It should include all six elements of that you have submitted throughout this course (Population Defined, Mission and Vision, Internal/External Analysis, Objectives, Strategy and Action Plan). Module 2

Select Population, Mission, and Vision

PART ONE

My population that I have selected for my project is the poor, because the state I was born in and live in of West Virginia is considered a poverty state. My community of Oceana, West Virginia is a small community with a big drug issue. It is such a big issue that people who know us or of Oceana call the town Oxyana instead of Oceana due to a movie that was made about our town and its drug problem.

West Virginia is considered a poverty-stricken state. It is also a coal mining state, which means that a lot of people in our community are currently laid off, or the mines have closed and they no longer have a job. Per Paul Nyden, each person in WV gets more money from the federal government than any other state in the country. (Nyden, 2014). WV gets 26.2 percent of its annual income from the federal government, while its just 16.7 in the rest of the nation.

Oceana, WV is predominately a white, low-income city. Many people here have health issues such as drug dependency, are disabled, etc… We also have many people who are overweight or are obese.

However, the people of Oceana are hospitable and friendly, and the ages of both men and women are between the ages of 21-60. Usually, once people retire, they leave if possible, if they haven’t done so already. There are also children of all ages. The region is predominantly white, with a few Mexicans that have moved in for work. Many the people in the region have poor health statuses because they are poor and cannot afford quality medication. With all these challenges faces these people, it is for this reason that I intend to give back to the community by opening a charity clinic for Oceana and anyone suffering from different health issues especially drug addiction.

PART TWO

Mission: To better and empower the people of Oceana so they can realize their full potential and learn to engage in economically and socially gainful activities.

Vision: to have a drug-free Oceana

Plan: To help the indigent and drug addicted people of Oceana to overcome their addictions facing many people especially the teens and the young adults below the age of 40, I shall establish a free clinic in Oceana. First, I intend to communicate with the local authorities for operational; licensing and government financial support. Additionally, I will search for other potential volunteer investors and well-wishers from within Oceana, and surrounding areas for financial assistance and perceive the project as a community project. I shall also seek trained volunteers in Oceana, and surrounding areas who can help in providing counseling to any addicts through a rehabilitation program and treatment. The clinic shall also offer minor health treatment such as providing advice and teaching/providing first aid.

Reasoning: The reason why I came up with the above-listed mission and vision statements is to have a guiding principle that will help me to achieve the desired goal. My primary intention is to help my town of Oceana to overcome their obstacles and addictions and learn to be successful and realize their potential and help them to achieve their goals. Hence, with a mission of empowering the people of Oceana and helping them to become better would help me to achieve the overall vision of making Oceana a drug-free zone. With this liberation, the people will be able to focus on their education and improve their lives which would also much improve their health and economic status.

Module 3

Internal and External Analysis

The Oceana population is in the rural areas of Wyoming County, West Virginia. The community is comprised of approximately 1,326 people per a 2016 census (population.us, 2016). The Oceana population is among the oldest in Wyoming County, and the community is comprised of people from different races like the whites, a few African American, and Mexicans and large number of people are poor and illiterate. The region where the population is located has an excellent geographical location with a relatively favorable climatic condition. The reason is that the population has ample dry land that is used for farming, mining, and rearing of farm animals, and the region experiences cold, dry, rainy, and snowy seasons. Just like any other population, the Oceana population has strengths, weaknesses, opportunities and threats that help the population to survive, and that hinders the population from developing. This essay shall feature the internal and external analysis of the Oceana population’s in regards to strengths, weaknesses, opportunities and strengths.

Internal analysis

The people of Oceana have various strengths that have enabled the population to survive in the region for so long. For starters, the people of Oceana are friendly and hospitable, and this is something that promotes unity, cohesiveness, and lack of tribal wars and conflicts among the Oceana population. The reason is that the friendly nature of the Oceana people makes it easy for them to live peacefully amongst themselves and relate with other neighboring populations.

The community is in a region has an ample and significant land that has a good agricultural area that can be used for farming, building and construction as well as infrastructure. The region is also near a reliable source of water where people engage in fishing. This is a major strength for the Oceana population as it grants the people an opportunity to earn a living and improve their economic status. Also, even though the town of Oceana is small, there are several small businesses.

The region has government funded facilities like hospitals hence people can access quality and affordable healthcare services and other facilities that highly attracts tourists. Thus, the people have a reliable source of revenue, and people can have good health which enables them to work. Moreover, the neighboring towns are regions that have financial capability, and provides the Oceana people with a reliable job markets.

Due to high levels of illiteracy among the members of the Oceana population, the people have not been able to develop strategies that can help the people to improve their economic status. This is a major weakness of the population because it is a situation that has made the population vulnerable to many things like ailments, hunger and they lack employment opportunities. The reason is that education empowers people to come up with innovative business ideas either with the members of the population or with other populations. This weakness has further led to another weakness that the population has a low reproduction rate, and therefore many people are adults between the ages of 40-65, something that does not guarantee a healthy future for the population. The reason is that the people have no economic means of staying in Oceana and most families are leaving the state to find work elsewhere. This is threatening the future of the population.

The fact that the white people population is higher than the number of other races and this makes the minority races feel deprived of a lot of opportunities and must work for white individuals who are capable.

External factors

The Oceana population is surrounded by many other financially capable populations surround Wyoming County. This opportunity grants the Oceana community the chance to search for employment and improve their livelihoods from their financially capable neighboring counties. This is a great opportunity for the people of Oceana in which they can improve their region and economic status by seeking financial assistance from other communities.

