Introduction

Report to the Congress of United States Contributions to International Organizations for Fiscal Year 2012

Section 405(b) of the Foreign Relations Authorization Act, Fiscal Year 2003 (22 U.S.C. § 287b(b)) calls for the Secretary of State to submit an annual report to the Congress “on the extent and disposition of all financial contributions made by the U.S. during the preceding year to international organizations in which the U.S. participates as a member.” This report provides a detailed tabulation of United States contributions to international organizations for October 1, 2011, to September 30, 2012.

The amounts reported are actual U.S. contributions made during fiscal year 2012 and include adjustments for credits, Tax Equalization Funds, Working Capital Funds, deferrals, and mandatory reductions (e.g., Palestine Liberation Organization withholdings and other statutory limitations). Funds obligated, but not expended, during fiscal year 2012 are not reflected in this report.

International financial institutions such as the International Bank for Reconstruction and Development are not covered in the text or in the total figures, but are the subject for a separate report to the Congress by the National Advisory Council on International Monetary and Financial Policies. Other expenses excluded from the tabular presentation of contributions include the cost to the U.S. government of the salaries and expenses of American employees detailed to the secretariats of international organizations (e.g., NATO).
