PROGRAM EVALUATION PROCESS

On a broad level, the Program Evaluation Process consists of four distinct phases or steps. Each phase of the process is geared toward accomplishing specific tasks and objectives. The overall success of any program evaluation will depend upon the diligence and attention to detail that is exercised in each phase of the evaluation.

SURVEY PHASE: NEEDS ASSESSMENT This initial phase involves conducting research to familiarize evaluators with evaluation topics. The phase collects information using techniques such as document reviews and interviews from individuals who are involved in, or familiar with, the process to be evaluate. During this phase, evaluators also identify major themes to be evaluated during fieldwork. It is during this phase that evaluators would conduct a needs assessment to help guide the remaining phases of the process.

PLANNING PHASE After the survey phase has been completed, the evaluator along with appropriate staff and personnel develop a written work plan that will facilitate the evaluation efforts. The phase consists of activities such as defining evaluation objectives and clarifying the scope and reach of the evaluation effort. During this factors such as personnel issues related to accomplishing the evaluation, equipment needed for conducting the evaluation, and cost associated with the evaluation should be addressed and resolved. The overall objective of this phase is to organize the remainder of the evaluation process. The end product of this phase should lead to the development of an organized and structured work plan that can be used to guide the actual evaluation.

FIELDWORK PHASE: CONDUCTING THE EVALUATION During the third phase of evaluation, designated personnel complete the work steps indicated by the work plan. This phase involves collecting data from multiple sources. These steps may include file and data reviews, in-depth interviews, using and developing survey questionnaires, and other methods of gathering sufficient, competent, and relevant data. The data will then be used to evaluate the program. The collected data also provides the basis for reporting the findings.

FINAL PHASE: FINALIZING THE FINDINGS During this phase evaluators analyze the data collected in the third phase. This step is generally accomplished through statistical analysis. The evaluation team also interprets the meaning of the statistical findings. This phase also consists of writing a report to finalize the findings of the evaluation. During this phase of the process, the evaluation staff defines and develops research findings, draws conclusions from the data analysis, and makes recommendations based on the findings. Findings of the evaluation are finalized through circulating a first draft of the written report to appropriate personnel, obtaining an internal review of the contents of the report, and revising and finalizing a finished version of the report. The finished draft serves as the official findings of the program evaluation.
