Public administrators are important policymakers. Policy is any rule, law, or regulation that is passed for the betterment of any given target audience. The target audience plays a key position because most policies impact their lives. While politics have a heavy influence on the policies that are made a public administrator receives information from the population concerning changes that need to take place in society. The job of an administrator can be especially difficult. Public administration employs one to work hardest to meet the demands of the people while still beholding to congress and operating within their set limits. Public administrators must find an equilibrium between these extremes in order to be effective, while drafting policies with the intention that all parties involved can understand the policy’s utility and need. When a policy is ratified it is expected to be a binding contract for many years. There is a plethora of societal, environmental, or economic changes that could affect a target audience rendering a policy outdated or inapplicable. A well-crafted policy is able to adapt and compensate for future problems that may arise.
Accountability is important, but especially when it comes to government officials. The most effective way to hold government officials accountable is through media. Media is the most effective because it gets people to talk about the concerns openly and gives a chance for government officials to respond in defense.

Policy in public administration is heavily influenced by the needs of the people at the time that the public administrators are faced with decisions of how to serve their target audience and citizens in general. The actions taken by the policymakers, the politicians, should match the needs of the people at that particular time, while also trying to keep an eye on long course objectives for the constituents that they serve.
In the book, Public Administration in America, the example is given how at the time of George W. Bush presidency, he had to incorporate policies to combat the growing threat of terrorism in the first decade of the 21st century, tackle the natural disaster of Hurricane Katrina in the middle of that decade, and implement policies to help prevent government stagnation or failure in the event of such events taking place again (Milakovich & Gordon, 2013).
Then in 2008, when Barack Obama took office, the circumstances the citizens faced were still lingering from the Bush administration, but also new challenges had come about. So creating sound policies is a challenging aspect because policy is like an organic, ever evolving organism. Successful policy and the accountability of government officials can be measured by how proactive they are in facing the issues that their constituents are facing not only in the present, but what can be done to change the course of policies that were created before their time in that particular office, if they no longer serve the purpose of the people.
In America, it is up to the people, to continuously hold public officials accountable for the decisions that they make. This may be done in the form of demonstrations, using the vast technology of PCs/Internet to voice displeasure of policies gone awry, and for the unbiased media to speak up for the people and confront public officials on administrative practices and policies that are not adequately serving the people or no longer required at all.
