Initially there were worries of being discriminated against. This having taken place in the early 1980, the Black teachers felt that they were targeted. The teacher-worthiness at the time was assessed by the type of courses he or she took in the college or the university. This was seen to be a plan to disadvantage the Blacks because they did not have strong credentials yet. This is because at the time, most of them were struggling with poverty and could barely support their children to the best colleges and universities. They had also just started graduating from colleges in masses and thus viewed this as an attempt to derail their progress.
However, there is improvement. Since the assessment shifted on the performance of the students that the teacher taught, the Blacks and Whites were at par. They could now teach different races and still get same results. The Black teachers were encouraged to perform better and to do so to the Black students in the US. The result has been better performance in schools thanks to the assessments.
