Crime statistics and victimization surveys measure individual losses, but they do not measure communal losses. Just as physicians now recognize the importance of fostering health rather than simply treating illness, so the police— and the rest of us— recognize the importance of maintaining intact communities without broken windows.

Please write a paper that addresses the following:

  • What are the best ways, in your opinion, to avoid the “one broken window leading to more broken windows” phenomenon? Although the Safe and Clean Neighborhoods Program had no effect on crime, the citizens involved felt safer and believed that crime was down. Do you think it is beneficial to keep programs such as these, or should they be replaced with programs that show an effect on crime rate? Why?
  • According to Wilson and Kelling, what is the advantage of having officers on foot patrol instead of officers in cars? How does the shift to foot patrol improve the quality of community life? What are your thoughts?
