Absence of an official educational philosophy

Limited financial resources, compounded by the uncertainty in the economy dependent on metropolis
An archaic and outdated education law dating from 1903, which conferred excessive powers to the Secretary of Education on issues such as decision-making on management, budget, curriculum, monitoring, assessment and staff throughout the system.
Lack of coordination between regional and local exchange operational levels, and these, in turn, other public institutions.
Lack of continuity due to changes in public administration

Our team identified as an issue the education system in Puerto Rico. Some of the factors which we believe are the main cause of this problem are; the absence of a limited formal educational philosophy, excessive centralized system, financial resources, compounded by uncertainty in the economy dependent on the metropolis, a archaic and obsolete education law dating from 1903, which confers excessive powers to the Secretary of Education in issues like making management decisions, budget, curriculum, monitoring, evaluation and staff throughout the system. Also the lack of coordination between operating regional and local levels trade, which, in turn, other public institutions and finally the lack of continuity due to changes in government and inadequate supervision of teachers.

To improve or contribute to the education of our people, the main thing is a degree of commitment that has every one of the people who are in charge of our education.
Promote activities in which parents and children interact and simultaneously they are contributing something to society would be one of our proposals.
Our second proposal to the Department of Education would work with the multiple intelligence of students for classes more interactive. Not all students work in the same way, and many stay back. They should promote activities that arouse the interest of students and help growth and intellectual and cultural life of each performance to feel appreciated.
We understand that to improve or contribute to the system of education of our people, the main thing is the commitment that each one of the people who are in charge of our education have.
We promote activities where parents and children to interact and at the same time contribute to society.
Our second proposal to the Department of Education is working with the multiple intelligences of the students and design a new system of interactive classes. Not all students work in the same way, and many of them are bored or get left behind. They should promote activities that arouse the interest of students and help the growth and intellectual and cultural life of each.

Revised Argument
The Education System of Puerto Rico needs a change of culture. This needs to be a team job between the students, parents, teachers and government. We need to study more our students, get to know them; know what are there needs. They need the compromise of all those persons that are close them directly and indirectly.

Learn from the best
Finland and South Korea has been named by MBC Times in the top 5 most successful educational systems in the world.
Send resources to those places to study their methods.
Re-trained teachers, social workers and counselors.
Keep the training as routine from time to time
Take a look at how helpful standardize testing really is.
Give the teachers a fair wage and listen to their suggestions.
As humans we learn mostly by example, so is only logical that we try to imitate the best. Finland and South Korea are in the top 5 countries with the most successful educational systems in the world. Lets send resources there to learn as much as they can form their methods and gather intel. Then assemble a group of teacher, parents and officials to evaluate the best way to adapt that intel to our society’s needs. Take a look at the pros and cons of standardize testing and how helpful to evaluate a students really is. Re-trained teachers and all school personnel, even parents and community members. Make those trainings a custom. Teachers deserve to be better paid and deserve a respect, lets treat them better as they should. They are the educator of the future.

Implementation Plan
Prepare trainers.
Start with a few small schools.
Start with the lower grades.
Offer seminars to the parents and the community.
Keep a direct link either from Finland or South Korea.
In every school, choose a leader that will be in charge of evaluating the outcome of the implementation.
Never stop the evolution.
How to implement these ideas? Prepare trainers, people that are qualified to assist in the implementation process. Start the process with a group a schools and with lower grades. Evaluate how the children, the parents and the educators cope with the new system. Offer orientation seminars to the parents, the community and the teachers to keep them informed about upcoming changes. Establish a link person either in Finland or South Korea that offers help in clearing doubt's that may arise. Is important that every school has a leader that stays on top of the process and evaluating how the implementation is working and documenting the results. This person will be the contact person to see how the school is doing and if it needs to re-evaluate the process or even change it. The most important thing to remember is we are talking about the future of our children's and therefore the world. The education needs to be in continuous evolution to keep updated to the ever changing society.
