May of this year has been a quiet month. The District Commissioner was off the island to participate in a disaster management hurricane training held in Provo for a week and in west palm beach the following week for the Government Hurricane Conference. Contracts was being awarded to persons that holds a valid business license in the community for street cleaning and maintenance to various government buildings

During these few months, the community shed was utilized for numerous town hall meetings, Community meeting and other activities, this includes various departments from the ministry, where the community was very appreciative of the shared information.

In the month of June, the District Commissioner office welcome the new administrative officer Ms. Lioneisha Barranco to the department. I have been in and out of meetings regarding the impending hurricane season, making sure proper measurements are in place with radio and satellite communications, shelters are secure and having limited supplies on the island. The Salt Cay Committee hosted their annual event Salt Cay My Island home which indeed was a successful event with lots of people from the various islands of the Turks and Caicos and visitors from around the World with the local entertainers and international artist Mr. KB. Also in this month we shared in the Civil Servants week of activities were a brunch was held at the Salt shed for the civil servants in Salt Cay.

For the month of July, we had a thunderstorm watch which produce heavy rain that lead to a power outage for a day due to a transformer on a pole had blown and disconnection of internet for several days to the entire island. It is now being restored thanks to the quick response and turn around by both companies.

In the month of August, the Salt Cay ferry schedule has been changed from Tuesdays, Wednesdays being fuel and material day and Fridays to Mondays, Tuesdays and Friday with Monday being the day for fuel and material. Gender Affairs department is hosting a camp on the island which consist of thirty-two young men between the ages of 11-18. This Camp Build A Boss will last for a week, they are enjoying the outside beauty of the island and interacting with each other very well. However, during this week of camp one of the young men took ill and was medivac to Grand Turk for further medical attention, His mother was aware and update was shared that is doing much better and is reunited with his mother.

Salt Cay can be very beautiful place once we take the time and beautify it and that is my intention.

activities and developments

During the months of May-August the following activities took place;

· On Monday May 6st went to Provo to attend Disaster Management training

· On Sunday May 12th travel international to attend the Government Hurricane Conference

· Friday June 7th the official opening of the Salt Cay My Island Home three day events

· On June 8th, the island saw an extensive number of visitors who came to show their support for the Salt Cay Day event that was organized by Travis and Ingrid Simons. The event was a huge success with local and international artists

· A team of four (4) from PWD, including Mr. Ian Narcisse, Mr. Fredrick Bain, and Mr. Kawa Williams, also visit the island. They conducted assessments on the repair of the rest room on Victoria Street and the repair of the Victoria Street walkway. Also, reviewing the Cricket field walls and fencing that need repairing.

· Attended a DDME meeting with Deputy Director and team members

· Participated in the Civil Servant activities with the ministry

· Attend a Smart Stream Training held in Grand Turk after no flights was available to Provo

· DDME Meeting regarding the satellite phone with Mr. Dwaine Simmons.

· A shower room was just recently added to the Salt shed

· Gender Affairs hosted a Camp on the island

POLICE

The presence of the police officer on the Island of Salt Cay still remains active and is being replaced every three months.

GARBAGE DISPOSAL

Mr. Enrique Dickenson has the contract for this area, and garbage is collected every Thursday and disposed of properly at the disposal site.

PUMP FOR DEANS DOCK TANK

It is important to note that Deans Dock Cistern has been repaired and stored with water for a considerable length of time and cannot be used because the electrical work and the pump has not been put in place. This situation has been too long and I am not sure what is the position but it needs to be rectified as soon as possible. Please intercede. – Remains

GOVERNMENT VEHICLE

The vehicle's body is in excellent condition, but it requires maintenance and the air condition is in poor condition, the windows have to be remain down for air to ventilate through. Mr. Wayne Williams came over to the island to work it and said he has to order the part for it and we are still waiting.

DISTRIBUTION OF WATER

Even though there are underground pipelines, there are still areas where unhealthy garden hoses are used to distribute water. The animals chew on the hose until it is partially dislodged, and then they consume the water as it flows towards the house. It is time for the government to intervene and attempt to install running pipe closer to all residences in order to resolve this issue.

