The Cold war was the defining event of the second half of the twentieth century. Although any specific event related to the Cold War may provoke its own particular debate, the most important question in debates over the Cold War is about who was responsible for it, or how it began. Scholars and expert observers have answered this question in many ways. Some historians believe the United States was responsible for it and others believe it was the Soviet Union's responsibility.
