Staff |
People are the most important resources in the implementation of this program. It is the staff that carries out activities such as data analysis, interpretation and decision making. Without the staff, it is impossible to oversee process evaluation, impact valuation, outcome evaluation and other activities such as monitoring.

Equipment |
These include office materials, computers, drawing boards, test equipment among others. These equipment’s increase the ease in which all activities of the program are carried out. The logic models employed in the evaluation such as flow charts require computer software for all their manipulation. These resources increase the speed, accuracy and convenience of the whole evaluation exercise. |

Time |
Each of the successive activities of both the evaluation plan and other phases of the whole program need time. Adequate time helps to meet deadline, economize resources and prioritize activities.

Budget |
All activities involved in the evaluation plan and the entire program involve costs. Adequate budget helps to meet all requirements of the plan. Funds from program sponsors are employed paying program facilitators, purchasing materials training/teaching materials such as charts. |
