Veterans in Southern California

In 2010 the U.S. Census Bureau compiled data for the number of veterans living in every California county. Across ten Southern/Central California counties, an average of 4.3% of the citizens were veterans. On the attached pages are two maps of the counties. In the first map, counties which exceeded this average have been shaded black, while those that fell below the average are shown white. The actual percentages for each county are shown in the second map.

Your task is to determine whether there is a pattern in the veteran distribution across Southern and Central California counties.
