Develop a plan that deals with uncertainty, mitigation and ultimately the preparedness of a community faced with an active school shooting. The plan must utilize only the existing emergency management functions in your community. If you must rely on “outside” help, from other communities, your plan must describe their lawful authority to participate (mutual aid agreements) and whether or not these agreements are in place or need to be developed. Within your plan describe how federal protocols such as NIMS and ICS made your planning more comprehensive and universal.
