Week 2 Discussion 1 – Whose Fault was the Target Breach?

Very simple question here, with no right or wrong answers. Having read the article about the Target breach, whose fault do you think it was? If you want to assign fault to multiple parties, that's fine, just provide a rough estimate of how much fault you would assign to each.
