This information is current as of 7 pm. The next scheduled CAS Level 1 briefing is set for 10:00 am Thursday, July 11th. INCIDENT SYNOPSIS County and local government agencies are continuing to assess the damage from storms which tracked across north central and southeastern Ohio over the last 72 hours. There are no reports of injuries, but there have been numerous reports of property losses, road damage and debris due to flooding. Additional storms moved across the state today, bringing more rain, damaging winds, hail, and an unconfirmed tornado in Cridersville, Auglaize County. DECLARATIONS Listing: Perry and Morrow counties and the Village of Cridersville in Auglaize County have declared a State of Emergency. SHELTERS There are three shelters that are open. Two shelters in Perry County and one in Columbiana County. Two shelters are on standby; one shelter in Richland County and one shelter in Crawford county.

WEATHER & HYDROLOGY The National Weather Service reports that with the region’s heavy rain and saturated soils over the past several days, a flash flood watch that was issued for west central and central Ohio has been extended until 8 pm. High winds, heavy rain and localized flooding affected most of the state. Strong gusty winds and 2” hail stones were reported throughout the state.
COUNTY IMPACTS Ohio EMA has contacted twenty-two county EMA’s. The state has no requests for assistance at the time. Ashland County: After the recent windstorm, the EMA Director is reporting agriculture damage in Ashland County. Many trees and power lines are down throughout the county. Downtown Ashland received high winds that downed trees and power lines. A large debris field is reported along SR 250 near Bailey Lake and east 8 miles to Roseberg. Auglaize County: Auglaize County EMA Director reports a state of emergency has been declared in the village of Cridersville on the border of Allen County. There are reports of a potential tornado passing over the town. There is a damage path approximately one mile in length and NWS reported rotation detected in the area at approximately the same time the town was damaged. There have been rescues of people from collapsed structures. Injuries have been reported, but there are no known fatalities. The CSX rail line is blocked by downed trees, which are in the process of being cleared. No state support has been requested at this time, but this may change as damage assessment progresses. Columbiana County: A stream has flooded into the parking lot behind the Motor Lodge in East Liverpool. East Liverpool reported fifteen homes were flooded and residences will be displaced. The East Liverpool Health Department is to open a shelter at the First Church. Yellow Creek Township in Wellsville reported approximately 30 homes are affected with driveways washed out and people stuck in their homes. Defiance County: The county reports downed power lines and trees and flooded roads. No injuries reported at this time. Franklin County: Franklin County Emergency Management & Homeland Security is working with their local partners to assess and monitor the situation for any damage and potential flooding in Franklin County. Perry County: The County has declared and their closed at 5:00 pm today. The village of Crooksville and the village of Corning are areas of highest focus in the county. Two shelters have been opened. Flooding has receded enough to begin debris operations and damage assessment. The Perry County Health Department has created general outreach programs for flood safety, flood

clean up, property disinfecting, tetanus awareness, food and storage container removal and disposal. Richland County: The recent wind storms caused downed trees countywide. The main focus is on Bellville due to extensive debris left by the storm. Sandusky County: Sandusky County reported downed trees, blocked roads and an over-turned semi-tractor trailer. The county will begin damage assessment after the warnings are lifted. Summit County: Summit County has flooding throughout the county. The county EOC has opened and in the process of staffing. Unconfirmed reports of flooded vehicles stranded in the streets have been relayed. No estimate of impacts is available at this time. Williams County: Williams County EMA reports a train derailed during the afternoon storms. According to the Williams County Sheriff’s Department, a Norfolk Southern train derailed between Edgerton and Bryan. The derailment appears to have been caused by high winds, according to the Williams County Emergency Manager. There were no injuries reported. The situation has been cleared of any threat and hazard. Clean-up is underway. STATE ASSISTANCE ACTIONS BY EMERGENCY SUPPORT FUNCTION ESF 1 – Transportation
ODOT reports they have opened the District Operations Center (DOC) to monitor crews working on storm cleanup efforts. They have several routes closed due to flooding, trees and power lines down on system routes. District 5 will monitor the MARCS Radio - ODOT Main Frequency, while in active response to storm damage.
As of 5:30 pm, ODOT reports flood and storm-related 39 road closures and five restrictions due to the recent storms in the following counties: Coshocton, Crawford, Guernsey, Hamilton, Hocking, Holmes, Logan, Marion, Medina, Noble, Portage, Richland, Sandusky, Summit, Tuscarawas, Washington, Wayne, and Wyandot.

