Job Summary: Provides support in functional areas of human resources including but not limited to compliance, recruitment and employment, personnel records, relations, job evaluation, compensation management, benefits administration, organization development, training, AA/EEO, and special projects. This position is the first point of contact for daily HR activities in support of assigned facilities.  Assists in the development and implementation of human resources policies and procedures and their dissemination through employee booklets, communications, and/or meetings. Prepares reports in conformance with legislated requirements or organization needs.

Essential Job Functions:

1. Analyzes wage and salary reports and data to determine competitive compensation plan.

2. Writes company policy regarding equal employment opportunities, compensation, and employee benefits.

3. Oversees the analysis, maintenance, and communication of records required by law or local governing bodies, or other departments in the organization.

4. Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.

5. Recruits, interviews, tests, and selects employees to fill vacant positions.

6. Plans and conducts new employee orientation to foster positive attitude toward company goals.

7. Keeps records of benefits plans participation such as insurance and pension plan, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics for government reporting.

8. Administers benefits programs such as life, health, and dental insurance, pension plans, vacation, sick leave, leave of absence, and employee assistance.

2. Excellent written and oral communication skills·        

3. Ability to manage multiple priorities using good time management and organizational skills

4. Extensive knowledge of Windows and Microsoft Office with a proficiency in Excel and Microsoft Word is required.

5. High level of interpersonal skills to handle sensitive and confidential situations and documentation.

6. Ability to define problems, collect data, establish facts, and draw conclusions 

7. Knowledge of labor laws and regulations to legally recruit and retain personnel and properly administer compliance programs

8. Knowledge and previous experience with PeopleSoft queries and reporting.

Education and experience:

A Bachelor’s degree in human resources, personnel management or business administration, plus three years of human resources experience or equivalent degree or experience.

Physical Demands and Working Conditions:

While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use hands to finger, handle, or feel objects, tools or controls; reach with hands and arms; climb stairs; balance; stoop, kneel, crouch or crawl; talk or hear; and taste or smell. The employee must occasionally lift or move up to 25 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
