Good morning everyone, I am glad everyone could make it. This class was developed for the education and further development of the multi-disciplinary attendees. This class is given to school administrators, school security, probation, parole and law enforcement. It is the hope that the included information will enlighten the attendees to the gang identification and culture but to also prevent misidentification of individuals not participating in a gang lifestyle or criminal activity.

What is a gang?

Ongoing organization or group.

With three or more members.

Sharing a common name, sign or symbol.

Engaged in a pattern of criminal activity which promotes, furthers or assists in any criminal conduct of the gang.

Your slides should also contain visual aides as well as topic outline or bullet points of information.

Types of Gangs

Turf (based on territory such as neighborhoods, locations, streets).

Hybrid (Semi-traditional).

Crime for profit.

Philosophical (Based on religious or political beliefs).

Your speaker’s notes should be written to coincide your bullet points or outline and include citations of your source material. The Turf Gangs are the traditional gang. They will claim a territory or neighborhood, are usual multi-generational and are predominately African-American and Latino. They may also claim entire cities and control criminal enterprises (Valdez, 2000).

Hybrid Gangs or Semi-traditional gangs will mimic traditional street gangs in dress, tattoos and graffiti but do not claim or identify with any territory or neighborhoods. They may begin as tagger crews, party crews, posses or dance crews but may eventually resort to violence for protection from real or perceived threats (Valdez, 2000).

Crime for profit gangs will not usually claim a turf but will travel anywhere to make money. Committing crimes for profit is the main motivation for the gang (Valdez, 2000). This may include Asian gangs, outlaw motor cycle clubs and organized crime groups.

Philosophical Gangs which form based on a belief system. The most recognizable are the Skinhead gangs, white supremacist gangs, and gangs formed around occult religions such a Santeria, Witchcraft and Satanism (Valdez, 2000).

Turf Gangs

  • Territorial
  • Mark their turf with graffiti
  • Named after a geographic location

Hybrid Gangs (semi traditional)

The presentation should include visual aids and utilize elegant graphics.

Text is limited to approximately five lines, approximately five words per bulleted item.

Hybrid Gangs: Begin as party crews or tagger crews and mimic street gangs. They become violent from real or perceived threats or from loss of respect.

Goals of your presentation:

By the use of both reactive patrol and proactive suppression tactics officers can gather information:

  • To Prove a Gang Exists.
  • To Prove Suspect is a Gang Member.
  • To prove gang members committed a specific crime to further, promote or assist in the criminal conduct of the gang.
  • To prove the crime was committed for the benefit, at the direction of or in association with any street gang.

Summary

For a successful gang suppression, investigators will need to prove:

Identity of the gang

Type of gang

The suspect is a member of the gang

The gang has committed specific criminal acts.

The defendant participated in a gang activity as a gang member.

The Summary slide should recall the main points that were discussed in the presentation and summarize them to reinforce the goal of the presentation.
