Complete and detailed overview of the bill
The anti-abortion bill suggests that any physician who goes ahead and performs a partial birth abortion which is in violation of the KRS311.765 shall be presumed to be guilty of a class C [D] felony. It further argues that a physician shall not be guilty of the criminal offense in case the partial birth abortion was indeed necessary to save the life of the mother whose life was proven to be endangered by a physical disorder, injury and illness (Sharpe n.d).
A physician may also seek a hearing before the Board of Medical Licensure of the State on whether the conduct of the physician conduct was necessary to save the life of the mother whose life was indeed endangered by a physical disorder, injury and illness.
The findings of the board that is decided by the majority vote of a quorum shall be admissible during the trial of the physician. The board shall also promulgate regulations which are administrative to carry out the provision of the subparagraph.
Upon the motion of the physician, the court shall be forced to delay the start of the trial for a period that is not more than thirty days so as to permit the hearing that is referred to in the subparagraph 2 of this paragraph to occur.
In the situation where any person other than the physician perform a partial birth abortion shall not be eligible for prosecution under the subsection but shall be eligible for prosecution under the provision of the law which prohibit any other person other than a physician from conducting any abortion.
There is, however, no penalty that shall be assessed against the woman upon whom the partial birth abortion is attempted to be performed or performed. The bill further states that any person who intentionally conducts an abortion with the knowledge that or with reckless disregard as to whether the person upon who the abortion is to be performed is an unemancipated minor and who intentionally or knowingly fails to conform to any requirement of KRS 311.732 is guilty of a class A misdemeanor.
Any person who indeed performs an abortion upon a married woman either with knowledge or in the reckless disregard of whether the KRS 311.735 applies to her and who intentionally, recklessly or knowingly fails to conform to the requirements of the KRS 311. 735 shall be guilty of the Class C [D] felony. Any person who is convicted of violating KRS 311.750 shall be guilty of a felony of class B (Sharpe n.d).
Finally, any professional medical association or the society, hospital, licensed physician, medical staff who shall have violated the provisions of the KRS 311.606 shall be guilty of a class B misdemeanor. Any administrator, employee or officer of employee of a publicly owned hospital or the publicly owned healthcare facility who performs or allows for the performance of the abortions in violation of the KRS 311.800(1) shall be deemed guilty of a Class A misdemeanor.
Professional and public perspective on this bill
The bill aims at providing guidance to the members of the public and the medical staff on the provision of abortion. It also does much in discouraging abortion which is a good thing since it protects the lives of the unborn. The bill also tries to control the physicians on the situations of performing an abortion.
Reasons for favoring the bill
There are many reasons for favoring the bill. Some of them include the following it streamlines the situation when an abortion can be done. It also discourages different acts of abortion without proper reasons (Sharpe n.d).
Opposing views
Some of the opposing views include the following: there are some people who argue that abortion needs to be permitted at all times even if the parent is not in danger. There are others who also believe that abortion should be discouraged in all situations (Sharpe n.d).

Dear Senator Wilson:
My name is ….. and as a Public Health college student at Western Kentucky University, I’m concerned about the general health of our community and as a state, we constantly experience an increase in the rates of abortion.
I support this bill regarding regulations of abortion. By illegalizing abortion and making it clear that there are only some specific circumstances that it can be permitted, the welfare of the unborn is taken care of. This bill should lead to healthier Kentuckians who perform less abortion. It will also ensure that all the physicians are cautioned against conducting of illegal abortions. The purpose of this bill is to reduce the different instances of abortion that are experienced in the state. It also cautions the Physicians against behaving unprofessionally and also to provide guidelines to them on the different situations when they can be permitted to perform an abortion on their clients. Please, if you see that you can support this bill by signing and supporting the process of pushing for this bill for healthier Kentuckians kindly see to it.
