The WTO manages the application of all the agreements that have been reached during the negotiations between the countries in eight strenuous rounds over fifty years, and is divided into those agreements three main groups:
· The first group the agreements on goods trade (agricultural and industrial), and this set of agreements, rules and regulations are all traditionally been renamed under agreement (GATT )
· The second group includes all agreements concerning trade in services, this group has been agreement on the lines key , and negotiations are still ongoing on many of the details that are still under the search due to its sensitivity and require adjustments in systems & internal laws of the states, has been naming those agreements (GATS )
· The third group includes intellectual property rights, which is also still unfinished in its final form, but has been agreement on the basic principles, has been name the group of those principles (TRIPS) Trade Related Intellectual Property Services.

The roles of General Agreement on Trade in Services (GATS) in the international development are:
· GATS are considered a platform for negotiations about decreasing the tariffs and the other trade barriers for goods.
· Represents certain rules which control the trade policies.
· It is considered as a tool to interpret of the rules and the terms and settling the differences between the contracted parties.
· It is considered as a tool of introducing and developing new trade policy.
· It is considered a tool to facilitate the exchanging the service activities.
Principles of the GATS are:
· Most-Favored Nation Treatment Principle
· Transparency Principle
· Gradual Liberalization of Services Principle
· Special Treatment for Developing Countries Principle
Kuwait’s positions toward the GATS agreement and The ESCWA member States in the World Trade Organization, the membership, the General Agreement on trade in services, as a condition of membership of the Organization to accept the total commercial contracts negotiated as a package, including the General Agreement on trade in services. And among the membership conditions also make specific commitments to open some sectors or subsectors of services for foreign suppliers. And therefore that the Member States exercise their rights in Arabic agreement for its obligations there under, it is their right to participate in future negotiations in trade in services.
