Client: California NORML – a non-profit organization with mission “to move public opinion sufficiently to legalize the responsible use of marijuana by adults, and to serve as an advocate for consumers to assure they have access to high quality marijuana that is safe, convenient and affordable.”1

PS: Should concerned people of California stop the pending legislation for payment of additional fees for medical cannabis?

Stakeholders:

        Senator: Mike McGuire – introduced SB 987 Medical marijuana: Marijuana User Fee Act.  This bill will require the purchaser to pay a fee at a rate of 15% of the sale price of the medical marijuana

        California Assembly and Senate members: responsible for voting for or against the bill

        California Governor: Jerry Brown – if both houses approve the bill, the governor has to decide whether he will sign the bill into law, allow the bill to become the law without his signature, or veto the bill

        California residents with medical need for marijuana – most affected if the bill becomes a law. They will have to pay.

        Pain doctors – they manage and prescribe the need for medical marijuana

        CA NORML organization and other interest groups – who strongly oppose the bill