PS and DPS I am requesting your assistance as a project in supplying brand new hose that will be used by the community for this purpose until a decision is made in respect of this.

PERSONNEL UPDATES

I will be proceeding on leave as of the August 19th, 2024 an my administrative officer will remain in office to fulfill the duties.

CONCLUSION

At present there are approximately eighty-eight (89) persons on Island who resides permanently and seasonal. Forty-three (43) are Turks and Caicos Islanders, twenty-three (23) are Haitians, seventeen (17) are Home Owners, one (1) Jamaican, one (1) Barbadian, one (1) Guyanese, one (1) Dominicans, and two (2) Filipino.

There are thirteen (13) dive students along with a few tourist on the Island at this time which clearly showing that the season is really reaching its peak

The current working relationships with the other departments continue to inspire optimism for a more promising future for this small island.

The month of October marked a notable period for Salt Cay with the arrival of the Dickenson family and their guests for the distinguished retirement celebration of Mr. Holton Dickenson, the long-serving Catechist of St. John's Anglican Church. This event was not only a personal milestone but also a significant occasion that strengthened community bonds and celebrated local heritage.

However, the month also brought weather-related challenges. The island was placed under a thunderstorm watch and experienced the effects of Hurricane Oscar, a Category 1 storm. The storm delivered heavy rainfall, resulting in a temporary outage of Digicel communication services. Despite this, Fortis power and Flow services continued to operate, ensuring some continuity of essential utilities. Additionally, the severe weather conditions led to unusually high tides and rough seas, which disrupted scheduled ferry operations, impacting transportation and logistics.

Amidst these challenges, the community shed remained an invaluable asset, hosting a series of town hall meetings, community gatherings, and collaborative sessions with various government agencies and private sector representatives. These meetings provided essential updates, fostered public engagement, and facilitated a platform for addressing community concerns. · On Tuesday 8th went to Provo to attend the state of preparedness Hurricane meeting

· The 9th Department of motor vehicle visit the island

· The 11th Social Welfare visit to residents of Salt Cay

· On the 15th the culture department engaged the community with the JAGS McCartney documentary scene and a domino tournament

· The 18th Ona Glinton primary school Grade one (1) students visit and sightsee the island

· Attended a DDME meeting with Deputy Director and team members

· DDME Meeting regarding the satellite phone with Mr. Dwaine Simmons

POLICE

The presence of a police officer on Salt Cay is essential and greatly valued by the community, especially the elderly residents. Their presence ensures safety, peace of mind, and a sense of security, which are vital for maintaining the well-being of the island. Both the community and I deeply appreciate the commitment and service provided by law enforcement, recognizing their crucial role in upholding safety and order.

EDUCATION

The Mary Robinson Primary School has not reopened for the new school year. A representative has been notified, and a response is currently awaited. However, renovation and maintenance work have been ongoing on the school buildings to address necessary improvements.

GARBAGE DISPOSAL

Mr. Enrique Dickenson holds the contract for waste management in this area. Garbage collection is conducted every Thursday, with waste being properly transported and disposed of at the designated disposal site. This service ensures the community remains clean and sanitary, contributing to the overall health and well-being of Salt Cay’s residents.

It is important to highlight that while the Deans Dock Cistern has been successfully repaired and has stored water for a significant period, it remains unusable due to incomplete electrical work and the absence of a functional pump. This prolonged situation has created ongoing challenges for the community. The current status of this issue remains unclear, but immediate action is required to resolve it. I urge the relevant authorities to intercede and expedite the completion of the necessary installations to ensure the cistern can be utilized effectively– Remains

GOVERNMENT VEHICLE

The District Commissioner’s vehicle has been sent to the Grand Turk mechanical workshop for repairs since August, but we have yet to receive any updates on its status. While the workshop has indicated that the necessary parts have arrived, they provided us with an older vehicle that has numerous issues, rendering it unusable following the recent storm. As a result, we are currently relying on a rental golf cart for transportation, which is not an ideal solution. Immediate attention to this matter is needed to ensure that we have a reliable vehicle for official duties.

