Bruce Hallin, the Director of Water Rights and Contracts at Salt River Project, suggests that this difference is as a result of the fact that farmers in Arizona recognize the arid environment they reside in.

Research from the Nature Conservancy and other state recognized bodies have pushed the federal forest service to initiate the approval of the Four Forest Restoration Initiative. Additionally, the erosion that directly goes to the water reserves are costly to remove (Moore). It is important, as the draught lingers, that conservation be encouraged to save the waters. More and more forces must join hands to propagate conservation initiatives. It has been revealed by the Department of Water Resource survey that Arizona seems to be the safest territory (Moore). However, the danger posed by the draught has been predicted to take longer than it is anticipated.