The Oceana population is among the West Virginia communities that are in dire need of government help, and this is a good chance for the community to take advantage of aid and improve their situation. The reason is that due to the high levels of poverty, low reproduction rate, and high mortality rate, the local government of West Virginia has plans of economically support by establishing projects that will benefit the region, such as more health care facilities, and infrastructure. The people of Oceana can use this opportunity to fight some of their weaknesses like illiteracy and poverty.

It is a significant opportunity for men and women who are still in their productive ages

to protect the population through procreation. The latter means that all hope is not lost for the people of Oceana because the population's majority has reproduction ability. This opportunity can be used to eliminate the weakness of a limited number of people as well as the beckoning threat that gradually the population will be extinct.

The region has a constantly changing climate that could be a significant threat to the Oceana people because rainfalls are not regular and consistent. This is because the people heavily rely on the good climate for their crops, farm animals, etc. However, due to the increasing global warming, the agricultural activities in the region are adversely being affected and that even more adverse effects are expected in the case the situation is not remedied on time.

The national and local government is changed after every five years during the general election. This is a threat to the Oceana people because the current government that has promised the Oceana people government support in the case is changed and another government takes office might not push through with the project.

The Oceana population is one of the smallest populations in Wyoming County, West Virginia. The population that has a total of 1,392 people has few people that are educated, and many people are not employed, and this has made the population destitute. These challenges have for a long time hindered the Oceana population the opportunity to reproduce, and as it stands now, the population is at risk of being extinct because the number of young people is extremely low and the majorities are adults from the age of 40 years. However, it is fortunate the that population has people who are friendly, hardworking, and located in a favorable region regarding geography and climate. Moreover, the West Virginia local government is determined at offering financial support, and these promises give hope to the people of Oceana.

Objectives, Strategy, and Action Plan

Introduction

Having a successful project is important, but the right steps and actions must be done. First, the project must have the right objectives in place which acts as a guide towards desired goals achievement. The project must also have well researched, clearly defined, and effectively implemented strategies that will be used to achieve the set objectives and desired goals (Newton, 2013). Lastly, the project must have a properly laid out action plan that will be used during the entire project until all the goals are achieved.

The Oceana area is a region that is occupied by a small population of approximately 1326 people, and many of them are poor. The Oceana region has one big public facility that offers medical care to the people. However, for patients to be served with the necessary services that they need, they must have insurance coverage or at least be members of the society that qualify for the Medicaid services. Unfortunately, because of one reason or another, some do not qualify for Medicaid, and cannot afford the high deductibles from the Obamacare insurance. Moreover, the public health facility in the region does not offer any type of drug treatment services. Establishing a free clinic that provides medical aid and drug treatment is costly and might be impossible to maintain the project. Hence, this project shall focus on establishing a free clinic in Oceana that shall have a therapist who will offer free medical advice and counseling for individuals on drugs. More so, the center shall provide the people with information of how they can get and keep clean.

Part 1: Objectives of the plan

1. To establish a free service offering clinic in Oceana town

2. Hire a qualified therapist before the clinic is established

3. To serve at least twenty people in a day within the first three months after which the number is expected to increase to fifty people per day.

4. To help in the reduction of death cases emanating from drug addiction, stress, or alcoholism

5. To offer 12 hour services immediately, the facility starts providing services during which the people of Oceana will be free to gather any information from the therapist ranging from personal cleanliness tips to tips on how to overcome addiction.

6. To collaborate with the Oceana local government and security personnel to have the people supplying and selling illegal substances and alcohol to children be arrested

Part 2: Strategy elements

It is the desperate poverty situations that have made many people in Oceana fail to take good care of themselves, like maintain good hygiene and avoiding using any drugs and alcohol. However, since the situation is only getting worse with each passing day, it is important that the situation is put under control in the best way possible.

The project will be kick-started by selecting the most strategic location where the clinic shall be established (Kurowski, 2011). After the location is identified, a vacant premise shall be identified and rented to allow the designing of the rented space to take place. A professional interior planner and designer shall be used to partition the room in a manner that the desired services shall be offered. After designing, the room shall be decorated.

The second phase of free clinic project will commence with purchasing of different tools and equipment needed to promote effective operations. These include equipment like; computers, weighing machines, patients record books and cards, tables, chairs, and all other tools needed. After the purchase, the equipment will be placed in their most suitable working locations and tested for a surety that they are in a working condition. It is at this point that the therapist will be recruited, selected and hired to occupy the already prepared working station (Royse, 2016). Having a Master’s Degree in Psychology, or the like is a must and at least 5 years’ experience treating patients, preferably with drug issues. During the first two weeks, a thorough training shall be offered to sharpen the skills of the therapist.

Part 3: Action plan

Once the project is complete, the following are the services that will be offered together with a description of the nature of services.

Group counseling: this service will be offered to the people of Oceana in forms of groups. The focus in this service is to educate the people of Oceana on how they can improve their personal hygiene. Also, the people will be enlightened on different ways that they can use to improve their livelihood and remain busy for most of the time. The reason is that most the people engages in drugs due to idleness.

Individual counseling and cleaning: this service will be offered to clients on a case-by-case basis. This would mean that this service will apply total privacy as the people will visit the therapist alone, get diagnosed, and begin treatment. This service will be offered to people with problems with drug and/or alcohol addiction.

Psychological consultation: these are services that will be provided through a telephone conversation or even through a face-to-face appointment. These services are for people going through a different crisis and just want advice on what they can do to get out of the crisis. In this case, the therapist would not only offer the services from the clinic but will also visit the people in their respective residences to understand the situation as it is on the ground and be able to offer practical advice to the people.
