Creating VHDL code for 16 bit And logic

I am working out of the attached documents. I need to create code for AND16 logic using Quartus 2 version 16.0 software. Also I need a brief description of how the AND16 logic works. The first priority is the code and it needs to function correctly and error free please. You need Quartus 2 version 16.0 software for this assignment. Please help! I need this asap!
