FAC COR Level II Individual Assignment – Day 2 – Contract Recommendation

Module 1: Planning

Contract Recommendation

Among the COR’s responsibilities is making a recommendation to the CO about the type of contract that would best suit the acquisition. Based on the business and technical requirements and what you have learned about contract types, answer the following questions with regards to the type of contract that you would recommend to the CO for the VA pharmacy flooring project:

· Would you recommend using a Performance-Based Acquisition? Why?

· Would you recommend using Lowest Price Technical Acceptable? Why?

· What contract type do you recommend? Why?

Business Requirements:

· The removal of existing flooring and installation of new flooring must be completed within 7 consecutive calendar days

· Flooring shall meet all applicable 508 guidelines

· Flooring material shall meet or exceed the OSHA standards for the workplace environment. (OSHA recommends that walking surfaces have a coefficient of friction of 0.5.)

· To the maximum extent possible, the new flooring shall contribute to the relief of stress and fatigue of patients and workers who spend long hours on the flooring.

· The contractor shall employ removal and installation techniques that will have the least impact on patient care and patient and worker safety.

· New flooring is one continuous surface (non-tiled)

Technical Requirements:

· Contractor work shall be delivered in a manner so as to minimize interference with hospital operations and delivery of services to patients

· Contractor shall provide all labor, materials, and tools to remove existing flooring and install new flooring

· Contractor shall only use designated hallways/elevators/dumpsters/etc.

· Dust walk-off mats will be used for dust control at all work entrances/exits; any dust in adjoining areas shall be vacuumed at the end of each shift and after completion of construction

· Contractor shall ensure that subfloor is completely primed before beginning construction on new floor

· Substrate preparation and a system of primer, aggregate, undercoat, flakes and sealer installed to manufacturer’s specifications

· Installed in the Pharmacy Floor Admixture area

· Integral cove base used to seal the joint between floor and wall

· Contractor shall remove all furniture/equipment from pharmacy and return to proper place when construction ends

· Work shall be completed within 7 days
