PPP FINAL ASSIGNMENT
Formatting:
The length of your final document for your final product is to be 6 - 9 pages.
12-point font, double-spaced with 1-inch margins. Use subheadings. Short paragraphs and/or outline format and bullet points are acceptable as needed for clarity and organization.
Product:
· include policy analysis
· Use the Kingdon principles to structure and organize your analysis of the problem.
· State who you have in mind when preparing your document. Tell me if it is a summary for your client or a document written for another stakeholder. You don't want to assume that I know your intentions ... explain your purpose.
Policy Analysis Final Product Format
· Abstract - Executive Summary with your purpose and intentions (Summary of problem for client? Persuade stakeholder to provide supportive action? Negotiate/compromise? Inform media?)
· Client: include description and mission
· Problem Statement
· Background - problem stream: facts & information to understand the problem
· Landscape - politics stream
·
· Significant stakeholders with positions & concerns
· Solutions - Guidelines, regulations, or programs. Look for new and developing alternatives currently in the “pipeline”.
· Political factors - support & opposition. Window of opportunity?
· Social factors – Demographics, cultural implications. High or low on public agenda?
· Economic factors – Costs & benefits. Resources.
· Legal factors - legislation that passed and bills that died (if present).
· Practical factors - realistic implementation considerations
· Options - policy stream: choices with positive & negative aspects of each
· Recommendation – why this one is preferred despite drawbacks
· Reference List - Include full references for all source materials.
· Cite all source materials (either internal citations or endnotes) within the text.
Abstract:
Does the abstract clearly state the objective (problem), main results (factors OR alternatives), and major conclusions (preferred solution) of your policy paper?
Is the abstract at least 100 words and no more than 300 words?
PPP:
make your case concisely, but just as compelling. The instructions also call for inclusion of a pro/con analysis, which is a great format for organizing your ideas in a succinct manner.
Does your PPP answer ALL of the following questions, required for a complete Kingdon Model application?
Are multiple alternatives explored?
Is a preferred solution CLEARLY communicated? (While often the complete solution to a problem is a multi-pronged approach, the goal here is to push A policy forward. If you find your recommendation to be too expansive, pick ONE solution that you want to pursue NOW. This does not mean the other solutions are wrong, it means this is not the optimal time to pursue them, which will be evident as you analyze per the factors.)
Have you described your preferred solution in terms of:
Affordability?
Technical feasibility?
Core beliefs?
Political support?
Have you identified and described:
Key stakeholders/participants, and their position or perspective?
Who has the power to implement the policy solution?
Public opinion of the policy solution?
Have you commented on whether the ‘window of opportunity’ for pushing your preferred solution forward is open, for how long, and why you think this?
Have you commented on whether the preferred solution is best implemented incrementally, or whether it is urgent in response to a crisis?
Is your paper written in prose format, using bullets ONLY for emphasis or organization as necessary?
Have you properly captured your references, and cited them in your paper?
Is the final paper between 6 and 9 pages, excluding title page (if used), references, and figures/tables?
