I. Analysis of the current situation:
A. Define terrorism and organized crime. How are they alike and different?.
While there is no definitive definition of terrorism, "some scholars have opted for a
simple definition stating that terrorism is an act or threatened act of violence against innocent
people for political purposes" (White, pg. 2).
Criminal Organizations are groups of individuals that operate outside of the law and have
a main intent of amassing wealth and power. Generally speaking they are "absent of any
political goals, are hierarchical, have limited or exclusive membership, constitute a unique
subculture, perpetuates themselves, exhibit willingness to use violence, are monopolistic, and are
governed by a specific set of rules and regulations" (White, pg. 225).
There are a few similarities between the two of these types of groups. One similarity is
the willingness to use violence in order to obtain desires. The second is that both of these groups
operate outside of the laws written by governments. Both of these groups also have a unique
sub-culture and have a specific membership. And finally both of these groups wish to gain as
much power as possible as having the necessity to gain wealth. Gaining desired results through
fear is common place in both of these organizations as well.
The differences between these two groups are that terrorist organizations operate (or
would have you believe that they operate) due to differences in beliefs with governments. They
are focused on political gains and swaying governments to bend to their will in order to gain
control. Additionally religion is generally at the center of terrorist operations when dealing with
the Middle Eastern countries. Organized crime families are more focused on gaining power and
defeating their competition. While they also use violence they generally do not have any

political goals or agendas that are tied to their operations. Success is measured by the amount of
money taken in much like corporations, the idea behind the crime family is to maintain monetary
growth or surpass it. The origins of both of these elements is also different in that crime families
are generations old often times consisting of the same blood lines for generations and terrorist
organizations generally consist of members from everywhere and anywhere after converting to a
specific belief or movement against that groups perceived enemy.
B. Discussion of possible or actual terrorist threats to an area of the U.S. or U.S. interest.
1. Identified terrorist organization name/symbol(s).
Al Qaeda Terrorist Organization
2. Terrorist organization’s identified or implied mission and objective(s) against the
U.S.
Perform attacks on United States infrastructure utilizing two low-yield nuclear
assets and/or multiple canisters of Sarin Gas.
3. Cell structure composition (types of specialists involved) and disposition
(geographical or specific locations).
Operations are thought to occur in both the Tucson, Arizona area as well as the
Chicago, Illinois area. Possible Chicago targets are O'Hare and Midway
International Airports, McCormick Place Convention Center, and the Federal
Reserve Bank of Chicago.
Possible targets in Tucson are the Tucson International Airport, Tucson
Convention Center, and the Tucson Federal Building.

Cell 1 Leader: Alwani abu Rayan A.K.A. Roberto Martinez
Known Associate(s): John Q. Citizen, American Born and a resident of Chicago.
Possible coordinator of attack in Chicago.
This cell consists of two Arabs, seven Phillipine nationals, and 1 American
Cell 2: Components unkown
5. Communications strategy and methodology.
Communications have been intercepted from email, text messages, and phone
conversations. Coordination will most likely be made through these methods;
constant observation is a must.
6. Types of threat capabilities available to the organization.
Two low-yield nuclear devices as well as multiple canisters of Sarin or (GB) gas.
It is safe to assume that independent terrorist teams will be equipped with small
arms and possibly RPGs, grenades and ballistic vests.
7. Terrorist organization’s center of gravity (critical vulnerability that when
destroyed or disabled make the organization ineffective).
One leader has been identified as well as a possible coordinator in Chicago, IL.
Eliminating Alwani abu Rayan and John Q. Citizen could aid in delaying an
attack. Funding is coming from “The Outfit” disrupting finances will also delay
If not end the threat. Additionally intercepting communications and staying ahead
of the groups movements could aid in any desire for more attempts.
C. Discussion of Nexus between terrorist organization(s) identified as a threat and
organized crime (OC)/transnational organized crime (TOC) organization(s).

