Itll legislative Powers lrerein granted shall be vested in a Congress of'the United States, which shall consist of a Senate and House of Representatives.

l'he Times, Places and Manner of holding Eler:tions for Senators and Representatives, shall be prescribed in cach Statc by the Legislature thereof; but thc Clongress may at any time by Law make or alter such Regulations. except as to thLe Places of chr-rsing Senators.

I'he Congress shall assemble at least once in every Year. and such Meeting shall be on the first I\4onday in December, unless they shall by La,w appoint a dilferent Day.

Siection 5

Lach House shall be thc Judge of the Elections, Returns and Qualifications of its own Members. and a Ma.iority of each shall constitute a Quorum to do BLrsiness: but a smaller Number may adiourn liom day to day. and may be authorizcd to compel the Attendance o1'abscnl Mcmbcrs. in such Manner, and under such Penalties as each flouse may provide.

I1ach Flousc may determinc the Rules o1-its Proceedings. punish its Members for disorderly Elehaviour, and, with thc Concurrencc ol-two thirds. expel a Mcmber.

liach House shall kcep a.lournal of its Proceeclings. and fi'om time to time publish the same, excepting such Pafts as may in thcir Judgment rcquirc Sccrccy; and thc Yeas and Nays of thc I\4embers of eithcr l{ouse on any question shall. at the Desire of one fifth of those Prescnt, be entered on the Joumal.

I.leither House, during the Scssion of Congresr;, shall. without the Consent of thc other, adjourn 1,or more than thrcc days. nor to anv other Placc than that in which the two Ilouscs shall be sittins.
