There are 7 key characteristics of a program to consider when deciding what measurement tool to implement. 1) The program should be defined and the outcome indicators. The evaluator must know what the program is created to produce and the target population. The program needs to be fully understood. 2). Specific evaluation questions are then created. 3). The cost of the program needs to be computed (personnel, facilities, equipment, other expenses). 4) Practical questions should be asked about how to collect program outcome data. 5) Document the program’s success. 6) Compare the cost-effectiveness ratio. This is to relate the cost of the program to the effectiveness of various programs. 7) Conduct a sensitivity analysis. This is where the evaluator thinks of different case scenarios that may take place during the evaluation and how to handle (Royse, Thyer, & Padgett, 2016). I believe a good way of thinking about this is to think of these characteristics as key infrastructure components of the program (Schmitt et al., 2016). A bridge can only work safely if the infrastructure is correct. In the same manner, a program with a solid infrastructure has a better chance of success.

What are the most important characteristics of a program to consider when deciding what measurement tool to implement in a program evaluation? Why?
Deciding what measurement tool to implement in a program evaluation requires the evaluator to consider the characteristics most important success. We start deciding what to measure and how it should be measured when we ask how a program’ s “ success” could best be demonstrated. What is a program trying to accomplish? If it fails, how would that failure be noted? (Royse et al., 2016). The ultimate goal of a program evaluation is to improve the success of the program, so looking at how the program fundamentally works should be an aim of the evaluator. Once this is known then the evaluator can look for measurement tools. Usually the characteristics that determine success are closely related to the program performance and how performance is measured. Programs can be evaluated with the data they routinely collect (Royse et al., 2016). Stakeholders can help provide information about the characteristics that are most important to consider but the day to day workings of the program tell the best story of what characteristics should be measured.