Despite the presence of underground pipelines, certain areas still rely on unhealthy garden hoses for water distribution. These hoses are often chewed on by animals, causing them to become partially dislodged and allowing animals to consume the water as it flows toward the houses. This situation poses significant health risks to both residents and animals. It is imperative for the government to intervene and explore the installation of running pipes closer to all residences to effectively resolve this issue and ensure a safe and reliable water supply for the community.

PS and DPS I am requesting your assistance as a project in supplying brand new hose that will be used by the community for this purpose until a decision is made in respect of this.

December: The Month of Festivities and Challenges

December, the heart of the Christmas season, brought a vibrant mix of activities and community spirit to Salt Cay. The District Administration Office welcomed visits from the Permanent Secretary (PS) and Deputy Permanent Secretary (DPS) responsible for the department.

The District Commissioner took an active role throughout the month, participating in key meetings and organizing a memorable community Christmas celebration hosted by the department. The event received glowing feedback from residents, reflecting its positive impact on the community. Additionally, several organizations visited the island to celebrate with the residents, further enriching the festive atmosphere.

These combined efforts ensured that essential protocols were upheld, prioritizing the safety and well-being of Salt Cay’s residents while fostering a sense of unity and joy during the season.

However, the month was not without its challenges. Severe weather conditions brought unusually high tides and rough seas, disrupting ferry operations and impacting transportation and logistics. Despite these hurdles, the island remained calm and peaceful, maintaining its charm.

Salt Cay now eagerly awaits the return of winter residents and the arrival of tourists as the highly anticipated whale-watching season begins—a cherished highlight of the island’s calendar.

February Report:

This month has been relatively quiet. The Turks and Caicos Islands election was held on the 7th, with the Mary Robinson Primary School serving as the polling station for voters. Additionally, various government departments collaborated with the DDME team for their annual shelter inspection.

There was also an emergency situation where a visiting resident suffered a heart attack and had to be airlifted abroad for further treatment. Fortunately, he is now recovering well.

However, the month was not without its challenges. The District Administration Office continued to experience data input issues due to persistent network connectivity problems. With the VPN system no longer functioning, the administrative officer now travels to Grand Turk to process payments directly on the system.

Despite our best efforts, we continue to face significant challenges with the vehicle that was provided. These issues hinder the efficiency and reliability of essential operations, impacting the ability to meet the needs of the community effectively.

DISTRIBUTION OF WATER

Despite the presence of underground pipelines, certain areas still rely on unhealthy garden hoses for water distribution. These hoses are often chewed on by animals, causing them to become partially dislodged and allowing animals to consume the water as it flows toward the houses. This situation poses significant health risks to both residents and animals. It is imperative for the government to intervene and explore the installation of running pipes closer to all residences to effectively resolve this issue and ensure a safe and reliable water supply for the community.

PS and DPS I am requesting your assistance as a project in supplying brand new hose that will be used by the community for this purpose until a decision is made in respect of this.

March Report:

March has been a busy month with preparing for end of the financial year, budget challenge, meetings and training sessions. However, the month was not without its challenges. The District Administration Office continued to experience data input issues due to persistent network connectivity problems. With the VPN system no longer functioning, the administrative officer now travels to Grand Turk to process payments directly on the system.

POLICE

The continued presence of a police officer on the island remains essential and is deeply valued by the community, particularly by elderly residents.

Their presence provides a sense of safety, peace of mind, and security, which are vital to maintaining the well-being of the island. Both the community and I sincerely appreciate the dedication and service of our law enforcement officers, recognizing their critical role in upholding safety and order on Salt Cay.

EDUCATION

The Mary Robinson Primary School still remains closed for the school year. A representative has been notified, and a response is currently awaited.

GARBAGE DISPOSAL

Mr. Enrique Dickenson holds the contract for waste management in this area. Garbage collection is conducted every Thursday, with waste being properly transported and disposed of at the designated disposal site.
