Obama Care Project
Obama care was crucial because it was one of the projects that could have enabled the government to deliver on health care reforms which were a major one of the primary objective Obama’s government wanted to fulfill. Secondly, enactment of patient protection and affordable care act that would have been enhanced by the project. Equally, a lot of resources have been spent on the project, but they did not translate to results (U.S Department of Health an Human Services).
The risks of health care project include failure to attain targeted population as the number of those registered and enrolling is much below the set targets. The second risk is unsustainability. The government may experience financial drainage because current analysis shows cost have gone up by more than 400%, yet the set goals and targets have not been achieved (U.S Department of Health an Human Services).
The major problem encountered in the project was capacity management. For this project, people could not enroll because the system had many users that it could accommodate. Another problem experienced was incomplete files where insurers and citizen got inaccurate data or missing details.
Problems encountered can be grouped in technological and management projects. On technology, purchase, and installation of a low-quality software caused delays and rendered the system to be dysfunctional. However, the problems were heightened by poor management. On government, there was poor planning hence sudden change of deadline putting pressure on implementing team. There was also inadequate monitoring as initially there was no government official from CMS until when challenges were exposed. The project management team lacked proper coordination, and thus activities were being carried in mischievous ways. The company also conducted a shallow pilot study and thus installed a low-quality software that could not manage the workload (U.S Department of Health an Human Services).
Economically the government may experience losses as the cost increased by a huge percentage, and private insurers have to be paid. Politically, it exposes the government officials as incompetent, and this attracts criticism from the opponents. Socially though the project intends to promote the welfare of the citizen in health care, core purpose has not been achieved. Because of system failure people may be discouraging to join and thus the project may not realize the intended goal (U.S Department of Health an Human Services).
For any project to be, successful several issues must be sustained. Project managers must carry profound and efficient research before they can engage in the project. Proper planning should be done while developing the scope at the begging to avoid inconvenience during implementation. Team managing the project should comprise competent who have experience and resourceful in various phases of the project (U.S Department of Health an Human Services).
