Module 3: Evaluation
Instructions: Weighting evaluation criteria is extraordinarily important to contractor selection. Proposals should be evaluated based solely on the factors and subfactors specified in the solicitation, and the relative strengths, deficiencies, significant weaknesses, and risks supporting the evaluation will eventually be documented in your contract file. The background information below provides the outline for a proposed acquisition for janitorial services at a community college. Your task is to prioritize and weight the identified Evaluation Factors and Technical Capability listed below. Be sure to explain your rationale for the priorities and weights assigned.
Background: The Fort Generic Community College has been in operation for ten years, and is continuing to grow. The physical college consists of three older buildings, which were acquired when the college opened, and two newer buildings. The College Board of Directors considers the condition of the facilities a key driver in attracting and retaining students.
Over the last six months, the college has received complaints about the cleanliness of the lobbies and bathrooms in several campus buildings. As a result of the complaints, the Board asked the school Operations Manager to review janitorial issues throughout the college. Some of the issues reported by the Ops Manager are:
· Restrooms are not cleaned frequently enough
· Restroom supplies (e.g., hand soap, tissue, etc.) are not replenished frequently enough
· Restroom air hand dryers are often inoperative
· Common/lobby areas are not cleaned frequently enough (e.g., floors swept, carpets vacuumed, windows cleaned)
· Poor response time to address emergency issues(e.g., flooded bathroom)
· Janitorial staff unavailable on weekends
· Lack of materials and equipment to perform basic tasks
· Cleaning products currently in use are environmentally harmful
After reviewing the report provided by the Ops Manager, the Board is considering a services acquisition of janitorial staff. In doing so, the Board and the Ops Manager developed the following list of evaluation criteria for the acquisition:

Rationale to the ranking and weighting: Overall safety is the utmost importance, so that was ranked and weighted the most. Stability could have been higher, but safety should dictate requirements for stable construction buildings, sites, or whatever is being constructed. Price is important and a simple construction could be contracted for a lower price as long as it is safe to the customers.
