Help with answer 1 question on an excel spread sheet question - Advance Excel

On the Question tab there is a number "6" is this worksheet, I  can't figure it out.

 

1.  formlar written out so I can understand it

2.  Why you use that fuction whether its  SUMIFS or ETC....

3.  Explain number 6 in details, cause I don't get.
