· Major stakeholders of gun violence in Milwaukee
Gun violence often happens all around the community in Milwaukee. As a result, it is necessary for State, local law enforcement, Federal, juvenile justice authorities, businesses, faith communities, civic organizations, families and health and social service agencies to participate so as to prevent happen of the gun violence or reduce gun violence. Strong leadership from law enforcement is often required for taking advantages of these stakeholders’ resources and creating a good partnership. However, the partnership also leads to multiple perspectives. And at the same time, it is connected with sharing of the accomplishments and responsibilities.
All in all, the major stakeholders of gun violence in Milwaukee can be concluded as follows: law enforcement, the community group and the public official.
· Positions of each stakeholder
Law enforcement is the most important of the stakeholders of gun violence. And a public official and a community group also plays a important role.
It is often the case that different stakeholders hold different opinions and perceptions of the gun violence and the different opinions and perceptions might make it quite hard to have an agreement of the issues of primary gun violence which need to be solved. As perceptions of issues are not accurate all the time, it is crucial to know what the real nature of the problems is and then try to solve them. For the developing of a comprehensive gun violence plan to reduce gun violence, it is necessary for the communities to find the consensus on the most important issues. If stakeholders try to check information from several sources and then share it with other stakeholders, it is possible to realize such consensus for solving the problem of gun violence. It has been proved that the local crime analysis (involving the complete crime mapping) which is adopted to recognize and forecast the rising crime patterns is a good tool to effectively design interventions of crime reduction in New York City and elsewhere. (4)Thus, it is very important for each stakeholder of gun violence to cooperate with each other.
· Multiple possible solutions to Gun Violence
According to the survey, the men who died from gun violence are more than those who die from car accident in recent years in USA, especially in Milwaukee. Gun violence in USA has been a crisis of nation, and in order to solve this issue, a response from the nation is required. Thus, it is a must that the government should do something about the growing quantity of deaths due to the gun violence.
The following possible solutions to Gun Violence can be adopted to avoid gun violence.
Firstly, the reason that those places where gun violence occurs is that there were horror chambers; however, President Obama has thought of a good method to improve the mental health awareness of citizen by improving the teacher training of gun violence and recommendation for treatment all around the nation. His plan calls upon conducting to train more than 5,000 additional mental health professionals all around the nation. At the same time, his plan also calls upon covering mental health treatment under such laws as the Mental Health Parity and Addiction Equity Act of 2008 and Patient Protection and Affordable Care Act.
Secondly, many of the gun violence are caused by the inattentive gun management policy. (3)Thus, it is important to take measures to cope with the gun management policy. The following measures should be taken: For the sales of all the guns, check the background of the person who buy the gun; Conducting strict enforcement of laws against “straw purchasers” for guns. It is a way to keep guns from those dangerous people. Some people who are against this solution of working out these gaps by the regulation of laws will argue that the dangerous people will still acquire guns in the country by other means, and thus, taking such steps to make it harder for them to get guns does not take effect any more; however, although it is not possible for us to prevent every tragedy of gun violence, it is still worth preventing the majority of them by trying some good advice.
Thirdly, try to take the gun violence as a public health priority. For the gun violence in the campus, when the young people’s age is appropriate for doing things on their own, the young people should develop self-awareness and the ability to control their emotions so as to prevent becoming dangerous to the society.(2)
Fourthly, it is necessary to make some restrictive laws in Milwaukee. (1) Some of the local jurisdictions in the USA have laws which are more restrictive than that of other countries, such as Washington, D.C.'s Firearms Control Regulations Act of 1975. It has banned residents from owning the guns. Although there are strict gun control laws in New York, guns are often illegally sold in from other regions of USA, especially in the southern states. Results of the Youth Crime Gun Interdiction Initiative of ATF have indicated that the quantity of imported guns which are concluded in the crimes has a strong relationship with the strictness of local gun laws. All in all, these restrictive laws takes effect to some extent.
Fifthly, try to help people who are at risk due to gun violence. (5)From the analysis of all the saddest gun violence, it has been conclude that over half of all gun deaths are actually suicides. When people are lost in illness, pain or other kinds of distress, it is not useful at all to tell them that you would like to take away their guns for its good. In this way, it only makes people who are in need more tend to conceal the fact that they need help and also makes them feel less confident of managing their daily lives on their own. It is not a good method to punish the people for being sick and threaten them with expropriation of the gun, instead, it is quite important for us to reach out to these people in need and actively try to gain the trust from them. Anyone can hold a gun and lock it up for someone that feels like they are on the edge. Anyone can be friendly to the people in need and at the same time listen to and help another person in need to become better both emotionally and mentally. However, it is unfortunate to see that because of the gun control laws written these days, the very people who are in need that might be trusted to hold a gun become the very ones who should be prohibited from holding a gun any more. It will only lead to more deaths, more fodder and even more massacres for anti-gunners. In some gun owner families with a long history of gun owning, it was not uncommon to hold a gun for a family member or close friend until they demonstrated that it was safe for them to have the guns back. This is obviously different from making a law in which the guns are held by a stranger. It will lead to the unhappiness of those people in the end.
For all of the five solutions to the reduction of gun violence, in my opinion, the final solution to the gun violence reduction is the most practical in light of limitations mentioned in the paper above and is the most potential one at the same time.
· Solution evaluation criteria
Solution evaluation is a very important component for reducing the gun violence.(4) It has the following several purposes: to increase management effectiveness and plan administration; to record that whether the objectives have been met or not; to determine the comprehensive plan efficacy and relevant strategies and programs ; Thus, conducting the evaluation or some of the evaluations of solutions plays a very important role in helping to make sure the accountability and establishing whether the plan is making a contribution or not, and providing crucial feedback for the improvement of the plan.
For the above five solutions to the gun violence, this section explains the criteria of solution evaluation as follows:
1. Whether this solution to gun violence reduction gets approve and recognition from the citizen.
2. Whether this solution to gun violence reduction proves to be effective in other countries that have been implemented.
3. Whether this solution to gun violence reduction will take effect according to the comparison with other such kinds of solutions to other issues.
