accomplishment of the mission and the efficiency of military
operations.
Example: Sgt. 1st Class Leobardo Nuno demonstrates the readiness competency through
his responsibilities of managing equipment and preparing both the US and Panama
forces. Nuno’s main role is to assist the Panamanian security forces in ensuring that their
equipment is properly managed and that strategies and protocols for its functioning are
established (Jones, 2016). For example, Nuno helps with the care and instruction of night
vision goggles and other important equipment so that both the United States and
Panama’s military personnel are well-trained in their usage (Jones, 2016). He also has the
responsibility of training with the Panamanian forces to improve the readiness of the
combined forces.
Summary and Answer: Nuno’s work also emphasizes the concept of readiness as a key
to maintaining operational readiness and achieving mission objectives. The readiness of
personnel and equipment is a direct result of his efforts and contributes to the success of
the U.S. mission in Panama. The approach to equipment maintenance and the focus on
constant training make forces ready for any scenario, thus improving the mission
readiness.
