Problem Statement

Eastern Washington University maintains a website that is designed for a general audience. The Website architecture is relatively static and “Publishers” of varying skill levels provide content from individual organizational units using a diverse set of publishing tools. Publishing policies, standards, and support are informal and relatively decentralized. While there is a core group of web professionals that manage the main website functions, a significant amount of web development and publishing is done by independent unit technical resources with a minimum of supervision by the core group.

As a result, EWU has noted specific issues affecting the continuing development of its website:

· Design standards are not universally adhered to.

· Unit content is not always regularly updated, nor is it audited for compliance with university policy, appropriateness, or date validity.

· Site management is cumbersome.

· Publishing methods are cumbersome and don’t integrate with existing office automation tools.

· Project leaders have begun implementing independent interactive processes that interface to certain application databases.

· Additional initiatives have independently explored or begun to implement imaging, document management, or portal functions.

As part of an overall restructuring of its web policies and management structure, EWU is conducting a search for a Web Content Management System/Portal System that will simplify and standardize all website development, simplify site maintenance functions and move EWU towards a more formally planned and managed web structure. Furthermore, such a system must allow for existing client-server applications and their related files and databases to eventually be interfaced and made accessible via a web browser. While EWU will maintain a view for its general audience, a shift towards an Intranet and audience defined portal views will become a necessity.

In addition, EWU is particularly interested in those vendors that would seek to be more than just a product provider. The university recognizes the comprehensive nature of the features it would like to see included in the proposed system, and it believes that this will require the ongoing participation of a strategic partner functioning in a joint R & D mode with university technical staff. Additional information on such a relationship is provided in the “Strategic Partner Relationship” section below.

Please note that this document is a Request for Information (RFI) only, not a Request for Proposals (RFP). This document does not obligate EWU to issue a solicitation, evaluate the products or services of any responding company, and/or award any contract. Responses to this RFI are not considered proposals. Your response to this RFI is important to the department, as it will assist us in planning for the timing, funding, and implementation of a Web Content Management/Portal System.

About Eastern Washington University

Eastern Washington University has approximately 7,500 undergraduate students, 1,000 graduate students and 1,000 faculty and staff. Web content is published by a collection of approximately 175 Publishers. A Web Management team consisting of a Webmaster, a Content Management individual and a Graphic Designer handles routine maintenance and support of the site. Online instruction is currently conducted using Blackboard (www.blackboard.com).

CMS/Portal Requirements

The following are the specifications that are required for a web based Content Management/Portal System at Eastern Washington University.

Content Management/Portal Features

In addition to basic CMS/Portal features, the following must be provided:

Ability to easily create online forms with database driven backend

Site & Page version rollback abilities

Site logging and tracking, including traffic reporting capabilities

Metadata and American Disabilites Act facilitation

XML Export/Import capabilities

Document Work Flow capabilities

Provide or Allow for Search Engine integration

Broken Link and Orphan Page checking capabilities

Content Expiration capabilities

Must not inhibit the use of scripting languages such as PHP, Perl and Allaire’s ColdFusion

Must facilitate the use of Digital Signatures and Certificates

Must integrate with standard office automation protocols such as Electronic Mail and Calendaring

Additional capabilities will be considered during the review
Server Technical Specifications

Server Operating System:

Linux Redhat 7.x is preferred. Windows 2000 solutions will be considered.

Webserver:

Apache

Database Requirements:

MySQL or XML based storage scheme is preferred. Other database solutions will be considered.

The solution must provide ODBC/XML extensibility for connection to additional data sources including Oracle and Microsoft SQL.

Authentication/Access:

LDAP authentication

The ability to create user groups that can be granted access is desirable.

Transport/Publishing Protocol:

Must provide for FTP transport. The addition of HTTPPut content transport is allowed but cannot be substituted for FTP access.

Client (Content Provider) Technical Specifications

Desktop Opertating Systems:

Must support Windows 98, Windows 2000, Windows XP and Macintosh OS.

User Interface:

Must provide for File Management and Page/Content editing views

Must provide publishing via standard web editing tools

(Dreamweaver, Adobe GoLive, etc.)

Publishing/Content Addition via Microsoft Office is desirable

Publishing/Content Addition via a web browser is desirable

For machines that provide Java editing tool, a comparable tool must be provided for the Macintosh platform

Timeline and Plan

Currently EWU plans to issue a Request for Proposals (RFP) in the fall of 2002. We anticipate that the design, development, implementation, and post-implementation review could be accomplished within 6 months from completion of system requirements. The information received from this RFI will aid the department in the establishment of formal technical and business requirements for a CMS.

Strategic Partner Relationship

The university recognizes that the comprehensive nature of its request for Content Management/Portal features may be more extensive than current software tools may be capable of satisfying. This may be viewed either as a problem or as an opportunity. The opportunity is to create a market-leading software system that specifically addresses the broad needs of universities to create, update, distribute, and customize their Web content via a single tool. It is our hope, therefore, that some visionary firms will seriously consider approaching this RFI as an opportunity to develop a strategic partner relationship with the university to develop, test, and market such a tool.

The type of relationship the university is seeking would ideally have the following characteristics:

· The university and its strategic partner would each assign resources to form a joint R & D team to define, test, implement, and eventually market the comprehensive system.

· The university would serve as a model site for the product and would actively support product reference and demonstration activities.

· The university would assist the strategic partner in presentations/demonstrations of the product at appropriate professional conferences on a mutually agreed upon schedule.

· The strategic partner would provide the university with an aggressive discount from the standard price for the system and all the features/modules installed.

· The strategic partner would provide certain consultation services to optimize use of the product to highlight the university’s role as a model site. These services would be provided at no cost to the university.

· The strategic partner would provide a formula for “cost recovery” of any costs/fees paid by the university. Such cost recovery would be based on a mutually agreed upon percentage of sales resulting from direct university participation with new prospects (referrals, site visits, etc.).

How to Respond

If you are interested in providing product, services and cost information as a solution for EWU’s Content Management/Portal solution, we would be pleased to receive a letter of interest, Vendor questionnaire, and pertinent information from your firm. Please include the following in your submission:

1. Company name and address, point of contact name, phone number, and fax number and e-mail address.

2. A summary of company credentials.

3. A list of university/college references that have systems currently in production status.

4. Product name and full description of implementation and on-going support services available.

5. One-time and on-going costs for implementation and on-going support services.

6. Infrastructure hardware and network configuration requirements to facilitate implementation of the system.

7. Local skills and personnel resources required for one time and on-going system support.

8. A schedule of all the following:

a. Identification of all contributed products

b. Discounts applied for cost-based products

c. Identification of contributed resources/services

d. Conceptual draft of “cost recovery” options.

Responses to this RFI are due to the department by 4:00 p.m. PDT on September 6, 2002. Following the department’s review of the information received, the department may choose to (1) schedule meetings with vendors to discuss their submission and/or (2) schedule a vendor fair where organizations will be invited to provide information and product demonstrations and/or (3) attend demonstrations of the vendor product at production installations. The department will also place all responding organizations on our bidders list for this project.
