2. Do you think that there should be a public discussion about the installation of a surveillance camera before it is put in place? If so, do you think that such discussion should take place with respect to any method used to detect or deter crime, or not? If you do not think that there should be a public discussion about individual cameras, should there be one before a police department or other public agency is authorized to use them at all?