ESF-3 – Engineering and Public Works Ohio EPA has not received any notifications of significant impacts to public works under their regulatory authority relative to this incident, or release reports indicating substantial or imminent threat to public health or safety or the environment. Ohio DNR is monitoring dams at Mt. Gilead Lake and Buckeye Lake. Last night, the Mt. Gilead dam was raised one level to Level 2. Currently, both dams are at Level 1, the lowest of three stages. DNR’s concern is based on the high level of the water, not on any fear of structural failure.

Ohio Department of Aging The Ohio Department of Aging has been in contact with the five area agencies on aging (AAAs) and regional long-term care ombudsman programs (RLTCOP) that serve the impacted counties and asked them to continue to assess and report the impact of the flooding on elders and delivery of senior services. Several AAAs and RLTCOPs have activated their emergency plans and are contacting consumers, providers and facilities in the impacted areas. Information about the dams in Morrow County and Buckeye Lake area has been shared with appropriate AAAs and RLTCOPs to determine if there are consumers and/or facilities at risk. The senior center in Morrow County is staged to be a shelter if needed. Aging provided weather forecasts and warnings to all AAAs and RLTCOP in advance of potential severe weather this afternoon and evening. Ohio VOAD Ohio VOAD reports that Cincinnati Red Cross is currently working six cases in their area due to flooding. No additional assistance is being requested at this time. ESF 7 – Resource Support The State EOC has not received any mission support requests. ESF 7 provided an information paper on sandbag availability and use to the field desk for a county request. ESF-8 – Public Health and Medical Services ODH has maintained contact with local health districts, regional healthcare coordinators and long term care facilities in the affected areas. To date, hospitals, health districts and long-term care facilities have expressed no needs, save one local health district has indicated that it may apply for ODH’s private well water sampling program. The Perry County Health Department has been asked to supply tetanus vaccinations to their emergency responders, but they have not asked for any vaccine from ODH. ESF-10 – Hazardous Materials and Weapons of Mass Destruction Ohio EPA has not received any release reports for hazardous materials that have specific, direct relationship to this flash flooding incident.

ESF 12 – Energy and Public Utilities As of 6:30 PM, Ohio utilities report approximately 229,607 homes and businesses (down from nearly 263,000 at 5:30 PM) without power due to this evening's severe storms that swept through the state: First Energy - 58,816 (heavy concentration in Cuyahoga, Sandusky, and Wood counties) American Electric Power - 116,375 (heavy concentration in Franklin County at 33,742 and Tuscarawas at 12,682) Dayton Power & Light - 35, 808 (heavy concentration in Mongtomery County at 24,636) Duke Energy - 4,134 Ohio Rural Electric Cooperatives, Inc. - 5,101 Southern Central Power - 9,373 Statewide Approximate Total: 229,607 ESF 15 – Emergency Public Information and External Affairs The State Joint Information Center is coordinating messages with participating state agencies on preparedness messages and information as the storms passes and we prepare for recovery. A press release has been issued regarding the activation and status of the State Emergency Operations Center. Currently 20 tweets have been issued and no media interviews have been conducted. SITREP DATA/BRIEFING This is the second Situation Report for this incident. HOURS OF OPERATION The State EOC’s Assessment Room has been staffed the entire day of July 10th and will be staffed until further notice.
