Mandates:1. Congress will re-construct the way future cases will be handled

> a) All characteristics and backgrounds of victims and defendants will be examined at the immediate end of the trial followed by the DNA tests of the victims and defendants to ensure the most accurate and speedy

results of a wrongfully convicted defendant, to prevent the serving of any wrongful sentences.

2. Laws will be created that actually protect defendants with an unjust ruling or sentence

a) For unjust rulings that might still be considered fair, the defendant in question may file for a sub trial,

that is approved by congress, to challenge the court or judge .involved in their case, and request a new

judge tohandle the case, or a re-location of court houses all together in order to get a fresh setting and

mindset for the case at hand. Enforcement: Judges who have been proven to have ruled unfairly, due to the misuse of power or favoritism, will be fined 1. All judges

must be proven guilty in the sub trial, by factual evidence from the existing case that suggests that biases or other obstructions have

been used. 2. Judges proven guilty will be issued a fine of $50,000 by the U.S. Government due to the obstruction of justice. 3. To

ensure the consistency of fairness, each offense after the first of that same judge, will still contain the base fine of $50,000, but with an

additional $5,000 backlash fee for each of their future offenses. 4. After a judge has made up to 6 offenses, they will be asked to step

down and serve a mandatory 5 week suspension, any further offense will result in termination.Funding andStaffing: There will be a licensed psychologist appointed as the sub trial court official, to examine the trial itself,

along with all the evidence and statements from witnesses, profiles and backgrounds of the victim and defendant, and any other

information about the case the appointed official feels is relevant for a fair ruling. Funding for sub trials will come from the

American Bar Association, (ABA). Timeline: Immediately after Congress enforces the new laws.
