Enhancing regulations of home programs
Currently, parents with children with special needs or those who are not satisfied with public or private schools have an option of educating their children at home. Home school systems are now recognized as a lawful way of providing education to children. However, some of the programs have not been effective due to insufficient regulations that have led to poor quality of education in homeschooling. Some regulations have been implemented in order to ensure that the teaching styles used in home schools meet the national education standards. However, learners still experience some problems such as the mistreatment and low quality education. Increasing regulations in home school programs will help in making home schooling more effective.
Solution
The most effective solution to low quality education provided in homeschooling programs is increasing regulations. Some of the regulations that should be implemented include registering home schools with the state agency. Some states do not have this regulation (Rich, 2015). About eleven states in the US have not implemented this regulation. Regulations about registering schools will give the local authorities the right to inspect home schools after notifying parent two weeks before the visit. In addition, more accountability regulations need to be implemented. For instance, more strict regulations about home school curriculum should be implemented. All home schools should have their curriculum aligned with the curriculum in the public and private schools. The regulations should specify the school subjects that should be taught in home schools in all states. The other regulations that should be implemented are those specifying the qualifications of teachers in home schools. Some states do not have the regulations. As a result, some students in home schools are taught by less qualified teachers who are not capable of providing high quality education. Only about nine states in the US have this regulation. Home teachers should have at least a high school diploma for them to teach children at home. In addition, more regulations regarding the methods of assessment and the assessment tests given to students in home schools need to be introduced. Some home schools do not offer standardized tests to children. The tests offered in all home schools should be aligned with the national standards. Some regulation regarding facilities need to be more strict. Public and private schools are usually required to meet certain standards of their facilities. The same rule should also be applied in home schools. This will enable home school children to have access to facilities that promote better learning such as playgrounds and classrooms that are free from disturbances.
First Advantage
One of the advantages of increasing home school regulations is that it will increase the quality of education offered in home schools. For children, to get high quality education teacher must have high qualifications (Reich, 2005). However, in some home schools, children are usually taught by less qualified teachers. The regulations specifying home teacher’s qualification will effectively help in solving this problem. Children taught by less qualified teachers will be less competent compared to those taught by high qualified teachers. Public and private schools have strict regulations specifying the level of teachers' qualifications. The strict regulations in public and private schools where teachers are rated based on their students' performances make teachers work harder. However, less strict regulations in some home schools where teachers are not evaluated make teachers focus less on the children's performances. This makes some home school children less competent. The economic success of a country dependents on the literacy level of its citizens. Children need to acquire high quality education in order to enable them participate effectively in the country's economic system in future. However, this may not be possible if children get a poor quality education in home schools due to lack of enough regulations. All children in the country have a right to decent and high quality education. If there is evidence that some home schools do not give children the opportunity to access high quality education the government should intervene by introducing more regulations.
Less government restrictions give parents more freedom to make their children’s education decisions (Kunzman, 2009). This may hinder some students from accessing important educations skill acquired by other children in public and private schools. Without the regulations, the government will not know about the performance of home school children. However, with regulations that require home teachers to give students the nationally standardized tests, the government will be able to evaluate and monitor the performance of children in home schools effectively. This will enable all students to have equal chances of accessing high quality education. Increasing regulations will help students who are facing the problem of inadequate instructions at home. More regulations about monitoring of home schools will also enable state official to visit home schools regularly. This will help them assess the quality of instructions given in home schools as long as the visits do not hinder teaching. The regular monitoring will help in ensuring that children at home receive high quality education since problems in home schools will be detected early enough.
Advantage 2
Increasing regulations in the home school education system will also help ensuring that all children access basic education. In some states, parents are not required to register or notify the government that their children are being taught at home (Kunzman, 2009). It is the right of every child to get a basic education regardless of the race of religious backgrounds. However, if parents fail to notify their state agency about the home schools, it will be difficult for the government to if all children can access education. However, if strict regulations regarding registering the home schools with the state agencies, it will be easier for the government to know children who are being denied the chances to access basic education. For instance, the agencies will be aware that those who are not receiving education in public and private schools are being educated at home. If parents do not register their schools, some parents some children who do not go to school may miss the opportunity without the government knowing. It is also importance to notify the government agencies so that can easily evaluate home schools. For instance during the registration process it will be easier for the government to know if parents or home teachers have enough qualification to require to effectively teach children at home. Notifying the authority will also help in ensuring that all home schools are regularly inspected. If parents fail to register the home schools to the authorities, they will have to take their children to either public or private schools. The regulations will also enabled all children in home schools, private and public schools compete to the same level. Regulations will ensure that children in all types of schools are taught the same subjects and reevaluated using the same texts. This will enable all children including those in home schools to have equal chances to compete in the future job market.
Some children in home schools may be hindered from acquiring certain education skills if regular inspections are not conducted. Such children may be less competent in their future work places compared to those in private and public schools. More regulations will also give home school children more opportunity to participate in extra curriculum activities. For instance, local authorities who are notified on home schools will help home school children gain access to school libraries and sports activities in public and private schools. This will not only enable children gain academic skills, but it will also help acquire other skills such as social skills if they regularly interact with other children. In addition, taking part in extra curriculum activities will also help home school children develop their talent when they participate in activities such as music competition with the support of the local authorizes. Failure to interact with other children by home school children may hinder their social development.
Advantage 3
It will also be helpful to implement more regulations for home school in order to prevent mistreatment of children at home. Some homes take advantage of home education to cover child abuse. It is easier to detect child abuse if children attend public or private schools. This is because children who attend this type of schools are more likely to talk to their teachers or their friends if they are being abused at home. Detecting child abuse for children who interact with other children in schools is easier compared to children who stay at home. Reports indicate that mistreatment of children is more common among receiving education in home schools compared to those attending other types of skills because they do not have friends to talk to. Serious cases of child abuse have been reported for children who are home educated. More regulation will enable local authorizes and social care authorities to reach those educated at home. The regular interaction between social care workers ad hoe school children will enable them to detect and report any king of child abuse on time.
Conclusion
Home schools are becoming more popular in the current society especially to those who are not satisfied with public or private schools. However, lack adequate regulations in home schools cause problems such as low quality education and mistreatment of children in some school homes. It is important to enhance regulations in home schools in order to ensure home school children receive a high quality education for other children in private and public schools. For instance, implementing a more strict regulation on the qualification of home school teachers will improve the quality of home education. Compulsory registration of home schools to the state agencies will help in ensuring that all home schools are regularly inspected. This will enable to the government to identify home schools that do not meet the national education standards. In addition, strict regulations such as regular visits of social care workers will enable the local authorities to detect child abuse early enough.
