1. INTRODUCTION

Evolution purpose

Evolution strives to provide quality, affordable housing for families and individuals. It

has also led to the development of nonprofit organizations example, the YOUTH WORKS. This

organization makes sure the youth have access to high quality, affordable after school programs.

These programmers help the youth grow into reasonable adults that society can depend on in the

future. It has also reduced the number of teenagers abusing drugs. It is through the after school

programs that tend to make them busy. As the famous saying says, an idle mind is a devil

workshop. When they keep their minds busy, any immoral activities tend to escape their minds.

It has also led to a reduction in Criminal activities. The HRHA has also improved the strengths

that can be built to create positive change in society. The purpose of this evolution is to protect

the education progress of the youths; this has been done by the after school programmers. They

also provide a home for youths who are homeless and are trying to

Belong. They ensure the growth of positive leadership skills for many youths. The

HRHA has also led to reduced community gangs in the communities as it attracts more youths to

it hence improving their lives and saving them from being criminals. The main purpose is to

provide high quality, affordable after school programming. The findings will be used to identify

the programmers preferred more by students. They will also help to identify the youth program's

needs. They will also help; clear goals and evolution plans, culturally sensitive climate, focus on

academic skills and linkages, focus on leadership skills, parent, family and community

partnerships, qualified staffing and training opportunities, recreational programming and, regular

attendance encouraged safe and clean facilities, volunteers, and mentors.

Stakeholders

HRHA youth, the general city of Harrisville, and the Randolph Foundation. They helped

in the provision of high quality, affordable after school programs. They also collected data on the

programs desired by the youths more and those preferred by parents. They also ensure that

Youths can have smooth educational progress and positive leadership skills development. They

ensure that the youth's problems are facing are identified and try their best to solve them. They

also hold charity events to ensure even distribution of high quality, affordable after school

programs. The Randolph Foundation, in April 2015, announced the results of a citywide study to

identify Harrisville Youth programming needs. It is after researching the topic. They were able to

come with the list. The Harrisville city helps in data collection through participating by showing

up when required and honestly answering the questions. It has also contributed by agreeing to let

the youths join the After-school programs supporting the HRHA.

Ethical considerations

Ethical issues will be considered in each step of implementing this evaluation process.

Ethical considerations will be included in the following area: design, data collection and data

presentation.in design there ethics must be considered in selection of the key questions and

designing of the questionnaires to be used. Under data collections one must be a good listener,

observer and be in in data allocation. Finally during presentation of the data one must ensure the

data is neatly and clearly presented.

2. DESCRIPTION OF WHAT IS BEING EVALUATED

Need

The main need to evaluate the ML2 is to reduce the number of juvenile crimes such as

drugs, alcohol, cigarettes, and sex experimentation that happen mostly after school hours or

during the day when they skip classes.

Context

To evaluate the ML2 youth development program, we will have to visit the areas where

these illegal habits happen and collect the required information. We will also have to visit the

students who are engaged in the after school programs. Visiting the areas where illegal habits

occur will be a big challenge since they might be hostile or too high to give us the right

information. They might also be afraid to share their information for fear of being exposed or

being arrested.

Target population

The population we target in this evaluation is the young people and their parents.

The math's literacy and leadership youth development program has been there for a long

time. It is in the implementation stage.

Activities

The above resources will be used to accomplish the following activities.

1. Pre Skills Assessment & Evaluation to determine program outcomes and impact,

which will require; Application forms, Assessment tools and an Assessment report.

2. Afterschool Reading and Math Sessions, which will require; Literacy skills

development which will provided in partnership with Megan Rickman, Mathematics skills

development which will be provided in partnership with South Carolina State University.

3. Saturday Mentoring Sessions, where , Volunteer recruitment and training

sessions, Group workshops and Individual mentoring sessions will take place.

4. Community Service Projects, activities like Bookmark fundraiser, Community

cleanup andante-bullying rally will take place.

5. Summer Coding Camp via Code VA, which will be held offsite in Columbia. The

following activities will take place;

• Critter Camping.

• watching mazing Animations.

• Crafty Computing.

• Summer Field Trips.

• visiting science Museum of South Carolina and others TBD.

Outputs

These are the materials or units of services that are produced by the stuff as a result of the

activities that took place. If the youth development program will accomplish all the planned

activities, it will have delivered the following;

1. Post skills assessment / evaluation

Every youth that participated, will complete a post-test at the 6-month mark.

2. Community Service Project presentation

All youth participants will present their results of community service learning project

During a community open house event.

3. Summer coding camp project demonstration

All the youths who participated will present coding camp projects during a community

Open house event.

4. Program participant surveys

Every youth participant will complete an age-appropriate survey on their

Program experience.

5. Reports evaluation reports:

5 . Data collection and analysis methods

We will use both qualitative and quantitative data in order to answer the above key

questions. Secondary data will consist of the data that will be collected from the youth recruits at

the end of the practice. We used a survey that targeted on the students it consisted of the

following;

The data collected will be analyzed using excel. We will use the descriptive statistics to

try and understand the basic demographics and the outcomes of all the activities that were

undertaken during the enrolment period.

Limitations of the evaluation design

This evaluation plan was designed in consideration of HRHA, Harrisville and Randolph

resources. Efforts will be made to ensure a large number of students have been recruited in the

evaluation plan. However the responses will greatly differ, this will lead to generalization of

finds and might lead to errors.

From the above analysis, we can conclude that, the youth evaluation program has a great impact

on the students. This is because the performance before the students were enrolled in the

program was lower compared to their grading after completion of the enrolment programmer.

6. Management and Mentoring.

Plan implementation timeline.

PIT is responsible for management and monitoring of the plans to be executed. This plan

will be executed for the next six months, from January 2019 to June 2019.
