The Royal Commission for Jubail and Yanbu (RCJY), a government agency in Saudi Arabia, seeks to advance the goal of creating a world-class industrial hub in Saudi Arabia. The quality control department must make sure that RCJY’s projects comply with company set standards for quality and international benchmarks by monitoring new and completed projects on a regular basis, creating management reports on quality status, and recommending solutions for quality-related issues. The department is not able to form an expert team, as there is also a lack of proper knowledge transfer and employee training which threatens the company’s overall competitiveness. The question therefore is; how can the quality control department improve its effectiveness?
Three data collection sources used to gather information from management committee, and employees. These data are questionnaire, interviews, and document analysis. Both qualitative and quantitative data was required. This accomplished by the use of interviews and questionnaires respectively to accumulate data from at least twenty respondents inside the organization.

Sampling was done through stratified random sampling technique, the population was divided into groups; management committees, and employees based on a relevant characteristic and then participants chose within these categories. This sampling method used to represent all the groups within the sample. Of the twenty respondents examined, not all of them replied to the questions on improving quality control department of RCJY but a majority of 85% had replied. There were also some confidential submissions from employees, some in addition response to the questionnaire. Not everyone who responded to the questions answered all of them, and for the purpose of statistical analysis the response of no opinion was treated the same as no response. The data collected within the RCJY management committees, and employees. This was done within a short time frame in order to arrest the immediate need of improving quality control department of RCJY, but in future ongoing monitoring system should be put in place to ensure continuous data collection.
The data was measured where 15% of the total targeted sample population was interviewed. The content of the data was also evaluated and examined to justify its accuracy, reliability and validity. Comment by Sally Dresdow: That would be in instrumentation
Protecting privacy and personal information was very much considered and therefore questionnaires and interviews were answered privately and the information kept confidential and restricted from access to any other respondent.
Questionnaire
A questionnaire is an instrument for research consisting of questions and other prompts for the need of gathering information from respondents. Although it designed for statistical analysis of the responses, this is not always the case. Questionnaires have advantages over some other types of surveys in that they are cheap, do not require as much effort from the questioner as verbal or telephone surveys, and often have standardized answers that make it simple to compile data. However, such standardized answers may frustrate users. Questionnaires limited by the fact that respondents must be able to read the questions and respond to them. Thus, for some demographic groups conducting a survey by questionnaire may not be concrete. The questionnaire highlighted a wide range of approaches to improve the quality control department of RCJY. There was significant evidence of decreased performance and need to implement and adapt to new technological approaches. The comments on the use of new approaches perhaps reflect the fact that implementers see collection of ideas playing a role both within specific domains or subject areas and in quality control department. In fact, this perhaps introduces contradictory demands for specificity on the one-hand and for commonality and generality on the other. There was a clear interest in the development of standardized approaches, particularly to facilitate resource disclosure/discovery across the department, but some comments also suggested the need for more support during the implementation period. It was very encouraging to see that a number of respondents provided detailed information on the department and to recognize that there is slow development activity in this area and an interest in sharing information on improvement was paramount.
. Additionally, the results of the questionnaires quantified quickly and easily. It analyzed more scientifically and objectively than other forms of research and positivists believe that quantitative data used to create new theories and / or test existing hypotheses.
Interview

The only advantage with the interviews was that, respondent attitude and response was also evaluated. The interview provided depth information, was able to pre-screen respondents to fit desired profile, the responses recorded directly to the computer.
Document analysis
Document analysis otherwise called narrative investigation, this examination system includes the investigation of existing archives, either to comprehend their substantive substance or to light up more profound implications which may be uncovered by their style and scope.
