Based on my place of work, a military installation, I would select the Agency/ Department Focused Format. A large military installation is composed of several Brigades, these Brigades are composed of thousands of soldiers and count on the support of thousands of DoD workers and civilians as well.
Lead agencies involved would medical, pharmacy, health center, psychological and emotional support. Although a trauma facility is not available, helicopter pads are already in place for immediate evacuation to a near by hospital. The support of the American Red Cross and military medical personnel on site allows for response and treatment to be expedited.
External support is met by the use of FPCON treat levels and installations emergency codes. These identifier allow for supporting personnel to quickly prepare and react.
Hazard- specific procedures are conducted by the highly trained HAZMAT team found on each company, which designate on average a ratio of 2:100 soldiers as HAZMAT qualified experts and they serve as both prevention and first responders.
However this EOP format would not prove to be reliable if the support of the community is not present. ""the planning process is determined by the level of community support from officials, news media, and the public" (U.S Federal Emergency Management Agency, 2010, p. 65).