A Russian Organized Crime Faction is funding the terrorist plot to attack
Chicago.
2. OC/TOC organization’s vision and mission for its illegal business enterprise.
This criminal Russian enterprise seeks to oust the current criminal organization in
Chicago in order to take over illegal operations. The name of the current criminal
faction is "The Outfit".
3. Organization’s composition (structure) and disposition (geographical locations).
This organization is approximately 500 members and operates in Russia,
California, Arizona, and parts of the East Coast.
4. Reporting structure (Leaders and organization members).
This organization operates in many different cells which all have their own chain
of command. Each of the heads of the cells maintain contact for the over-all
mission of the organization.
5. Communications strategy and methodology.
Funding is completed by electronic transfers to Al Qaeda. Inter organization
communications are conducted via encrypted emails, messenger service, and rare
telecommunications. This groups holds its cards close to its chest.
6. Identified nexus between the OC/TOC organization and the terrorist organization
(Explain the symbiotic nature of the two organizations and how this relationship
is in effect.).
Al Qaeda is receiving funding for its operations from the Russian crime family.
In return the Russian crime family is expecting assistance is toppling the hold that

"The Outfit" currently has on Chicago. The Russian crime family hopes to
expand its empire and take over the criminal activities in Chicago.
7. Impact of risk related to the nexus.
The Russian crime family may not have an entire picture of the individuals they
are working with. Al Qaeda may be planning on killing "The Outfit's" leadership
utilizing the Sarin gas, letting this type of weapon loose in Chicago could have a
serious detriment on the Russian Families over all goals.
8. What is the illegal activity (…ies) of the OC/TOC and level of participation?
The Russian family is in the sex trade as well as guns and narcotics. All of this is
being conducted in addition to the family funding a terrorist organization.
9. OC/TOC organization’s center of gravity (critical vulnerability that when
destroyed or disabled make the organization ineffective).
Criminal organizations number one goal is to remain below the radar and avoid
any contact with law enforcement. Perhaps initiating contact with them that we
are on to their plan would force them to back out of their current partnership with
Al Qaeda. A second option would be to eliminate the family entirely.
D. Threat assessment and identification of potential targets to include type(s) of threat
medium and corresponding deliverable(s).

Two low yield nuclear devices and multiple cannisters of Sarin Gas. As well as
two independent cells most likley outfitted with small arms, RPGs, grenades and
body armor.
2. Delivery means.
Vehicle borne Improvised Explosive Device or personally worn IED may be a
method to deploy the nuclear assets depending on their size. An attempt of an
infiltration by small arms to gain access and deploy the assets may be another.
Sarin Gas can be deployed through any ventilation system, or anywhere that the
gas can reach its intended target easily.
3. Date, time group (DTG) of potential terrorist attack.
There is an operation window of 1 June – 6 July 2016
4. Location(s) of possible attack(s).
Chicago, Illinois; O'Hare and Midway Internation Airports, The Federal Reserve
Bank of Chicago, and the McCormick Place Convention Center
Tucson, Arizona; Tucson International Airport, Tucson Convention Center, and
The Tucson Federal Building.
5. Potential after effects of attack(s).
"A nuclear attack could cause substantial fatalities, injuries, and infrastructure
damage from the heat and blast of the explosion, and significant radiological

consequences from both the initial nuclear radiation and the radioactive fallout
that settles after the initial event" (dhs.gov, pg. 1).
II. MISSION of the Operation (Who, what, when, where, and purpose/end state).
Our mission is to identify and eliminate the terrorist threat in Tucson and Chicago. We
have been outfitted with two 45 person teams consisting of local law enforcement, the Department
of Homeland Security, FBI, and the DEA. Starting now local law enforcement will be the eyes on
the ground looking for any sign of scouting targets or other immediate activity. The FBI will
maintain constant surveillance of all electronic communications as well as monitor CCV in and
around possible target areas for any sign of known terrorists or terrorist sympathizers. The
Department of Homeland Security will monitor the borders and enforce strict checkpoint policies.
And the DEA will initiate raids on known Russian criminal establishments.
III. Strategies for countering the identified organizations.
Local law enforcement will be briefed and handed images of known and possible actors
within Al Qaeda. Patrols will be increased around probable target areas to deter any enemy
element. By screening all communications and maintaining surveillance of provided security
footage we should be able to react or stop an attack by grabbing actors early. The Department of
Homeland Security will increase strict entry policies which should keep any participants that are
not already here from gaining access into our borders. And finally the DEA busting up known
Russian criminal establishments will knock them off guard and aid in discontinuing financial
support to Al Qaeda.
