Five Steps in the Transportation Development Process
Long Range Planning: identify and prioritize individual projects.
Project Development and Environment Study (PD&E): design options and their social and environmental effects are examined.
Design: detailed construction plans are prepared.
Right-Of-Way Acquisition: acquisition of necessary right-of-way, based on the construction plans.
Construction: The roadway is built during this phase.
A Project Development and Environment (PD&E) Study is conducted to meet the requirements of the National Environmental Policy Act.
During the study, we determine the location and conceptual design of feasible build alternatives and their SUSTAINABILITY.
A No-Build Alternative, which considers leaving the roadways in their present state with routine maintenance, remains a viable alternative throughout the study.
Meeting today’s infrastructure needs without compromising the resources of future generations to meet their needs.

Phase 1 - Project Development and Environment Study (PD&E): design options and their social and environmental effects are examined.
Phase 2 - Design: detailed construction plans are prepared.
Design always must consider constructability, cost and time.
June 8, 2016 – individual assignments on scope of the MDX project are due.
June 29, 2016 – PD&E studies and corridor selection presentations and written reports are due.
August 8, 2016 – Final design presentations and final design written reports are due.
